안동 르네상스를 열어갈 탄탄한 기반 구축에 힘쓸 터

안동시가 새로운 도약의 전기를 맞이했다. 지난해 ‘신도청 시대’를 열며 경북의 중심도시로 떠오른 안동시는 명품도시로서의 위상을 높이기 위한 도시정비에 박차를 가하고 있으며, 최근에는 상주-영덕 간 동서 고속도로가 개통됨에 따라 전국 2시간 생활권의 이점도 얻게 됐다. 안동을 중심으로 한 ‘경북북부 르네상스’가 열릴 것으로 기대되는 가운데, 안동지역 상공업 발전과 성장을 도모하고 있는 안동상공회의소의 역할이 더욱 중요해지고 있다.

안동권역 상공인의 권익 보호와 발전 추구
안동상공회의소는 안동과 의성, 군위, 청송, 영양지역 상공업의 종합적인 개선 및 발전과 국민경제, 그리고 지역 사회의 균형 성장을 도모하는 것은 물론 상공인의 권익 보호를 위한 대변 기관으로서 다양하고 광범위한 서비스를 제공하고자 지난 1953년 설립되었다. 특히 2015년 3월, 제22대 회장으로 취임해 지난 2년여 간 안동상공회의소를 이끌어 온 이경원 회장은 변화와 혁신의 시기를 맞이한 안동지역이 ‘신·구 상권의 조화로운 균형 발전’과 ‘선진화된 경영문화의 정착’, ‘관할지역 지자체 및 관계기관과의 긴밀한 협조체계’ 속에 ‘기업하기 좋은 도시’로 자리매김할 수 있도록 많은 노력을 경주해왔다. 이 회장은 “안동 지역은 안동댐과 임하댐이 위치해 그간 개발이 제한되어 왔으며, 일정규모 이상의 국가산업단지가 전무한 탓에 제조업 분야에서 극히 취약한 산업구조를 보여 왔습니다. 이번 경북도청 이전과 도청 신도시 조성에 따른 인구 및 자본 유입, 상권 확충 등의 여파는 안동 지역 전체의 경제 활성화에도 긍정적인 영향을 미칠 것이라 예상됩니다. 저희 안동상공회의소에서는 이를 지역경제 발전과 도약의 기회로 만들고자 다양한 활동을 펼치고 있으며, 현장과의 소통을 중시하는 사업 수행을 통해 상공인의 권익이 보호, 신장될 수 있도록 최선을 다하고 있습니다”라고 밝혔다.

지식재산 역량강화로 도약의 발판 마련
‘안동 르네상스’를 준비하고 있는 이들의 역량은 전국 최고로 손꼽히는 ‘안동지식재산센터’ 사업을 통해 잘 살펴볼 수 있다. 안동지식재산센터는 지역 내 상공인들을 대상으로 지식재산권 교육 및 설명회, 특허정보 검색 지원, 지식재산권 종합민원상담, 무료변리상담실 등을 운영하고 있으며, 경북북부지역 8개 지자체를 관할구역으로 해 국내·외 지식재산권 권리화, 브랜드 및 디자인 개발, 전통산업 IP경쟁력 제고 등의 사업을 추진하고 있다. 모든 컨설턴트가 1개 이상의 전문자격을 보유하는 등 전 분야에 걸쳐 우수한 역량을 갖추고 있는 안동지식재산센터는 특허청에서 주관하는 ‘지역지식재산창출지원사업 총괄워크숍’에서 기초센터 부문 4년 연속 1위를 놓치지 않고 있기도 하다. 이 회장은 “21세기 지식경영사회에서 유무형의 지식재산권을 확보하는 것은 곧 기업의 브랜드 가치 상승으로 이어지는 중요한 요소입니다. 또한 관련 법률에 대해 잘 알지 못하는 소상공인 및 영세상인의 경우 상표권 분쟁은 자칫 큰 손해로 이어질 수 있어 더욱 주의가 필요합니다”라며 “이에 저희는 지역 중소기업들을 대상으로 브랜드, 디자인 개발지원과 특허맵 지원 등 맞춤형 지식재산 지원사업을 지속적으로 추진하여 지역 중시고입의 지식재산 경쟁력과 역량을 강화하기 위해 노력할 것”이며 특히, “금년부터 시작하는 ‘IP디딤돌 사업’을 통해 우수 아이디어를 가진 예비창업자들에게 다양한 전문 컨설팅을 제공하고 이를 실제 창업과 연계시킬 수 있도록 적극 지원할 계획”이라고 발혔다.

