Mayor Kim Seung-su pushes forward activation of regional economy through tourism
Leaping forward to be a cultural metropolitan of Korea

At the dawn of 2017, the mayor Kim Seung-su of Jeonju made an announcement that the city had excellent history, culture and above all participating citizens. He promised that he would exert his utmost effort in pushing forward activation of regional economy through tourism to grow Jeonju as a cultural metropolitan of Korea and as a global city. The city has achieved a number of great results including the No.1 in the regional cultural index appraisal, No.1 in implementation of pledges by Korea Manifesto Center, and No.4 in public institution integrity index. The city also was chosen as an excellent local government in improvement of local government regulation in 2015. Taking the advantage of cultural assets of the city as a spring board for development, Kim said that he would promote the roofless museum and gallery projects in addition to its high end handmade products while actively carrying out the future asset project that would create the second Hanok Village in the city through effective management of the existing cultural assets and of finding new assets at the same time. For this, the current related regulations will be improved through the committee and a citizen platform also will be introduced. Other projects include the full recovery of the historical Jeolla Provincial Government Building by 2018 and turning the red-light district around Seonmichon to a cultural space. For this, the city currently is purchasing the disused houses and buildings around the areas. Also, the city is organizing an International Intangible Cultural Asset Expo (tentative), building a Jeonju Daesaseup Center (tentative) and running a variety of culture experience programs.

Promotion of Jeonju-style welfare system
Jeonju has been notorious for constant strikes by the bus drivers. But within one month of taking the office, the mayor Kim Seung-su settled down the issue by forming the ‘Citizen Bus Committee’ comprised of 33 members of the management, the labor and representative citizens. The committee simplified the bus fair and improved the routes based on the movements of the majority of the citizens. As a result, Jeonju ranked No.2 in public transport policy appraisal in 2015 which was a remarkable achievement considering the fact that it suffered from the notorious nickname ‘the city of bus strike’. The relocation of Korea Correctional Service Jeonju was also agreed to shift the buildings behind of the current position and the construction is expected to be completed by the end of 2019. The original site (284,424§³) is to be turned instead into culture and art apaces and living facilities including a prion hotel. In terms of welfare, the first achievement comes to the fact that the Korea Land & Housing Corporation has brought up a solution to turn the rental apartment blocks which were facing a bankruptcy the construction company into resupplying as National Rental Housing and the 255 households of blocks were saved as a result. Meanwhile, the city built a citizen-led welfare system in which welfare planners give ‘one-stop welfare service’ by visiting each house in need and currently, the city has appointed 6 villages as welfare villages. 494 employees in 56 welfare facilities in the city used to earn only 85% of what they must actually earn the wage introduced by the Ministry of Health and Welfare. For this, the city stepped in and took a measure for them to take their wage by 100%. The city also relocated 129 disabled people in Jeonju Jarimwon and Jariminaewon to another facility. As for the future plan, the city is planning to introduce ‘open education voucher’, ‘housing support for mother and daughters living in a single room’, ’24/7 medical center for children’ and ‘homo-hundred health care for elderly people’ in an effort to further strengthen the welfare systems of the city.
