국가와 지역 경제 발전 위한 부단한 노력
기술이 고도화됨에 따라 이를 선도할 우수인력의 중요성은 갈수록 부각되고 있다. 특히 다가올 4차 산업혁명의 시대를 맞아 창의력과 기술력을 갖춘 인재는 국가의 경쟁력을 판가름하는 주된 잣대로 평가받고 있다. 조선대학교 기계시스템·미래자동차공학부의 학부장을 역임하고 있는 유영태 교수는 현장 중심의 실용주의적 연구와 그에 부합하는 체계적인 교육을 펼치며, 시대적 변화를 준비하기 위한 활동을 누구보다 앞서 수행해왔다. 유체공학과 레이저 가공학을 주된 연구 분야로 삼아온 그는 그간 200여 편 이상의 논문을 발표해왔으며, 광주광역시 미래산업추진위원회 위원, 전국산학협력단협의회 이사, 광주전남산학협력단장협의회 회장 등 다양한 분야에서 왕성히 활동하며 도약의 토대를 다지고자 힘써왔다. 또한 지역 중소기업의 기술개발에도 적극 참여해 기업의 중국 진출과 기술 애로사항 해결, 국제특허 획득, 세미나 및 단기 교육을 통한 경쟁력 강화에도 기여했다. 유 교수는 “중소기업의 경쟁력은 기술개발능력에서 출발합니다. 지역의 중소기업들이 글로벌 기업으로 성장할 수 있도록 돕는 일이 대학의 역할이자 사명이라고 생각합니다”라고 말했다. 이에 그는 대학에서의 교육 또한 산업 발전의 추세에 발맞추어 가야 한다고 강조했다. 유 교수는 “저희 학부는 복합적인 기술이 융합된 시스템 분야에 대한 선도적 교육을 제공하고자 심혈을 기울이고 있습니다. 4차 산업의 핵심 분야라 할 수 있는 센서와 프로그래밍 등의 교육을 이미 시행하고 있으며, 습득된 지식을 융합해 창의적인 발상을 이끌어낼 수 있는 인재를 양성하는 데에 주력하고 있습니다”라고 밝혔다. 

위기인 동시에 기회, 대학의 역할이 무엇보다 중요해
유영태 교수는 “국가경제 발전을 위해선 1인당 GDP 2만 달러의 함정에서 벗어나 4만 달러 시대로의 패러다임 전환을 이루는 것이 필요하다”고 강조했다. IMF가 지난 2012년 발표한 바에 따르면 1인당 GDP 4만 달러를 달성한 국가는 22개국. 이들 국가는 공통적으로 높은 평균 성장률과 고용률, 높은 서비스업 비중을 유지하고 있으며, 성장 중심 경제정책을 시행하고 있다는 특징이 있다. 반면 우리나라는 이러한 지표에서 모두 OECD국가 평균보다는 높지만, 4만 달러 달성 국가보다는 낮은 수준을 기록했다. 국가경쟁력 부문에서도 61개 국가 중 29위, 기업 경쟁력 38위라는 중간치의 성적에 머물러 있는 상황이다. 이에 대해 유 교수는 “오랜 노사 갈등과 생산성을 웃도는 높은 임금, 취업난과 구직난이 공존하는 모순, 기업인을 죄인시하는 반기업 문화, 기업 발전의 발목을 잡는 각종 규제 등이 국가경쟁력을 저해하는 주된 요인이 되고 있습니다”라고 지적했다. 그는 다가올 4차 산업혁명이 우리에겐 “위기인 동시에 기회가 될 것”이라고 전망했다. 각 산업분야가 스마트화·서비스화·친환경화·플랫폼화 됨에 따라 기존의 경직된 경제구조는 시험대에 오르겠지만, 중소기업을 중심으로 세분화·다각화된 선진형 기업생태계는 그 성장에 가속도가 붙으리라는 생각이다. 유 교수는 “미래 산업시대를 준비하기 위해선 먼저 기술 중심의 중소기업을 육성하고, 글로벌 네트워킹을 확대해 국제적인 경쟁력을 확보해야 합니다. 또한 제조업의 ICT 융합을 통해 보다 선진화된 생산체계를 구축하고, 다양한 분야에서 역량을 발휘할 수 있는 우수인력을 적극 양성해 소프트파워 인력양성 부분을 강화해야 합니다. 그리고 무엇보다 이를 뒷받침해줄 수 있는 정부의 지속적이고 적극적인 정책 지원이 필요합니다”라고 역설했다. 그리고 그 과정에서 대학이 우수인력의 산실이자 선도기술 개발의 텃밭이 되어야 한다는 것이 그의 생각이다. 유 교수는 “대학은 지역의 문화와 경제, 정치 등에 관심을 가진 건전한 대안세력이 되어야 합니다. 지역의 고민거리들을 함께 고민하고, 해결해냄으로써 지역사회와 공생하는 것이 대학의 본질입니다”라고 강조했다. 장기화된 경제침체와 혼란스러운 사회문제 속에서 그 어느때보다도 어려운 시기를 맞이하고 있는 대한민국. 그러나 그는 우리에게 여전히 도약의 기회가 마련되어 있다고 얘기한다. 미래에 대한 희망으로 힘찬 발걸음을 내딛고 있는 그의 열정이 보다 값진 열매를 맺을 수 있게 되길 기대한다.

Contribution to regional and national developments
There is an increasing demand for securing talented manpower for the coming age of the 4th Industrial Revolution as it might decide a country's national competitiveness in the future. As part of this effort, Yoo Young-tae, Dean of Chosun University Machine System and Future Automobile Engineering has paid a greater focus on field-centered research and training for many years. He spent a considerable amount of time in studying hydraulic engineering and laser machining and has published more than 200 papers. He served as a member of the Grwangju Future Industry Promotion Committee, the director of the Korea Industry-University Cooperation Association and the president of the Gwangju Jeonnam Industry-University Cooperation Association. He also made contribution to strengthening competitiveness of regional SMEs in terms of entering Chinese market, obtaining patents and organizing seminars and training. "Securing original technology is very important for SMEs and it is our job to make them grow as global enterprises. For this, we are focusing on creating technology-intense convergence systems such as sensor and programing which are some of the core elements of the 4th industries while paying special effort in fostering talented industry specialists" says Yoo.

"The role of university is more important than ever"
According an IMF report in 2012, 22 countries have achieved the per capita GDP of $40,000. It is common that they have high average growth rate and employment rate with the service industry taking a great part backed up by the growth-driven policies. It is regretful, however, that Korea still remains quite behind the figure although the index of those are higher than the OECD average. The Korea's national competitiveness also is 29 among 61 countries while the business competitiveness remains in the 38th rank. "The problem I think ascribes to labor/management dispute, productivity, high wages, high unemployment rate, negativism on entrepreneurs and the discouraging regulations" says Yoo and adds "The 4th Industrial Revolution luckly will play an opportunity for us to move forward anyway." The industrial structure has already turned to smart, service, eco-friendliness and platform-based and this advanced departmentalization and diversity is expected to boost up the growth of SMEs. Yoo continues "Promoting technology-centered SMEs and expanding global networking for them as well as ICT convergence in manufacturing sector are very important to secure global competitiveness while fostering excellent manpower especially in the necessary fields is equally so.
