Building safe Korea through reduction in road accidents 
Accelerating road management commercialization through building successful preliminary development model

Contribution to disaster preventive road construction and universal social welfare
The recent frequent sink holes in the middle of the road that caused number of casualties have raised public awareness in road safety. In Seoul alone has been reported a total of 3,328 ground subsidence, sink holes and cave-ins. It is 665 cases per year and the number is on the rise. To improve the situation, ‘Development of Evaluation and Analysis Technologies for Road Sink’ was launched in July 2015 with the support of the Ministry of Land, Infrastructure and Transport and the Korea Agency for Infrastructure Technology Advancement to bring up long term and fundamental prevention solutions. The task is led by Hyun Jong Lee, Ph.d. Professor of Civil and Environmental Engineering, Sejong University (Sejong University LINC) and 13 organizations and KRW 12 billion research fund are involved in the task during the period of 3 years and 10 months. Lee’s team is working on 4 core technologies: detection system, analysis program, assessment technology and road management system. Ground Penetration Radar (GPR) and Rolling Dynamic Deflectometer (RDD) detect sink holes and the gathered data, signals, video images, statistical faulty detection and data mining analyze risk factors on soil, depth and size of sink hole and bearing power of the road. The result of Lee’s team was applied to Seoul’s sunken road management system from July last year. Lee said “The system detects the risky section of the road to prevent an accident in advance and the newly developed technologies are also expected to create added value.” Lee is also planning to build next generation pavement management system nationwide with local governments which uses PMS (Pavement Management System) like Seoul and KICT.

Predictable road safety
The Korea Institute of Civil Engineering and Building Technology (KICT) currently is participating in ‘Development of Evaluation and Analysis Technologies for Road Sink’. KICT has built ‘Full-Scale Test Bed’ that can simulate sink hole and cave-in for the first time in Korea at the headquarters in Ilsan and is carrying out ‘Full-Scale Pavement Accelerating Test’. A PhD researcher Park Hee-Mun of KICT said that the test would analyze the speed of process from the first appearance of sink hole to sunken road, the time of sunken, the occurring time based on its size and depth. Lee gave an additional explanation “Through this, we can calculate the level of risk and the time and right improvement or repair method. It is the world’s first full-scale cutting edge equipment being introduced into practical research in the field.” Meanwhile, Lee’s team’s ‘Road Sub Base State Assessment Equipment’ is attracting a great attention. It can carry out a high precision non-destructive penetration test and efficient and rational road maintenance through the sunken road diagnosis program. Lee said “Our research will raise Korea’s disaster prevention capabilities to an advanced level and I hope a long term support will be provided as it directly connected to safety of the people.” <Power Korea> wishes Lee and his team a fruitful 2017.
