오는 2020년 시 인구 100만을 바라보는 수도권의 거점 도시로 성장해 나가고 있는 남양주시가 올해 ‘행정복지센터’를 전면 시행하며 체육⋅문화⋅학습⋅행정, 그리고 복지까지 아우르는 명품 도시로 주목받고 있다. 게다가 남양주시는 수도권 동부 최고의 입지로 주목받는 다산신도시 등 친환경 자족도시라는 기반 위에 ‘희망케어센터’와 ‘행복텐미닛’, 그리고 ‘슬로라이프’ 등 명품 시책까지 곁들여 시민의 삶의 질을 가일층 높이고 있다. 
  
남양주시, 전국 10위권 대도시로 우뚝 서다
이석우 시장은 작년 7월 민선6기 후반기를 시작하며 ‘남양주 비전플랜 2020’을 선포하고 특별시보다 더 특별한 미래 명품도시의 초석을 다지고 있다. 불과 3년 뒤인 2020년, 인구 100만 명품도시를 목전에 두고 있는 남양주시가 이제는 외형적인 성장을 넘어서 ‘자족 기능’을 갖춘 미래형 자족도시로 거듭나고 있는 것이다.
‘남양주 비전플랜 2020’은 남양주시가 추구하는 미래 도시 비전인 교육과 주거, 여가, 산업, 상업 등 ‘자족기능’을 갖춘 이상도시의 모습이 온전히 녹아든 실천계획이다. 과거 수도권 변두리 중소도시에 불과했던 남양주시가 이석우 시장의 취임 이후 지난 10년간 꾸준히 발전하며 인구 67만의 전국 10위권 대도시가 된 것이다.
남양주시는 외주 용역회사가 아닌 시청 공무원들이 직접 만든 현실적인 실무계획으로 경제, 도시, 복지․문화, 보육․교육, 안전행정 등 5개 분야, 31개 실천 전략과 113개의 핵심 사업으로 이루어지고 있다. 이에 따라 전철 진접 4호선･ 별내 8호선, 별내~진접선 연결사업 그리고 수도권 제 2순환 고속도로, 오남~수동간 국지도 98호선 개설 등 사통팔달 도로⋅교통망 사업까지 더 편리하고 안전한 도시 ‘남양주 비전플랜 2020’의 핵심 사업이 올해 모두 가시화된다.

행정복지센터 전면 시행으로 지방자치 역사에 한 획을 긋다 
남양주시가 구청 설치를 대신하여 행정복지센터를 전면 시행하면서 수십 년 동안 관행적이던 지방행정체계를 일신하며 새로운 혁신을 일으켰다. 지역이 넓고 도시와 농촌이 결합된 도시일 뿐 아니라 여기에 생활권이 8개로 나눠진 다핵구조라는 도시 구조적 특성에 기인하여 과감히 행정체계에 현실적 변화를 준 것이다.
남양주시는 행정복지센터로 생활권역이 같은 읍면동을 묶어 지역의 특성을 살리고 중층구조의 행정단계를 줄여 효율성을 높였다. 또한 복지와 인허가 등 다양한 주민 밀착형 사무를 더 가까운 현장에서 처리할 수 있게 되어 행정서비스의 질적 향상과 함께 제공 시간도 평균 2.1일 단축되는 등 시민들의 만족도 또한 아주 높다. 지금은 중앙정부로부터 “남양주 행정복지센터가 ‘생활자치’라는 지방자치의 미래 비전을 제시한 행정 혁신의 사례다"라는 호평을 받고 있다.

