충청권 인재양성의 메카, 지역 산업을 품에 안다

청년실업률 9.8%. 사상 최악의 취업난이 이어지고 있는 가운데 오늘도 청년 세대들은 취업을 위한 스펙 쌓기에 여념이 없다. 이에 정부는 ‘산학협력선도대학육성사업(LINC)’을 통해 대학교육이 산업 현장에 알맞은 실무인재를 배출할 수 있도록 유도하는 한편, 대학의 연구역량이 지역산업의 기술혁신을 이끌어 상생발전을 일궈낼 수 있도록 지원하고 있다.

차별화된 산학협력 노하우, 수요맞춤형 실무인재 양성
전국 취업률 1위 대학으로 잘 알려진 한국기술교육대학교는 지난 2012년 산학협력선도대학육성사업(이하 LINC사업)에 선정된 이래 ‘지속 가능한 산학협력 체제와 우수인재 양성의 충청권 허브’라는 비전을 설정하고 특성화 분야 전문 인력양성을 위한 특성화 교육과 취업지원 및 창업교육, 산학연계교육과 기업체에 대한 쌍방향 산학협력을 위한 가족회사 운영, 공용장비센터 운영 등 다양한 산학협력 사업을 운영해 왔다. 

특히 전국 4년제 대학 가운데 최근 5년 평균 취업률이 80%가 넘는 유일한 대학인 한국기술교육대가 축적해온 풍부한 산학협력 노하우와 인프라, 역량을 LINC사업에 적용함으로써 남다른 성과를 창출해왔다. LINC사업단의 남병욱 단장은 “그간 저희 대학은 재직자 직무능력향상 교육 중심의 산학협력이 활성화되어 있었습니다. 여기에 이번 LINC사업 수행 과정에서 연구, 기술지도, 지식재산권, 기술사업화, 창업, 창직 등으로의 산학협력 분야 확대를 이뤄낼 수 있었습니다. 이러한 결과로 기술이전 및 지식재산권에 대한 실적이 추진 전보다 2배 이상 성장했으며, 2016년 기술지주 회사 설립, 4개의 자회사 설립, 자회사를 통한 연구 기술사업 수주, 창업동아리를 통한 재학생 창업 등의 성과를 달성했습니다”라고 설명했다.

특히, 산학협력 고도화를 위하여 지난 2015년 9월, 지하 1층, 지상 7층 규모의 신축 산학협력관을 준공하고 교내 산학협력의 효과적 운영과 기업의 편리성을 향상시켰으며 산학협력단, LINC사업단, 온라인평생교육원, 중소기업지원센터, 공용장비센터 등의 부서와 엔지니어링하우스, 창업동아리, 실습실, 강의실의 인프라를 구축하여 보다 적극적이고 효율적인 산학협력 활동을 진행해왔다. 이러한 기반 구축으로 이뤄낼 수 있었던 가장 큰 성과는 보다 고도화 된 형태의 산학협력 사업을 수행할 수 있게 된 점이다. 사업단에서는 전공·기업연계형 창업, 산학연계 및 글로벌 현장실습을 확대했으며, IAPP(Industry-Academy Program Practice)형 현장실습, 기술이전, 산학 공동연구, 기업지원 등 다양한 방식을 연계해 캡스톤 디자인을 활성화했다. 이는 상품화 및 특허출원, 교원의 연구성과물 등을 기반으로 한 기술지주회사와 자회사 설립 등 새로운 형태의 산학협력이 활성화되는 결과를 낳았다. 아울러 남병욱 단장은 창업지원센터를 통해 교내 창업동아리를 적극 지원함으로써 실질적인 벤처 창업을 달성하는 성과도 이끌어 낼 수 있었다고 전했다.

지속적인 산학협력 추진, 지역사회와 함께하는 대학이 되겠습니다
LINC사업단의 또 한 가지 주목할 만한 성과는 기업지원 체계를 강화했다는 점이다. 남 단장은 “저희는 기업지원본부, 학부·과, 평생교육원, 능력개발교육원, 산학협력단, 지역혁신센터, 경력개발실, 클러스터산학협의회, 기업종합병원(IPC) 등 대학 차원의 총괄네트워크를 통한 원스톱 맞춤형 기업지원과 함께 IPC-plus 기반의 ‘T-Link 3.0’을 확산시켰으며 ‘T-Link 3.0’이란 하나의 산학협력을 출발점으로 그 성과가 일파만파 확산되는 형태의 산학협력 시스템을 말합니다”라고 설명했다. 사업단은 이를 통해 중소기업과의 공동연구법인 지원 사업을 3년 연속 수주하는 쾌거를 달성했으며, 가족회사의 수는 2012년 274개에서 지난해 654개로 239% 증가했다. 또한 88.5점이라는 높은 가족회사 만족도를 보이며, 동아일보 주관 ‘기업관점 산학협력 평가’에서 3년 연속 최우수 대학으로 선정되기도 했다.