이에 덧붙여 이 회장은 “지역경제를 견인할 수 있는 동력은 ‘기업체 유치’에 있다고 생각합니다. 저희는 이와 관련한 각종 규제나 경영 애로사항 등을 파악해 유관기관 및 대정부 건의활동을 펼침으로써 지역 내 회원사들의 경영여건 개선에 힘쓰고자 합니다”라고 밝혔다. 또한 이러한 사업이 지역 내 인재양성과 일자리 창출로 이어질 수 있도록 ‘1社 1청년 더 채용하기 릴레이 운동’, ‘안동권역 취업박람회’ 등의 사업도 지속적으로 진행할 예정이라 전했다.

마지막으로 이경원 회장은 지역경제 활성화를 위해선 먼저 상공인 전체가 하나로 단합된 모습을 보여야 한다고 강조했다. 급격한 변화의 시기를 맞아 산재된 지역의 현안문제를 하나하나 머리를 맞대어 숙의하고 헤쳐 나갈 때, 안동지역 상공업과 지역경제가 한 단계 발전하게 되리란 생각이다. 기업하기 좋은 도시, 살기 좋은 명품도시를 만들고자 각자의 자리에서 최선을 다하고 있는 이들의 땀방울이 값진 결과물로 보답 받을 수 있게 되길 기대한다.

Promoting rights and interests of businessmen in Andong
Andong Chamber of Commerce & Industry sailed off in 1953 to promote rights and interests of businessmen and balanced regional development in Andong and Uiseong, Gunwi, Cheongsong, Yeongyang counties. Lee took over the steering wheel of ACCI in March 2015 as the 22nd chairman and has exerted his effort in ‘balanced development’, ‘advanced management’, ‘close cooperation between local governments and related organizations’ and ‘creating a good business environment’. Lee said “Due to Andong Dam and Imha Dam, the development of the city was carried out limitedly and not a single national industrial complex in the city also led to its weak manufacturing industry. But the relocation of the provincial government building and creation of a new town, which will encourage influx of population and capitals, will contribute to activation of regional economy. We will take this as an opportunity for Andong to leap forward and will provide various supporting activities and field-centered projects.” 

Protecting and promoting intellectual property 
ACCI is working hard to create a foundation to open Andong Renaissance through ‘Andong Intellectual Property Center’. The center provides education and patent information and consulting and helps the 8 jurisdictions in North Gyeongsang Province obtain intellectual property home and abroad, promote brand design and development as well as IP competitiveness of traditional industries. All consultants of the center at least have one related certificate and their achievements have been well received by ranking No. 1 at ‘Regional Intellectual Property Promotion Workshop’ in the basic center category for 4 years in a row. Lee said “Securing both tangible and intangible intellectual property directly leads to a raise of brand value of Korean companies. But the legal knowledge is not easy for small business owners to acquire so we provide it for them lest they get disadvantaged when a dispute occurs. Our programs include ‘trademark promotion consulting’, ‘intellectual property network’ and ‘local company promotion’.” Lee continued “Inviting promising businesses to the city also plays an important role to boost regional economy. We search the difficulties the companies might face and reflect it into our future policies and regulations. As part of this effort, we hold ‘1 Company 1 More Young Employee Movement’ and ‘Andong Job Fair’ on a regular basis.” Lee added that working together and growing together was the best way to solve regional issues and to promote regional economy and ACCI would keep providing unsparing support to make it happen. <Power Korea> wishes ACCI a great 2017.