남양주시는 친환경 자족도시라는 기반 위에 행복텐미닛, 희망케어센터, 8272민원센터, 고용복지플러스센터, 평생학습 감성보육도시, 안전·스마트 도시, 슬로라이프 도시의 ‘해피 프리미엄 베스트 7(Happy Premium Best 7)'으로 대변되는 명품 시책까지 곁들여 시민의 삶의 질을 한층 더 높이고 있다.
행복텐미닛이란 일상의 여유생활과 직결된 체육, 문화, 학습시설을 지역 곳곳에 배치해 시민이면 누구나 문 밖을 나서 10분 안에 모든 것을 누릴 수 있게 하는 것이다. 시민 일상의 여유로움 속에서 행복이 시작된다는 이 시장의 행정 철학이 그대로 시정에 반영된 것이다.
남양주시는 서울시 면적의 75%에 달하는 넓은 면적이면서 다핵화 구조로 인해 생활권이 분산되어 지역 간 불균형을 해소하는 것이 최대 과제였다. 이 시장은 취임 초기부터 지금까지 지역 간 격차를 해소하고 모든 시민의 행복권이 보장될 수 있도록 체육, 문화, 학습의 기반시설 확충과 환경조성에 주력하여 왔다. 현재 시에는 11개의 권역별 공공도서관과 101개소에 이르는 공⋅사립 작은도서관, 그리고 7개의 대형 체육문화센터와 19개의 축구경기장을 비롯한 274개의 각종 생활체육경기장 시설이 지역 곳곳에 설치되어 있다. 
또 한편으로는 100여개의 마을단위 학습등대가 있어 60여명의 학습매니저와 520여 명의 시민강사가 1천여 개의 프로그램을 운영하는 남양주만의 독창적 평생학습시스템을 자랑한다. 이에 남양주시는 2015년 유네스코에서 최초로 제정된 글로벌학습도시상을 세계 최초로 수상하는 쾌거를 이루기도 했다.

타 자치단체에서 벤치마킹 몰리는 희망케어센터, 올해로 출범 10주년 맞아
이석우 시장이 손꼽는 명품시책 중 또 한 가지는 희망케어센터다. 올해로 벌써 출범 10주년이 된 사단법인 희망케어센터는 그동안 정부 주도의 일방적인 복지에서 ‘시민이 시민을 돕는 복지’, ‘시민에 의한 시민의 복지’로 탈바꿈하고 안정적으로 정착하게 되었다는 점에 큰 의의가 있다. 북유럽의 선진 복지시스템이 복지재정 문제로 점점 축소하는 추세에도 경쟁적으로 복지확대를 추진하고 있는 우리나라 복지정책에 모범사례가 되고 있는 것이다.
우선 복지재정 문제는 희망케어센터를 통한 시민의 십시일반 후원으로 해결하고 있다. 지난 10년간 260억 원이 모금되었고 후원물품도 매년 12만 건을 넘고 있다. 여기에 등록된 13만 2천여 명의 시민 자원봉사자(67만 전체 시민의 20%에 해당)가 활발히 활동하며 복지인력 부족의 난제를 해결하고 있다. 희망케어 복지시스템은 개소 첫해부터 '지방행정 혁신 우수브랜드사업', '지방행정 혁신명품'에 선정되고 최근 전국 최초로 3년 연속 대통령표창을 수상했다. 또한 전국의 지방자치단체, 중앙정부는 물론이고 독일 나우만재단, 일본 야마나시현 현립대(大) 등 해외에서도 연구대상으로 삼을 정도다. 현재 운영하고 있는 보건복지부의 '희망복지지원단사업'과 경기도의 '무한돌봄 사업'도 희망케어센터를 모델로 한 것으로 이미 남양주시 '희망케어센터'는 대한민국 복지의 표준모델로 정착하였다.

전국에서 제일 안전한 남양주시, '시민 안전과 소통 공감행정' 펼쳐
‘안심하고 생활할 수 있는 환경의 조성’이야 말로 시민이 누려야 할 최우선의 권리이다. 이 시장은 ‘시민이 안전한 도시, 여성의 안전한 귀가길 보장, 노인이 편안한 도시' 등 시민의 안전을 주요 역점 시책으로 추진하였다. 그 결과, 2013년 절도, 도박, 상해, 성폭력 등 4개 분야에서 전국단위 최저 발생수치를 기록하며 분야별 안전한 도시 상위에 랭크되었고, 2015~2016년 연이어 ‘안전한 도시’ 우수기관으로 선정되었다.
지난해 7월 개관한 1천여㎡ 규모의 남양주시 U-통합센터에서는 방범관제 CCTV 667개소 1,976대, 교통관제 CCTV 164개소 210대, 재난관제 CCTV 67대를 365일 24시간 빈틈없이 모니터링하며 시민 안전과 각종 재난상황에 대비하고 있다. 또한 시민이 직접 시정을 함께 이끌어나가는 참여행정, 시민평가와 자문을 통해 마음이 통하는 소통행정을 실현하고 있다. 특히 올해 2월, 구청 대신 출범한 행정복지센터의 개청으로 더 가까운 곳에서 시민들과 함께 공감하며 보다 신속한 맞춤형 행정서비스를 제공하게 되었고, 민․관 소통과 상생발전을 위한 유기적인 네트워크를 구축하여 진정한 주민자치를 실현하고 있다. 

