인간의 힘으로 어찌해 볼 수 없는 일을 일러 ‘불가항력’이라고 한다. 이전까지만 해도 재난과 재해는 바로 이러한 불가항력적인 일로 받아들여졌다. 그러나 고도로 발전한 현대 과학기술은 이러한 재난을 미리 예방하고, 발 빠르게 대응하며, 효율적인 사후 복구를 통해 피해를 최소화 할 수 있는 가능성을 열어주었다. 

실질적인 사업화로 이어질 수 있는 혁신 연구에 주력
예기치 못하게 발생하는 재난과 재해는 언제나 막대한 재산피해와 인명손실을 동반한다. 이러한 피해를 막기 위해선 최대한의 예방 조치와 함께 이미 발생한 재난에 대한 적절한 대응이 동시에 요구된다. 이에 미래창조과학부 주관 ‘대학ICT연구센터육성사업’의 일환으로 지난 2016년 6월 설립된 전남대학교 ‘도시재난재해대응스마트시스템연구센터(이하 센터)’는 ICT융합 핵심기술의 개발을 통해 도시재난재해에 대한 대응 시스템의 혁신과 응용시스템의 사업화를 달성하고자 최선의 노력을 다해왔다. 
김진영 센터장은 “저희 센터에서는 ‘재난정보관리 고도화’, ‘재난예방감시 고도화’, ‘재난현장대응 첨단화’, ‘재난안전 상업경쟁력 제고’를 실행목표로 정하고 다각적인 사업 활동을 진행해왔습니다. 특히, 산업체와의 긴밀한 융합연구를 통해 센터의 연구 성과가 지역 및 국가경제에 기여하는 실질적인 사업화로 이어질 수 있도록 노력하는 한편, 세세한 기술적 영역에서의 ICT융합을 통해 4차 산업혁명 시대에 걸맞은 선도적 기술 개발을 추구하고 있습니다. 또한 토목공학 및 기계공학 연구자와의 공동 연구를 통해 도시재난재해용 로봇개발과 실시간 재난 대피·유도 시스템 개발의 완성도를 높이는 데에도 심혈을 기울이고 있습니다”라고 설명했다. 
센터에서는 도시안전/재난재해 복합데이터 수집·예측·분석 플랫폼 구축, ICT를 활용한 지능형 재난위험 감시·관제시스템, 재난재해 감시용 스마트 융복합 센서 및 디바이스 개발, 재난재해 대응 정찰 및 구조로봇개발, 클라우드 기반 실시간 재난 대피·유도 시스템 개발을 중점연구과제로 선정하여 추진하고 있다. 
특히, 주목을 끄는 점은 설립 1년이라는 길지 않은 이력에도 불구하고, 탁월한 연구 성과를 도출해낸 것은 물론, 기술이전을 통한 상용화도 추진하고 있다는 것이다. 먼저 도시재난재해환경을 다양한 기후조건하에서도 관제할 수 있는 ‘실시간 스모그영상 개선기술(전남대 홍성훈 교수)’은 현재 ㈜세오에 기술 이전되어 상용화를 추진 중이며, 개발 과정에 참여한 박사과정 이재원 연구원은 2017년도 ITRC 포럼에서 창의인재평가부분 미래창조과학부 장관상을 수상하는 쾌거를 거둔 바 있다. 또한 참여기관 중 하나인 ㈜LSL시스템즈는 우리나라 최초로 드론에 장착 가능한 약 150g의 소형 열화상카메라를 개발, 주간뿐만 아니라 야간에도 재난재해를 감시할 수 있는 드론 시스템을 구축하기도 했다. 이 장비는 도시 환경뿐만 아니라 산악지역 및 군사접경지역에서의 모니터링이 가능함을 검증받음으로써, 보다 폭넓은 활용이 기대되고 있다. 

