문화와 관광이 하나 되는 한국 체험 1번지 전북
전라북도 문화체육관광국은 민선6기 전북도정의 최우선 과제로 추진 중인 “토탈관광”의 성공적인 추진을 위해 2017년도 주요업무계획을 발표하면서『문화와 관광이 하나되는 한국 체험 1번지 전북』을 비전으로 제시했다. 주요 목표로는 전북관광을 전북투어패스 하나로, 편리하게!, 문화로 즐기고 참여하는 생활 속의 문화예술 활성화, 도민 누구나 언제 어디서든 체육생활화, 유네스코 세계유산 보존 활용으로 문화유산 세계화 실현, 대규모 국제대회 등을 통한 전북 위상 제고로 정하고, 토탈관광 인프라 확충 등 11대 추진전략과 전라북도 대표관광지 브랜드 가치증대 역량 집중 등 34개 세부 실행과제 로드맵을 마련해 본격적으로 시행에 들어간다고 밝혔다. 전라북도는 금년을 전북관광 기회이자, 위기라는 인식에서부터 출발할 계획으로 올해 전북투어패스 본격 추진과 전북방문의 해 선포 및 대규모 국제대회 등 대내외적인 여건으로 볼 때 전북관광이 한 단계 도약할 수 있는 해이지만, 최근 불거진 사드(THAAD) 변수 등으로 인하여 낙관할 수만은 없는 입장이다. 이에, 전라북도는 2017년 전북투어패스와 방문의 해를 연계하여 지역의 관광경쟁력 강화와 전북 브랜드 이미지를 대내․외적으로 홍보하여 국내외 관광객 3,500만 명 유치를 목표로 다양한 관광객 유치 전략을 추진할 계획이다. 아울러, 전북도는 민선6기 도정발전 3대 시책 중 하나인 전북투어패스, 즉 카드 한 장으로 전북 14개 시군을 저렴하고 손쉽게 여행 할 수 있는 제도를 광역지자체 최초로 시행할 계획이다.

전라북도, 부패방지시책 평가  2년 연속 1등급
전라북도(송하진 도지사)가 국민권익위원회 ‘2016년 부패방지 시책평가’에서 1등급을 달성하여 2년 연속 1등급을 유지해 다시 한 번 청렴한 공공기관의 표상으로 떠올랐다. 부패방지 시책평가는 국민권익위원회가 매년 전국에 있는 266개 공공기관을 대상으로 1년 동안 외부전문평가단과 반부패추진계획, 실행, 성과․확산 등의 지표를 측정하는 것이다. 부패방지 평가는 총 6개 분야 40개 세부지표에 대하여 서면평가와 설문평가, 현지점검을 병행 실시하고 자체심사위원회의 심의와 외부위원회의의 의결을 거쳐 까다롭고 공정하게 이루어지는 것으로 익히 알려져 있는 평가이다. 특히, 반부패 추진계획에 대하여 전체 이행완료하고 공사, 보조금 등 부패취약분야의 민원인을 대상으로 만족도, 친절도, 부패경험도 등을 조사하는 ‘청렴해피콜’을 도입하여 미흡한 부서에 대하여 개선될 수 있도록 조치했다. 또한 건설 분야는 청렴도를 향상시키기 위하여 건설협회 등과 민·관 합동으로 15차례에 걸쳐 건설현장 ‘허심탄회의 장’ 소통 간담회를 갖고 의견을 수렴하여 도와 시·군 건설부서에 개선 조치하도록 하는 등 부패취약분야를 집중 관리하여 클린건설문화 조성에 힘써 온 것도 대표사례로 뽑혔다. 이 외에도 청렴활동 실적에 따라 인센티브를 부여하는 청렴마일리지 제도를 운영하여 전북지역 전 공무원의 청렴 생활화를 도모하고, 청렴연수원 ‘청렴콘서트’ 개최 등 도내 청렴분위기를 이끌어내는 긍정적인 효과를 거둔 것도 높이 평가받았다. 전라북도 박용준 감사관은 “전라북도가 반부패 청렴의 표상으로 떠오르는 원동력은 전 청원이 청렴을 공직자의 몫으로 인식하고 함께 노력한 결과로 청원에게 감사한다”며 "2017년도에도 다양하고 지속 가능한 부패방지 시책을 발굴 운영하여 도민과 함께하는 청렴 전북을 실현하겠다.”고 밝혔다.

Jeonbuk where culture and tourism start
Noth Jeolla Province suggested 'Korea's Frontier of Culture and Tourism' as the vision of 'Total Tourism', the province top agenda of 2017. The vision is to introduce an integrated tour pass, activation of culture and art and sports in life, globalization of local cultural heritages, holding international festivals and securing infrastructure for total tourism, totaling 11 strategic plans and 34 implementation projects. The province is linking the integrated tour pass with Jeonbuk Visit Year 2017 in a way of promoting its brand images and tourism competitiveness with the goal of inviting 35 million tourists home and abroad within the year. The pass covers 13 cities and counties in the province and it is the first of its kind among local governments.

Jeonbuk achieves 1st grade in
corruption prevention measures for 2 years in a row
Jeonbuk received the 1st grade in corruption prevention measures from Anti-Corruption & Civil Rights Commission for 2 years in a row. The commission screened 266 public organizations for a year based on corruption plans, implementations, results and promotion. The province checked 40 categories of 6 fields through documents, surveys and field interviews and gave points on the rate of satisfaction, kindness and corruption case based on its 'Integrity Happy Call' system and asked low performed departments an improvement. The commission held 15 times of meetings especially for the construction sector in order to listen and reflect their opinions and order improvement measures. The province also introduced 'integrity mileage system' to give incentive to the staff with activities relating to anti-corruption while encouraging them by holding 'anti-corruption concert'. The provincial inspector Park Yong-jun said "The reason we achieved the 1st grade in corruption prevention measures for 2 years in a row is because we all worked together with our firm determination. We will keep maintaining our integrity and introducing more effective programs so that we can serve better of our residents."