상상을 가치로 시민의 역량 모아 지역발전의 기틀 마련
남양주시, 슬로라이프․세계적 미식관광도시 만든다
남양주시는 그 동안 불합리한 규제개선에 앞장서 모두 966억 원의 투자효과와 620개 일자리 창출효과, 242개의 기업투자기반을 마련함으로써 2015~2017년 3년 연속으로 대통령 표창을 받았으며, 고용률 70% 달성을 위한 일자리 2만개 만들기의 다각적인 노력으로 2016 전국지방자치단체 일자리대상 '우수상'을 받았다. 또한 지금 건설 중인 다산신도시의 직·간접적 일자리 창출에 이어 각종 도시개발 사업, 도시첨단 산업단지 조성, 뉴스테이사업, 지식산업센터 건립 등 다양한 분야에서 많은 일자리 확보를 계획하고 있다.
남양주시는 2011 세계유기농대회, 2013 슬로푸드국제대회에 이어 2015년에 다산 정약용 선생의 3농(三農) 사상을 근간으로 슬로라이프국제대회를 성공적으로 개최하여 친환경적이고 건강한 슬로라이프 도시 이미지를 대외에 각인시켰다. 슬로문화를 선도하는 도시로서 패러다임 주도는 물론이며, 슬로쿠킹, 슬로힐링, 슬로리빙, 슬로리딩, 슬로워킹 등 슬로라이프 생활화 5대 중점사업을 추진하고 있으며, 생태·지역·미식자원을 융합한 슬로라이프 미식(美食) 관광 플랫폼을 조성하며 세계적 미식관광도시를 추진하고 있다.
경기도가 공모한 '2016 넥스트경기 창조 오디션'에서 대상을 차지할 정도로 사업성을 인정받은 슬로라이프 미식(美食) 관광 플랫폼 조성사업은 연간 537명의 일자리 창출과 991억 원의 생산 효과, 그리고 97억 원의 부가가치 유발효과가 있다. 남양주시는 슬로라이프 국제대회 개최도시로서 2020년 500만 관광객이 방문하는 '세계 22번째 미식도시'로 도약할 것이다. 

전국 최초 자전거레저 특구 지정
지난해 자전거 이용 활성화 최우수기관으로 선정되어 대통령 표창
서울외곽순환도로와 중부고속도로를 통해 30분 이내에 전 지역으로 접근이 가능해졌고, 국도, 지방도 등 369개 노선 468㎞의 도로망이 남양주시 구석구석을 연결하고 있으며, 전철 중앙선과 경춘선이 도심을 지나고, 전철 4호선과 8호선 연장선이 건설 중, 전철 9호선 연장사업은 추진 중이다.
2007년부터 2년마다 실시하는 대중교통시책평가에서 전국 지방자치단체 중 유일하게 올해까지 10년간 5회 연속 우수기관으로 선정된 남양주시는 사통팔달 어디로든 시원하게 연결되는 순환형 도로망 구축과 지능형 교통망 확대로 더 빠르고 더 편리한 도시가 되었다. 또한 ‘2020년 남양주도시관리계획’을 수립하여 불합리한 용도지역․지구의 도시 계획시설 정비로 인구 100만의 지속가능한 녹색명품도시 조성을 위한 합리적인 도시공간을 구현하고 ‘2020년 남양주시 기본경관계획’ 수립으로 체계적인 경관관리를 통한 조화롭고 매력적인 경관도시를 조성하고 있다.
특히 전국 최초 자전거레저 특구로 지정된 남양주시는 지난해 자전거 이용 활성화 최우수기관으로 선정되어 대통령 표창을 수상했다. 이와 함께 에너지 제로 마을 112개 조성, 도시가스 공급 확대를 통한 친환경그린에너지 인프라 구축, 유휴지를 활용한 태양광 발전소 등 스마트그리드 사업과 함께 회색빛 도시의 모습을 벗고 푸른 녹색 스마트 에코도시로 변화를 이루어 가며, 자연친화적 생활환경으로 남양주 시민의 삶을 풍요롭게 만들어 나가고 있다.

