인천 항공산업, 산학융합지구 통해 비상하다
국내 최고의 항공정비 및 부품소재산업 메카로 조성할 터

인천의 도시경쟁력, 산학융합지구로 고도화 추진
산업 현장에서 현장 중심의 교육과 상시적 산학협력을 확대‧강화하기 위한 산학융합지구 조성사업은 산업단지와 대학을 공간적으로 통합하고, 현장 중심의 산학융합형 교육시스템을 도입함으로써 산업 현장에서 R&D-인력양성-고용이 선순환되는 체계를 구축하는데 큰 역할을 하고 있다. 최근 인하대학교는 산업통상자원부가 시행하는 산학융합지구 조성사업에 인천광역시, 인천경제산업정보테크노파크, 한국산업단지공단, 한국생산기술연구원, 인천창조경제혁신센터와 컨소시엄을 구성해 참여한 결과 지원 대상으로 최종 선정됐다. 

이를 계기로 인하대학교 산학협력단 내에 ‘인천산학융합지구사업단(이하 사업단)’이 새로 편성되면서 산학융합지구 조성에 주도적인 역할을 다하고 있다. 이에 유창경 단장은 “인천의 가장 중요한 도시경쟁력인 인천국제공항과 인천경제자유구역 그리고 구도심의 산업단지를 최첨단 항공산업과 연계해 기계, 금속, 소재 등과 같은 지역 내 뿌리산업의 기술 및 산업구조의 고도화를 추진하는 기반이 될 것입니다”라고 설명했다.

한편, 인천산학융합지구는 총 585억 원(국비 120억, 시비 245억, 민자 220억 등) 이상이 투입되며 송도지식정보산업단지에 대지면적 1만6,524㎡에 항공우주캠퍼스(10,247㎡)와 항공 산업 기업연구관(9,917㎡)을 건설해 2030년까지 신규 고용창출 8만 5,000명, 글로벌 항공기업 100개사 육성, 경제적 가치 40억 불의 목표를 삼고 있다.

특히 사업단이 주도하는 항공우주캠퍼스와 기업지원관이 설립되면 인하대학교 항공우주공학과를 포함한 4개 학과 및 전공을 순차적으로 이전해 고용, 생산, 교육, 연구 및 문화가 합쳐지는 신개념 산업단지가 조성될 것으로 기대를 모으고 있다. 유 단장은 이외에 NASA 연구소 유치와 더불어 인천산학융합지구에 세계 3대 항공기업인 GE(General Electric Company)가 함께하는 창의적인 인재 양성 공간인 GE Creative School(C-School) 개념을 도입해 중점 연구소와 선도적 프로젝트 랩을 구축할 계획이라 밝혔다.

인천시의 명확한 방향성…항공 MRO산업 탄력
새로 조성될 인천산학융합지구는 궁극적으로 인천국제공항이 소재한 이점을 살려 남동공단과 부평·주안공단의 자동차·기계·전자·통신 분야 제조업을 항공 산업과 연계한 산업구조 고도화를 실현하는데 큰 의의를 두고 있다.  

이는 인천공항 내 항공정비특화단지 조성 및 남동국가산업단지를 중심으로 한 항공부품소재 산업 육성에 필요한 인재육성과 기업 R&D 지원으로 인천국제공항과 항공정비특화단지, 인천산학융합지구, 원도심 산업단지를 연계하는 '인천 산업 융‧복합 클러스터'를 조성해 항공 MRO(Maintenance·Repair·Overhaul)산업과 산업단지 내 뿌리산업과 연계한 구도심 활성화 계획과 그 궤를 같이 하고 있다.

따라서 인천산학융합지구는 인천공항 항공정비 산업을 뒷받침하는 사업으로도 해석할 수 있다. 이에 유창경 단장은 “항공정비 산업을 육성하려면, 항공기 부품과 소재, 항공정비기술에 대한 연구개발이 견인해야 합니다. 이를 산‧학‧연으로 구체화한 게 바로 인천산학융합지구 조성사업의 핵심입니다”라고 답했다.

