부산광역시, 서부산 글로벌시티 그랜드 플랜 추진대책 마련
부산광역시는 지난 달 27일에 시청 7층 영상회의실에서 서병수 부산시장 주재로 부시장을 비롯한 전 실·본부·국장이 참석한 가운데 서부산 글로벌시티 그랜드 플랜에 담긴 50개 사업 추진을 위한 대책회의를 개최한다고 밝혔다. 먼저, 지금까지 추진한 사항에 대한 전반적인 점검과 함께 올해 역점 추진할 사항에 대해 심도 있게 의견을 나누고 내년도 사업비 확보방안과 서부산 개발사업과 관련 주민 민원사항도 논의할 예정이다. 서부산 글로벌시티 그랜드 플랜 50개 사업 중 11개 사업이 공사 준공 또는 공사 중이며 올 하반기까지 6개 사업이 추가로 착공될 예정이고, 11개 사업은 기본 및 실시설계 등을 추진, 11개 사업은 사업타당성 등 용역 중에 있다. 그리고 대형선박 조선수리단지 조성 등 2개 사업은 사업추진을 위한 행정절차를 진행 중이다. 내년도 소요 사업비는 총 2조 8,489억 원이며 이중 국비는 김해신공항 건설, 광역 및 동서교통망 확충 등 21건에 4,881억 원이고 민자는 부산신항건설, 명지국제신도시 개발사업 등 16건에 2조 2,128억 원을 예상하고 있다. 서병수 부산시장은 서부산 글로벌시티 그랜드 플랜 추진에 필요한 사업비 확보를 위해 중앙부처와 긴밀한 협력체계를 구축하는 등 특단의 노력을 주문하고 또한, 주민·사업시행사 등과 협조하여 의견수렴, 주민설명회 등을 통해 이주대책, 생활대책, 소음피해 등 현재 제기되고 있는 민원사항을 원만히 해결해 나가 시민중심, 현장우선, 책임시정을 추진할 수 있도록 요청할 예정이다. 아울러 서 시장은 “서부산권 개발사업의 대부분이 파급효과가 큰 사업이라 몇 년 내 서부산개발사업이 가속화되고 가시적인 성과창출이 예상되며, 부산이 세계 글로벌도시로 나아가는 데 있어 서부산이 핵심지역이 될 것으로 생각된다.”고 전했다.

부산광역시, ‘모든 공공데이터 민간에 제공’
부산광역시는 보안, 개인정보 등 법에 저촉되지 않는 범위 내 모든 공공데이터를 적극 개방하기 위한 ‘부산시 공공·빅데이터 개방·활용 활성화계획’을 추진한다고 밝혔다. 그동안 부산시는 공공데이터 개방을 위하여 ‘15년 2월 부산 공공데이터 포털(http://data.busan.go.kr)을 구축하고 1,124종의 공공데이터 개방을 시작하여 현재에는 1,410종의 공공데이터를 개방하고 있으며, 개방된 공공데이터의 최신성 유지와 품질개선을 위해 연 2회 일제정비와 월 1회 자료 업데이트 등 표준화 등을 실시하고 있다. 이번계획은 4차산업 혁명시대 도래에 따라 데이터 활용의 중요성을 인식하여 시와 자치구·군과 산하기관에 공공데이터 개방자료 추가 발굴을 위한 전수조사를 실시하고, 대표홈페이지를 이용하여 시민·학계·업계를 대상으로 공공데이터 개방에 대한 수요신청과 온라인 설문 조사 등 시민의견도 적극 수렴할 계획이다. 시에서는 신규 정보화 추진 등으로 확보된 지능정보(센서 등) 데이터와 시민 온라인 설문조사를 통하여 개방 가능한 공공데이터가 추가 발굴될 것으로 보고 있으며, 민간이 필요로 하는 수요자 맞춤형 공공데이터를 지속적으로 발굴하여 제공함으로서 학계, 전문가, 기업, 시민 등 민간에서 제대로 활용할 수 있도록 지원할 계획이다. 한편, 서병수 부산시장은 “4차 산업혁명 시대를 맞아 데이터의 중요성은 아무리 강조해도 지나치지 않으며, 지역 내 생산되는 공공빅데이터를 통해 많은 것을 알 수 있고 새로운 가치를 창출할 수 있다”며, “시에서 생성된 데이터가 시민에게 도움이 된다면 국가보안 및 법에 저촉되지 않는 한 모든 데이터를 개방하고 공유할 계획”이라고 밝혔다.

Busan pushes forward Western Busan Global City Grand Plan
Busan is pushing forward the Western Busan Global City Grand Plan and held a meeting on 27 last month at the City Hall to discuss on the 50 projects of the plan. Led by the mayor Suh Byung-soo with the attendees of the officials of the related departments of the city, the meeting checked on the process and brought up the core projects of the year 2017. 11 of the total 50 projects are currently under construction with 6 to be added by the end of the year and 11 to be examined for foundation and design while 11 for feasibility study and the other 2 relating to ship building for administrative process. The total budget of the plan is \2.8tr and \48.9b of which \488.1b for 21 new airport and expressway construction and \2.2tr and \12.8b are expected to be spent for 16 new harbor and town construction. To secure the necessary budget, the mayor Suh Byung-soo is working closely with the central government departments while listening carefully to the opinions of the citizens to settle down the noise issues and relocation of the residents. Suh said "The ripple effect of the plan is enormous and the projects will draw substantial results within a few years and it will make a great contribution to turning Busan as a global city with the Western part functioning as the core region."

Busan opens public data to the people
Busan announced to open public data within the legal boundary to the people and is pushing forward the activation plan. Busan launched the portal (http://data.busan.go.kr) on February 2015 to open 1,124 kinds public data to the people which has amounted to be 1,410 now. To keep the data up-to-date, the city carries out a twice yearly maintenance with monthly data update. With its will to meet the coming 4th Industrial Revolution, the city is carrying out a complete survey to find additional public data and inviting the requests of it from the civil organizations and the citizens. The city already has secured intelligence information (sensor) data and will give more focus on finding on-demand public data to be used effectively by the citizens of both common or professional alike. The mayor Suh said "The importance of the 4th Industrial Revolution cannot be stressed enough. The citizens must easily get hold of useful and necessary information in the region because it can lead them to create new values. Within the legal boundary, we will open and share all possible public data with the citizens."