제4차 산업혁명 시대를 선도하는 지능형도시 구축
이석우 시장은 지난 4월 '남양주4.0' 비전을 선포하고 제4차 산업혁명의 시대 흐름을 선도하여 세계 도시들과의 경쟁력 우위를 점하고자 나섰다. ‘시민이 더 편리하고 안전한, 도시 남양주 4.0’은 남양주시의 행정 시스템을 4차 산업혁명의 흐름에 맞도록 지능형 도시관리 시스템으로 전면 혁신하는 것이다. 
이를 위해 1단계로 공직 내부의 일하는 방식을 혁신하고 역량 강화에 집중하여 30개 중점과제를 선정한 후 시민생활과 밀접한 10개 과제는 우선 추진하고, 2단계로 빅데이터 기반의 재난ㆍ재해ㆍ방범 스마트도시, ICT 기반 전 지역 도시가스 100% 보급, 에너지 절감 및 제로형 주택 확대 공급, 일자리 도시, 책의 도시, 슬로라이프 도시 등 행정복지센터를 중심으로 하는 지능형 행복텐미닛 플랫폼 도시를 만들 계획이다.
그 동안 남양주시는 2014년 전국 최초로 빅데이터 전문팀을 신설하고, 빅데이터의 분석기법을 각 분야에 도입해서 예산절감과 행정의 효율성을 개선해 왔다. 이 같은 남양주시의 빅데이터 행정혁신 사례는 중앙정부에서도 그 우수성을 인정받아 정부3.0 빅데이터 우수기관으로 선정되었고, 특히 올해 우리나라 지자체에서는 최초로 아시아행정학회 총회에서 최우수상을 수상했다.

이석우 남양주시장은 민선 지자체장 중에서 보기 드문 정통 행정관료 출신이다. 수원시, 고양시, 안양시 등 경기도 11개 시의 부시장과 경기도 본청의 3개 국장, 그리고 경기도 행정2부지사를 역임하며 자치행정가로서 쌓아 온 그간의 경험과 역량이 큰 밑바탕이 되었다.

Namyangjoo city growing into a hub city of the metropolitan area with a million population in 2020 is drawing attention as a luxury city encompassing sports, culture, learning, administration and welfare by fully implementing ‘Welfare Administration City’ this year. Besides, based on the eco-friendly self-contained city, such as Dasan New Town in highlight as the best location in the eastern area of metropolitan, Namyangjoo is improving the citizens’ quality of life with policies of ‘Hope Care Center,’ ’10-Minute Happiness’ and ‘Slow Life.’   

Namyangjoo has become a top-10 largest city in the country. 
Starting the latter part of the 6th period of popular election in July last year, Mayor Lee Seog-woo declared ‘Namyangjoo Vision Plan 2020’ laying the groundwork for a future luxury city more special than Seoul. ‘Namyangjoo Vision Plan 2020’ is an executive plan for an ideal city equipped with ‘self-contained functions’ of education, residence, leisure, industry, commerce, etc., which is a future-city vision sought for by Namyangjoo. Namyangjoo, which was no more than a smaller city on the outskirts of metropolitan city in the past, has become one of the largest cities in the country holding a population of 670,000 with a steady development for the past 10 years since the inauguration of mayor Lee Seog-woo.    

Opens a new chapter in the history of local autonomy by fully implementing Welfare Administration Center..
As Namyangjoo fully implemented Welfare Administration Center in place of installing a ward office, this completely changed the local administration system, which had been customary for the past dozens of years, to make innovations. The mayor daringly changed the administration system using the characteristics of urban, multi-nuclei structure of eight divided zones of life as a large-area city with combined urban and rural communities. Namyangjoo enlivened the characteristics of the region by binding together Eup-Myeon-Dong with the same area of life and increased efficiency by reducing the official channels of two-fold stricture. This enabled processing diverse residents-cohesion clerical work, including welfare and permits, at a closer spot increasing the quality of administration service and reducing service time by average 2,1 days with a very high satisfaction from citizens.      