남 단장은 “지난 5년 간 LINC사업을 수행하며 저희 대학은 양적으로 많은 성장을 이룰 수 있었습니다”라며, “앞으로의 과제는 그간의 성과가 사장되지 않도록 하는 것이라 생각합니다. 이에 저희는 교내 주요 부서로의 내재화를 통해 공학교육 및 인적자원개발 분야의 창의 융합형 인재를 양성하여 학생이 만족하고 기업이 신뢰하는 산학협력을 이룩하도록 하겠습니다. 더불어 현재 대학에서 준비 중인 사회맞춤형 산학협력 선도대학(LINC+)을 성공적으로 유치하여 질적인 성장과 함께 지역사회 경제에 이바지할 수 있도록 하겠습니다”라고 밝혔다. 또한 이에 덧붙여 “충남 지역은 제조업 중심의 반도체, 디스플레이, 자동차 산업이 발달되어 있고, 도내에 많은 대학이 위치하고 있습니다. 하지만 도내에서 양성된 우수 인력들이 대부분 외부로 빠져나가는 까닭에 지역 산업체들은 신규 우수인재의 확충에 어려움을 겪고 있습니다. 이러한 문제를 해결하기 위해선 지자체가 주도하는 산학협력 프로그램이 추진되어 대학과 기업이 상생하는 선순환 구조를 확립할 필요가 있습니다”라고 당부의 말을 남겼다. 

지난 5년여 간의 LINC사업은 수많은 성과와 함께 일련의 과제를 남겼으며, 앞으로 대학과 지역산업이 나아가야할 방향을 제시했다. 산학협력과 인재양성의 허브를 꿈꾸는 이들의 노력이 지역사회와 함께 성장하는 대학, 지역사회가 필요로 하는 대학의 롤 모델로 자리하게 되기를 기대한다.

Differentiated industry-university cooperation knowhow fosters customized talents 
Korea University of Technology and Education is best known for its status of being the No.1 in employment rate. The university was appointed as LINC (Leaders in Industry-University Cooperation) in 2012 and has pushed forward fostering talented manpower and linking students to employment under the vision ‘Regional Hub for Sustainable Industry-University Cooperation and Fostering Talented Manpower’. The LINC has run family companies and equipment centers and made its name recognized as the No.1 in employment rate achieved through average 80% employment rate for the last 5 years. The director Nam Byeong-wook of the LINC said “The university used to be specialized in the working performance improvement-based industry-university cooperation. But the LINC has expanded its scope to research, technology training, intellectual property, commercialization of technologies, startup and employment. As a result, the performance in technology transfer and intellectual property in particular has grown by double and we also opened a technology holding company, 4 affiliated companies and have taken orders for research and technology, and student startups in the year of 2016.” The university built a 7 storey LINC building with 1 floor underground in September 2015 in order to improve efficiency of the cooperation and a network that can effectively connects the LINC to Online Life-long Learning Center, SME Support Center, Equipment Center, Engineering House, Startup Club, Practice Room and Lecture Room. The LINK expanded field training through IAPP (Industry-Academy Program Practice) in relation to technology transfer, joint research, company support and capstone design. Naturally, it has been led to application for patent, establishment of technology holding company and affiliated companies, and promotion of venture enterprises. 

Pushing forward sustainable LINC for development of the region
Nam said “The LINC strengthened the business support system by introducing a one-stop customized support system built on the network of all necessary departments and organizations of the university and it also expanded IPC-plus based ‘T-Link 3.0’. ‘T-Link 3.0’ is a system that spreads the results of the industry-university cooperation.” As a result, the LINC secured a joint research support project in cooperation with small and medium companies for 3 years in a row and the number of family companies increased to 654 as of 2015 from 274 in 2012, a 239% increase. The satisfaction rate of the family companies recorded 88.5 points and it led to securing its status as the top university at the ‘industry-centered LINC assessment’, held by The Donga Ilbo, for 3 years in a row. Nam said “We have achieved a significant quantitative growth through the LINC. Our task from now on is to make most of the results we’ve harvested. For this, we will give more focus on fostering students in engineering and human resource while successfully inviting LINC+, the social-centered industry-university cooperation. South Chungcheong Province has strong presence in semi-conductor, display and automobile industries and it also has a number of universities. But talented students and specialists are looking their vision in other areas which make the local industries rather vulnerable. I think the support of local government is also needed in addition to LINC if we are to create agreeable working conditions and environment for them to stay.” The Korea University of Technology and Education LINC has accomplished many great results and also has left some directions and tasks to be fulfilled in the future. <Power Korea> hopes that the LINC will play a role model for both universities and industries in a way to growing the regional and also the national economy.