이를 위해 인천산학융합지구는 항공정비 산업에 필요한 항공기 동체 부품과 엔진 부품, 부품소재 분야 연구개발과 부품 역설계·인증까지 지원할 수 있는 단초를 제공하며, 향후 대형 드론산업 활성화를 준비하는 것을 핵심과제로 삼고 있다. 여기서 언급되는 드론산업은 일반적인 드론이 아닌 1톤 급 이상의 무인기 수송 분야를 말하며, 2020년 이후 국내 시장 규모만 약 6,000억 원으로 예상되는 물류수송의 혁신을 불러일으킬 산업으로 평가되고 있다.

끝으로 유창경 단장은 “인천산학융합지구는 인천광역시가 사업의 명확한 방향성을 제시하고 있으며 영종도에 추진 중인 항공정비특화단지 조성과 원도심 산업단지를 첨단 항공산업을 지원하는 생산기지로 변신시키는 구조 고도화 작업, 그리고 청라지역의 드론시험인증센터를 기반으로 하는 드론산업 생태계 구축 사업을 지원하는 기반이 될 것입니다”라며 현재 인천광역시와 산학융합지구사업추진단을 구성해 정부사업 수주를 추진하고 있으며, 공동단장으로 함께 노력하고 있는 인천광역시 권혁철 항공과장에게 감사의 뜻을 전했다. 국내 항공 MRO산업의 최적의 입지 조건을 갖추고 있는 인천산학융합지구를 통해 인천이 대한민국 최고의 항공정비 및 부품소재산업 메카로 거듭날 수 있길 희망한다.

Industry-University Convergence Zone raises Incheon's competitiveness
The purpose of the government's industry-university cooperation project is to foster students with practical work capabilities through the virtuous cycle of R&D, training and employment. INHA University formed a consortium by gathering Incheon Business Information Technology Park, Korea Industrial Complex Corporation, Korea Institute of Industrial Technology and Incheon Creative Innovation Center to list its name in the project. The university then introduced 'Incheon Industry-University Convergence Zone Group' and the director Chang-Kyung Ryoo said "We will link Incheon International Airport, Incheon Free Economic Zone and the industrial complex in the old downtown area of the city to aviation industry in an effort to advance the city's machinery, metal and materials industries." 58.5 billion won (12 national, 24.5 city and 22 private) is to be invested in building the zone on a 16,524㎡ land in Songdo Knowledge Information Industrial Complex with an aerospace campus (10,247㎡) and an aviation industry research lab (9,917㎡). The completion is expected to create 85,000 jobs and to promote 100 aviation related companies worth 4 billion dollars by 2030. 4 related departments of the university including Aerospace Engineering also are to be relocated to the zone when completed. Other plans include inviting a NASA research lab and the concept of GE Creative School (C-School): GE(General Electric Company) is one of the world's three aerospace corporations.

Incheon finds vision at aviation MRO industry
Incheon Industry-University Convergence Zone will be focusing on advancement of Namdong, Bupyeong and Juan Industrial Complexes, where cars, machine, electronics and communications industries are concentrated, by linking them with aviation industry. The project also is connected with the city's vision of promoting aviation MRO (Maintenance, Repair and Overhaul) industry that is to link aviation specialized areas each other through R&D and fostering talented industry specialists. In this respect, Incheon Industry-University Convergence Zone can be seen as a supportive project for city's promotion of the aviation maintenance industry of the airport. Ryoo said "R&D in aircraft parts, materials and technologies are a must in order to promote aviation industry. Incheon Industry-University Convergence Zone will play the central role to make this happen through industry-academic cooperation." Ryoo also plans to activate drone industry by taking the advantage of the zone: the drone industry in this case means a large scale (more than one ton) manless delivery system and Ryoo is expecting it to bring innovation to logistics industry, reportedly worth 600 billion won after 2020. "Incheon is suggesting a clear direction of the project by creating an aviation maintenance specialized complex in Yeongjong Island, turning the old downtown industrial complexes to a cutting edge manufacturing hub and building a drone industry-friendly environment through a drone testing and approval center in Cheongna" said Ryoo. With the globally proven excellence of the Incheon International Airport, the city certainly has an ideal environment to promote aviation MRO industry and <Power Korea> sends a message of support to Ryoo and his team as well as related officials including the head of the aviation department of the city Gwon Hyuk-chul.
