Federation of Korean Public Industry Trade Unions was born to consolidate individual unions into one organization. It promotes rights and interests of its members both socially and politically and exerts effort in creating a better working condition and environment. Chairman Kim Ju-young said "The labor campaign of the public sector is complicated and limited as it involves the government and the people over the relationship between the management and the labor. For this reason, the management tend to keep up the policies of the government and unreasonable conflicts or strikes often arouse disapproval from both the government and the people. Therefore, quality services and consideration for the people must always come first while fighting to bring up better policies and solutions for the issues on reform and privatization the latter." Performance-based salary system and privatization is the two biggest issues to debate at the moment. Kim continued "We're not against giving incentive to better performers but there needs to be a question to 'what can be the performance actually mean in the public service?'. Whether a fair screening and appraisal is possible is another question to throw. We strongly feel that it will bring only the over heated competition while it will significantly reduce the quality of the service." In fact, this of his concern actually was realized in some advanced countries; adjusting the performance results or focusing only on their given task, thus degrading the service quality and eventually the system reviewed or abolished. Regarding to privatization of public corporations, Kim said "We think that it undoubtedly will cause price rise and poor service and the people are the ones who will be affected the most." He continued on the issues on temporary employees "The spread of temporary employees can encourage business owners to seek cheap labors and put them in financial misery." Kim's effort in improving the working conditions for temporary employees was highlighted in 2004 when he helped turn 850 temporary workers of KEPCO to permanent and he also settled down issues on employment of outsourcing companies and the lowest price system in 2008.


"I will speak for the members of the unions"
Kim said that people's prejudice is the biggest obstacle to make labor movement beneficial to society. He pointed out the fact that labor activists are not 'commies' but those who contribute to make a better society by fighting against unfair systems and corruption. Kim continued  "The purpose of labor movement is to create a balance between labor and capital so that as many people as possible can share the profits that are generated by labor. Crisis in labor is crisis in capital. Labor movement is necessary to create more jobs and to narrow down the financial gap. The Federation of Korean Trade Unions, for example, has led the movement for many years. Of course it suffered from disgrace at a time to be called as company-dominated union. But its real worth has been well proved by being always responsible until the problem is settled." The 26th election for the leader of The Federation of Korean Trade Unions held on 24 last month witnessed the call for 'consolidation', 'innovation' and 'change' and Kim answered the call by winning 1,735 votes out of 3,125. "I will change the role of the The Federation of Korean Trade Unions as a spokesperson for workers and the people as whole. I will change it to be a 'union for social reform' and the union that represent Korean workers through communication and cooperation" said Kim. For this, he has brought up 3 agendas: change of regime, creation of regime and social reform. "Through this, Kim said, The Federation of Korean Trade Unions will write a new history for labor movement and social reform for better." <Power Korea> sends a message of support.