“학술성과 실질성 연계, 산학협력의 사회적 역할 다할 것”
올해 2차년도 사업을 진행하고 있는 센터는 전남대학교 및 KASIT(참여대학)의 대학교수 14명과 학생 60명 등 총 101명의 인력이 참여하고 있으며, 참여기관으로는 ㈜LSL시스템즈와 ㈜블루시그널, 그리고 9개의 참여기업이 함께하고 있다. 김 센터장은 “저희 센터의 2차년도 중점추진 목표는 상용화를 지향하는 기술개발과 더불어 국내·외 지식재산권의 확보, 가시적이고 실질적인 상용화 시제품 개발, 창업을 통한 일자리 창출 및 시장 개척입니다. 물론 그 과정이 쉽지 않겠지만, 모든 구성원이 합심하여 최선을 다하고자 합니다”라고 밝혔다.
도시와 인간의 안전에 직결되는 연구 분야라는 점에서 센터의 역할은 무척이나 중요하다. 대학의 학술성이 그저 연구에만 그치는 것이 아닌, 산업적인 실질성으로 연계되는 가교 역할을 수행해야 하는 까닭이다. 이에 대해 김 센터장은 “아직까지도 국내 대학의 대부분은 실질적 산학협력에 대한 마인드가 부족할 뿐만 아니라, 이를 위한 각종 지원체계도 미흡한 실정입니다. 최근 산학협력의 중요성이 강조되며 정부와 각 대학 차원에서의 다양한 방법적 모색과 시스템 개선이 이뤄지고 있으며, 전남대학교에서도 교원평가에 있어 산학협력의 비중을 강조하는 등 산학협력 분위기 조성을 위해 심혈을 기울이고 있습니다”라며, “학술성과 실질성의 간극이 벌어지는 가장 큰 이유는 기술개발부터 상품화 및 생산에 이르기까지 모든 과정을 일괄적으로 추진할 수 있는 대기업이 지역에 부재하기 때문입니다. 이러한 결핍을 보완할 수 있는 정부의 적극적인 지원과 정책 마련이 필요합니다”라고 역설했다.
현재 센터는 광주광역시의 매칭펀드 제공에 힘입어 더욱 적극적인 사업 전개와 연구 활동을 이어나가고 있다. 산업 및 재정여건이 어려움에도 불구하고 다방면의 산학협력 지원을 위해 노력을 아끼지 않고 있는 광주시에 대한 감사를 표한 김 센터장은 향후 센터의 활동이 지역경제 발전에 이바지함으로써 보다 많은 분야에 산학협력 생태계가 확산되어 가길 바란다고 덧붙였다. 마지막으로 그는 요즘 젊은 청년들에게 ‘희망’이 부재한다는 점을 지적하며, 센터가 이들에게 비전과 희망을 줄 수 있는 열린 기회의 장이 되었으면 한다는 바람을 전했다. 보다 안전한 사회, 모두가 행복한 사회를 만들어가기 위한 이들의 노력이 우리 시대, 희망의 강줄기가 되어 세계라는 바다로 흘러나가게 되기를 기대한다.

“ICT Response System protects citizens from disasters”

Innovation in research leads to substantial results
It might sound cliché but the best solution to disaster is to prevent before it happens. Founded in June 2016, the Chonnam National University Urban Disaster Response Smart System Research Center aims at development of ICT-driven core disaster prevention technologies. And the launching was part of the ‘University ICT Research Center Promotion Project’ of the Ministry of Science, ICT and Future Planning. “The goals of our research and development are: ‘advancement of disaster information management’, ‘advancement of disaster prevention and surveillance’, ‘modernization of field response’ and ‘improvement of disaster safety competitiveness and commercial feasibility’. For this, we are diversifying the scope of our projects and are working in close cooperation with the industries. We make sure that our ICT convergence will answer to the coming 4th Industrial Revolution and our joint research with civil engineering and mechanical engineering specialists will lead to development of disaster prevention robots and real time disaster control systems” explains director Kim Jin-young of the center. The center has carried out gathering data for prediction, analysis and building platforms with particular focus on development of the cloud-based real time evacuation and guidance systems. As a result, the center has drawn a number of excellent research results within a year of its launching and is actively pushing forward the commercialization of the developed technologies at the moment. The ‘Real Time Smog Video Image Improvement Technology (Prof. Hong Sung-hun of Chonnam National University)’, for example, has been transferred to Seo, a video image and CCTV solutions company. Lee Jae-won, a PhD student and one of the researchers of this technology development, proved his research capability by receiving the ministerial prize at the ‘2017 ITRC Forum’ in the category of the creative manpower assessment from the Ministry of Science, ICT and Future Planning. LSL Systems, one of the participants in the development, also boasted its competence by developing a small thermal image camera that weighs only 150g. The camera can be attached to a drone to carry out monitoring the possible disasters night and day whether it is city or highland regions or military zones. 

Industry-university cooperation 
Currently, 101 manpower including 14 professors from Chonnam National University and KAIST and 60 students as well as 9 companies including LSL Systems and Blue Signal are participating in the R&D of the Chonnam National University Urban Disaster Response Smart System Research Center. “As of this year, we are focusing on securing intellectual property rights home and abroad, development of test products, startup support, and finding new markets. It will be challenging but we are determined to achieve substantial results.” Kim continues “I think that most universities in Korea don’t seem to understand the importance of industry-university cooperation yet and the government support also seems not enough. It is encouraging, however, that there are efforts in improving the system and finding more effective ways. As part of this effort, we also have increased the involvement rate in industry-university cooperation for professor evaluation.” Currently, Gwangju City is running ‘matching fund’ in order to support regional industry-university cooperation. And Kim wishes that Chonnam National University Urban Disaster Response Smart System Research Center can play a role to give ‘hope’ and ‘vision’ to talented young people. <Power Korea> sends a message of support.
