Seongnam expands free school uniform policy to high school 
Seongnam City Mayor Lee Jae-myung announced on 17 last month at a press conference for 2017 budget that the city has increased the next year’s social welfare and health budgets by 15% and expanded free school uniform policy to high school. The city saw an 11.6% budget increase in 2017 to KRW 2.642 trillion on this year with an 8.4% (KRW 1.688) in general accounts and a 17.9% (KRW 915.3 billion) in special accounts. KRW 80 billion is allocated for building Seongnam Health Center and KRW 700,000 for family dentist project. Regarding the free uniform project, one of the three free welfare projects of the city, the city will support free uniform up to the first year high school students and KRW 5.6 billion (2.5 for middle school, 3.1 for high school) has been allocated. KRW 11.3 billion goes to young people’s projects and 3.6 billion to postpartum care. “There are still students who cannot afford a uniform. It is society’s responsibility to at least facilitate school uniforms for our children” said Lee. He continued “It is the city’s principle that the budget must largely be used for welfare while securing absolutely necessary amount for national security and the law and order of the society. The constitution clearly states about the autonomy and independence on local government’s welfare policy. The Park Administration, on the contrary, is ignoring the roles of local governments and trying its best to minimize welfare policies and budgets. She even has changed Local Subsidy Act for the worse and extorted Seongnam citizens’ tax which is an anti-constitutional act. In order to take back the extorted tax, we will gather the strength of 1 million Seongnam citizens to fight against the Park Administration.” 

Seongnam invites 53 community organizations
Seongnam City invited 1,000 people from 53 community organizations to The 4th Happy Village Fest held under the theme ‘People and village is connected with happiness’ at the city hall on 26 last month. The event was led by village activists who promote cultural activities such as drawing a painting on a wall, decorating a garden or forming performance groups. 38 booths were set up on the day to provide various programs including book experience, village wells, village activities and an exhibition of 100 photographs. UCC (User Created Contents) were filmed and five clubs including LAMP, a village education community, gave performance. Setting up sisterhood relationships between three new and old villages also took place through which the participants shared their stories of good and bad. The event is expected to strengthen residents’ autonomous functions and participation in social activities.
