POWER KOREA – INTERVIEW WITH AMBASSADOR
OF THE REPUBLIC OF PARAGUAY, Mr RAUL SILVERO SILVAGNI

This year marks 55th anniversary of diplomatic relations between S. Korea and Paraguay. The two countries have signed many bilateral agreements on politics, economy, commercial, culture, tourism and many other areas. The cooperation has contributed to the economic and social development of Paraguay and to strengthening the presence of Korean businesses in the country. Currently, there are more than 6,000 Korean emigrants living in Paraguay and this year marks 52nd anniversary of Korean Immigration to Paraguay. Paraguay is the World’s No.1 exporter of organic sugar and No.2 of stevia! <Power Korea> met H.E. Raul Silvero Silvagni, Ambassador of Paraguay, at the Embassy in Hannam-dong, Seoul. 
When did you start your office in Seoul and what is your impression of Korea?
The Republic of Korea and the Republic of Paraguay established diplomatic relations in 1962, and since then the link between the two nations was fruitful and very positive, despite the geographical distance. The Paraguayan people have always admired the Korean people. There are striking similarities between our peoples, both have faced wars that have undermined their development paths, but stoicism and sacrifice had pushed to higher levels of welfare for the two countries, which in the Korean case have been exceptional. It is the social and economic model we want to emulate in Paraguay. The Han River Miracle is well-known as an outstanding development model in the world. Could you shortly tell us about your previous posts?
The Republic of Korea is my fifth post as a diplomat. I started my diplomatic career in 1993, and I have worked in Malaysia, Taiwan, Belgium and Switzerland (Geneva), before coming to Seoul, as Ambassador of Paraguay. It is a great honor to serve my country in Korea.

What do you think are the images that pop into people’s minds
when they hear Paraguay?

I think they would make a direct connection with our two languages – Spanish and Guarani (native language) – and our national football team, the most popular sport in the country. The traditional cuisine such as corn cake (chipa guazu, for its name in guarani) and the fresh beverage called “Terere” are also famous. Paraguay is often called as "heart of South America" and this can be evidenced in tourism and investment. Eco-tourism is well known and cities like Encarnación, Carmen del Paraná and Ciudad del Este are exuberant. Paraguay was the country with the highest tourism growth in 2015 with a 97% increase, according to a report by the World Tourism Organization. This trend has been maintained thanks to the National Secretary of Tourism and the Diplomatic Missions of Paraguay spread throughout the world. None of this would be possible without private sectors that continue to make efforts to develop this sector.

What are the key areas of diplomatic
and economic cooperation between S. Korea and Paraguay?

The relationship with Korea is one of the most important for Paraguay and this is reflected in the bilateral agenda that has been, since June 12, 1962 - the date on which diplomatic relations were established - of the most dynamic. In 2017, we commemorate the 52nd anniversary of Korean immigration to Paraguay. Every 22nd April, in Paraguay, people commemorate Korea’s Day, because that day in the 1965, the first Korean migration group arrived to my country. Today, Koreans are fully integrated into Paraguayan society and are a living force of Paraguayan demography. Among the most recent cooperation, I can mention the construction of a major maternal and child hospital, a nursing home for the elderly people, and specific cooperation with sectoral institutions of science and technology, migration, among others. In terms of trade relationship, many Paraguayan products are in the Korean market, like stevia, mate tea, leather, chia seed, soybean and others. Meanwhile, Paraguay imports from Korea, mobile phones, cars, LED lights, computers and others. 

5- Could you introduce some of the Korean
and Paraguayan companies currently active in each country?

Korean companies have a good reputation in Paraguay because they undertook a number of infrastructure projects and other investments. Also, Paraguay has a good image of Korean products as they are more advanced technologically. Currently, The KBEC Korea, the waste treatment company, is showing a strong presence in Paraguay while The FOAOH GROUP, a Korean company established in Paraguay, besides its business investment, has some cooperation work with the Government of the Central Department, in the field of education. With an initial investment of 10 million of the anticipated 40 million dollars, the auto parts factory “THN Paraguay SA” began many years ago its activities in Paraguay. The Embassy also recently has signed a MOU with the Korean Women Association in the IT Sector (KIBWA) in order to promote exchanges in women talent in IT. Paraguay provides an investor-friendly legal framework to diversify its economy, and within this context, Korean companies will find a suitable environment for their business opportunities. Paraguay sees Korea as strategic ally in building of its own development. In 2017, some Korean companies will participate in the International Fair on Trade Industry Service and Tourism, to be held in the month of July, in the city of Mariano Roque Alonso in Paraguay. The Embassy is planning to organize three Trade and Investment Mission from Korea to Paraguay during this year. 

6- Cultural and people-to-people exchanges are very important in building a close bilateral relationship. What cultural events and programs are you running at the moment?
This is a very important chapter of our relationship. This year marks the 100th anniversary of the birth of Paraguayan writer Augusto Roa Bastos, winner of the Cervantes Prize, the highest award in Spanish literature. His top work was "I  THE SUPREME", part of this work will be translated into Korean and presented at Hankuk University in September. We are planning to participate in the cultural events to be held in the Republic of Korea. We will participate in the Hi Seoul Festival, organized by the City Hall, next May, where it can be seen the Paraguayan handicraft, cuisine and dance; in the Latin American Film Festival in the Korea Film Association (KOFA), to be held in September this year; in the Busan Tourism International Fair in September, in the Costume Festival in Suwon in November, and others.  Korea sends to Paraguay a Tae Kwon-Do Delegation every year alongside the promotion of the Korean Cuisine and the K-Pop music. 

7- What do you think we can see, eat and enjoy when we visit Paraguay?
Paraguayan handicrafts such as embroidery, lace, gold and silver filigree jewelry, hammocks, wood carved images, ceramic objects are widely recognized for its dexterity and delicateness. The Paraguayan dance of the bottle also is very interesting to watch as the main dancer dances with up to 10 bottles in her head one over another. As for the typical Paraguayan food, the most emblematic dish is the "Sopa Paraguaya", which is a mixture of corn flour with eggs, fresh cheese, onion and curdled milk. Also, beef is present in most typical Paraguayan dishes such as Chipá So'o, Soyo, Asado and Locro. In Paraguay, people usually drink the tereré in groups, among relatives, friends or with occasional visitors. This drink is common heritage of all Paraguayans, men, and women, rich, poor, old and young, all Paraguayans are equally fanatics of this drink. So I would highly recommend you to try. 

8- Lastly, what is your future plan and is there anything you would like to say to POWER KOREA readers?
It is indeed a great pleasure for me as Ambassador of Paraguay to be in contact with POWER KOREA’s readers. This year 2017, we will celebrate the 55th Anniversary of the establishment of diplomatic relations between the Republic of Korea and Paraguay, our relationship has been developed considerably with more exchanges in various sectors. And Paraguay always has been supporting the Republic of Korea on international stage. The cooperation offered by Korean government has significantly contributed to the economic and social development of Paraguay. Currently, there are more than 6, 000 Korean emigrants living in Paraguay contributing their efforts to our country. Paraguay is fully integrated into Region’s industrial supply chain through our industries such as auto parts and machinery, clothing, toys, plastics and general manufacturing, adding competitiveness to the economy of our major trading partners. We are also recognized as an efficient and major logistics hub for river cargo. Paraguay has enormous potential for auto parts manufacturing, food and agri-business, plastics, electro-intensive industries and clothing, and this Embassy will work in these areas, as well, with the Korean companies and institutions, during the year 2017. The tourism sector is other area where Paraguay will work with the Republic of Korea in order to give more opportunities to the people and companies of both countries.
