We cannot overestimate the importance of rearing talents equipped with creative capability in the field of science and technology. Especially in the 21st-century knowledge-based society, creativity and advanced science and technology are being highlighted as the core element to influence national competitiveness, putting the highest value on securing creative science talents who are expected to lead technological innovation along.  

A top-level science gifted educational institution in the nation 
Japan, a recent three-successive-year Nobel Prize winning country in natural science, has produced a total of 16 Prize winners in the whole field of science. The country’s potential is attributed to systematic science education which starts from childhood. Likewise, China in recent rapid developments or other advanced countries, such as the US or Europe, are also gradually expanding investment in rearing excellent talents in science. Accordingly, our government is planning on diverse policies for the early finding and rearing of talents in science and technology with continued positive investments. 

Since its foundation in 1998, Inchon University Science Gifted Education Center has been devoted to laying the basis for the excellent science-gifted under the positive support of the Ministry of Science, ICT and Future Planning, Inchon metropolitan city and Inchon University, and cooperation from Inchon Office of Education. With domestically the biggest size and the highest level of educational environment, the Science Gifted Education Center has been turning out 5,000 students in the total number of man-days. Each year, over 40% of in-depth course students are going on to Science High School, Korea Gifted School and Minjok Leadership Academy. It is considered the top gifted educational institution in Korea in name and substance as proven in the fact that the Center won 16 times of the best educational institution in the evaluation on nationwide university-annexed science-gifted education centers, which has been conducted for 19 years until the school year 2016. 

Until Inchon University Science Gifted Education Center has reaped such brilliant performances, Prof Park In-ho (Physics, Inchon Univ. Natural Science College), currently the 5th president of the Center, has taken the lead in constant research, development of contents and improvement of programs. After acting as the Center’s advisor, working committeeman and judge for Inchon Science and Culture Festival and advisor to everyday-life classroom program for 10 years, he was posted as the 5th president of the Education Center in June 2013 and has made best efforts for students with excellent potentials to build their capability and hone up their talents in a better educational sitting. 

Prof. Park said, “It is a fact commonly admitted by the entire world including our country that rearing creative talents in science and technology becomes the core of national competitiveness. However, it is also the fact that in Korea the existing educational environment has failed to arouse from students interest in learning math and science, resulting in the tendency to avoid the relevant spheres as major in their going on to university.” He explained, “So our Science Gifted Education Center promotes the joy of science through more diverse programs and helps solidify basic attainments while doing our best to bring up the qualities of scientific understanding, inquiry and application abilities to the world’s top class through sectoral professional faculty and partial in-depth and convergence education.” Besides, the Center is devoted to building the students into the talents who will contribute to community and national development by recognizing the value of good success and nurturing community awareness and the right character.

Their efforts for rearing science talents are also proved by continued R&D on programs, strengthening of internal capabilities and results of diverse projects. In the selection of 2017 new students, the Center increased the elementary school applicants from the past 32 to 64 persons with a large expanse of selectees and the secured precision and credibility on the standards of selection is going to provide support for intensive education for more properly able students. In this relation, they are enforcing the system of observation and recommendation through ‘Cyber Science Gifted Education Center.’ It is true that in the exiting selection system for new students, there were controversy and noise arising from each school’s process of selecting candidates. However, recommendation system through cyber education, which is capable of pre-selection education and testing course, can relieve the overheated competition in the process of recommendation and serve to enlarge the opportunity for students excluded from recommendation to apply for selection. Besides, being able to grasp the applicants’ talents and characteristics through mid-and long-term prior observation, it can make larger efficiency in providing educational programs later. Inchon University Cyber Science Gifted Education Center, being conducted as the Education Office’s pilot project, admitted over 600 paid members for seven days after the opening of service in 2016 and they are planning to carry out gifted education for non-beneficiaries in the whole area of Inchon through agreement with the Office of Education. 

In addition, the Center is making efforts not only to develop customized texts by step and field such as basic attainments and in-depth convergence education but also to provide opportunities to accumulate diverse experiences through varied internal and external cooperation/experience programs. Prof. Park emphasized, “The field of advanced science and technology is moving forward everyday pouring out new technologies and theories. To keep pace with such a flow, we absolutely need live education in constant search for newness rather than stereotyped rigid education.” Accordingly, he is making endeavors to develop diverse programs in order to make gifted education top-level in the whole nation with experiments and practice incapable at the existing schools and by sectoral specialists. He is also presenting his views positively on ‘establishing an institution for supporting local education development’ so that the capability and infrastructure piled up by Inchon University in the field of education may contribute to the educational development of the community. Prof. Park clarified, “What matters most for educational maximization is to achieve a healthy and lively community culture by activating the grassroots educational activity for the entire community. Our Inchon University Science Gifted Education Center will not only provide high-level educational service for the science-gifted who are to lead along the future of Korea but also take the lead in strengthening educational capability for the whole city of Inchon. Their efforts to rear futuristic able talents to base the development of Korea coupled with incessant zeal for education is hoped to bear brilliant fruits in the future.