‘Happy Premium Best 7’ and other measures have become a national standard. 
With Happy Premium Best Seven – 10-Minute Happiness, Hope Care Center, 8272 Civil Complaint Center, Employment Welfare Plus Center, Lifelong learning Sensibility Childcare, Safe/Smart city and Slow-life city – Namyangjoo city is further increasing the citizens’ quality of life. 
Ten-Minute Happiness means any citizen to enjoy everything within 10 minutes after he leaves his home. Currently, the city has installed 11 public libraries by area, 101 public and private smaller libraries, 7 large Sports & Culture Center, 274 community sports centers, including 19 football stadiums, in every corner of the region. Hope Care Center in implementation for the past 10 years attracts benchmarking from other local governments.
Another luxury measure taken by Mayor Lee Seog-woo is Hope Care Center. The corporation of Hope Care Center launched 10 years ago has changed the government-led one-sided welfare into ‘Welfare of the citizen, by the citizen, and for the citizen’ and has been settled stably. The Hope Care Welfare system was selected as ‘Excellent brand for innovating local administration,’ and ‘Luxury for innovating local administration’ in the first year of opening and has recently won the presidential citation for 3 successive years for the first time around the country. The current “Hope Welfare Support Project’ managed by the Health & Welfare Ministry and Gyeonggi-do’s ‘Endless Care Project’ were modelled after the Hope Care Center, so Namyangjoo’s Hope Care Center has already been settled as a standard model for Korean welfare administration.

Mayor Lee drove forward ‘citizens’ safety, women’s safe return home and old people’s comfort in the city’ as key policies and plans. As a result, in 2013, the city recorded the lowest number of occurrence in the nation for four areas including theft, gambling, injury and sexual violence ranking the upper part of safe city by area and was selected as an excellent organ for ‘safe city’ in 2015 and 2016, successively. In Namyangjoo’s 1,000m2 sized U General Center, which opened in July last year, 1,976 CCTV’s in 667 places for crime prevention control, 210 CCTV’s in 164 places for traffic control and 67 CCTV’s for disaster control are being operated for 24-hour, 365-day monitoring in preparation for citizens’ safety and every kind of disasters.

Namyangjoo received presidential citation for three successive years from 2015 to 2017 and ‘award of excellence’ for creating jobs in 2016 local governments of the nation with diversified efforts to create 20,000 jobs for achieving an employment rate of 70%. Based on Dasan Chung Yak-yong’s idea of three farming lives, the city held Slow Life International Contest in 2015, following 2011 the World’s Organic Farming Contest and 2013 Slow Food International Contest, to emboss the image of a eco-friendly, healthy, and slow-life city externally. The city is pushing forward Five Major Projects for slow life, including slow cooking, slow healing, slow living, slow reading and slow working, along with a global city of good living and tourism by making the platform for slow-life good living and tourism in combination with food resources in natural ecology protection area. 

Designated as a special bike-leisure area for the first time in the country 
Namyangjoo has been solely selected as an excellent organ among local governments around the country, five times successively, in the public transportation measure evaluation enforced biennially since 2007. By establishing ;2020 Namyangjoo urban management plan’ the city is making a reasonable urban space for sustainable green luxury city for a million population by repairing urban plan facilities of unreasonable areas and districts for usage. The city is also making a harmonious, attractive city of scenic beauty through systematic management of landscape by establishing ‘2020 Namyangjoo’s basic landscape plan.’ Especially, being designated as special bike leisure area for the first time in the country, Nayangjoo city won presidential citation last year after being selected as the best organ for using bikes.

Last April, mayor Lee Seog-woo declared the ‘Namyangjoo 4.0’ Vision in an effort to be superior in competitiveness to other cities around the world by leading the trend of the 4th industrial revolution. ‘Namyangjoo 4.0 for citizens’ convenient and safe life’ is a full innovation of the city’s administration system into intelligence urban management system in line with the trend of the 4th industrial revolution. The excellence of Namyangjoo’s case of big-data administration innovation was recognized by the central government and the city was selected as an excellent organ for the government 3.0 big data.
