[Special Interview] H.E. Mr. Luís Fernando de Andrade SERRA,
Ambassador of Brazil

Football, samba, bossa nova, the Amazon River, the biggest and boldest carnival in the world and the iconic gleaming white Christ Redeemer Statue standing on top of the Corcovado Mountain! Sounds familiar? Yes, it is Brazil. Brazil and Korea established diplomatic relation in 1959. For H.E. Mr. Luís Fernando de Andrade SERRA, the Brazilian Ambassador to Seoul, Korea is a special country: three of his relatives served the same position as he is today in the past. <Power Korea> met him at the Embassy in Seoul on Thursday 12 January.

42 years of single path as a diplomat and his special ties with Korea
H.E. Serra was born in Rio de Janeiro, the city where the statue stands. He grew up a massive football fan spending hours playing it. When in 13, he followed his consul father to Argentina and decided to become a diplomat when he reached 19. His first post was in Santiago (Chile) and it led to his 42 years of career as a diplomat through Vatican City, where he met three popes, Tunis (Tunisia), Moscow, where he saw the collapse of the USSR, Paris, Berlin, Accra (Ghana), Singapore and Seoul. “Korea is a special country for me. My uncle Jojoaqu de Aleida Serra served as the ambassador to Seoul from October 1973 to November 1976, a cousin Sergio Barbosa Serra from January 1997 to September 2002 and another cousin Celina Maria Assumpcao doe Valle Pereira from September 2006 to April 2009. Naturally, a wish to serve my duty in Seoul grew in me and I finally have it and I’m really grateful. There’s a saying “Devil in the details” (originally God in the details to emphasize the importance of ‘details’). But I meant it too much detail rather ruins things and added instead “God in the happy coincidences” to mean my family’s special ties with Korea.

“Koreans are kind and thankful”
H.E. Serra arrived in Korea in April last year. He visited Sejong, Busan, Ulsan, Jeonju, Incheon and DMZ before receiving a letter of credence from Park in July to officially start his post in Seoul. When asked about his impression of Korea, he said “Koreans are kind and thankful. Not only I say this alone but when Korean immigration to Brazil began in 1963 and the number now has reached 50,000, they have always showed their gratitude to the Brazilian people providing a helping hand. Now, Korea has grown to be the 11th largest economy in the world.”

São Paulo Mayor and Foreign Minister to visit Korea
Since its diplomatic ties in 1959, Brazil and Korea has made a considerable advance in political and economic cooperation in many sectors including finance, energy, technology, agriculture and high speed railway through high-level talks. The cooperation continues this year: São Paulo Mayor João Doria is visiting Seoul April this year to continue São Paulo-Seoul Sisterhood (4th) and Foreign Minister José Serra is attending FEALAC (Forum for East Asia-Latin America Cooperation) held in Busan in May. “Major companies like Hyundai and Samsung and LG show a strong presence in Brazil. Hyundai’s cars are produced in Brazil and exported to neighboring countries and HB20 especially is one of the top selling cars among the Brazilian people. Samsung and LG are doing well in IT and electronics while POSCO and Dongkuk Steel in the steel industry. We are currently working on inviting Lotte to the sectors of duty free shops and department stores and hotels. Meanwhile, we are urging Korea to open markets for Brazilian pork and beef in addition to chicken.”

Famous Rio Carnival to come to Seoul
To promote Brazilian culture in Korea, the Brazilian Embassy is planning to bring Rio Carnival to Seoul. “Rio Carnival undoubted is one of the most famous festivals in the world. It will wow Korean people with splendid and exotic costume, dance and music and we are currently looking for sponsors. We will also promote the Korean-born Brazilian Leda Kim and the globally known Brazilian percussionist Waltinho Anastacio.” When asked about Brazilian food, H.E Serra kindly recommended trying Rodizio (Brazilian skewered barbecue) or Moqueca (Brazilian seafood) with Caipirinha (Brazil’s national cocktail) at Texas de Brazil in Gangnam District or Copacabana in Itaewon. “I wish the Korean people, the <Power Korea> readers and the Brazilians living in Korea a very happy new year” H.E. Serra added.
