전경련, 국가적 지원 결집한 ‘바이오특화지구’ 제안
전국경제인연합회(이하 전경련)와 인천광역시는 8월 18일 공동 세미나 “바이오제약의 미래와 기회”를 개최하고 합성제약과는 달리 바이오제약은 한국, 싱가포르, 아일랜드, 이스라엘 등 후발 주자들이 두각을 나타내고 있다고 강조하였다. 또한 전경련은 이미 보유한 세계적 생산 능력을 기반으로 R&D 및 마케팅 역량을 키우기 위해서는 국가의 과감한 지원이 필요하다고 건의하였다. 인천 쉐라톤호텔에서 열린 동 행사에는 국내외 제약사 및 바이오벤처, 학계, 협회 등 200여명이 참석하였다.

바이오제약 평균 생산 원가 구조는 생산 35%, R&D 30%, 마케팅 35%이다. 이 가운데 생산 능력은 우리나라가 세계적 수준이다. 현재 세계 생산설비 3위(삼성바이오로직스), 4위(셀트리온) 기업을 갖고 있다. 위탁 생산만 하더라도 영업이익률이 15~20%가 될 정도로 유망하다. 더욱이 신약개발로 인한 영업이익률은 30%에 육박하여 전경련은 세계적 수준의 생산 능력을 기반으로 신약개발 R&D, 글로벌 제약사 같은 마케팅 역량을 갖추는 것이 필요하다고 지적했다.

전경련은 선진국들의 성공전략을 벤치마킹하여 생산-R&D-마케팅을 역량을 결집할 ‘바이오제약특화지구’를 만들 것을 제안하였다. 산업단지 개념의 ‘바이오특화지구’를 지정하여 싱가포르 수준(100만평)의 클러스터를 만들고, 토지·조세·인력 등 다방면 혜택 제공을 통해 국내·외 우수 제약사 및 투자자, 연구기관이 집적할 수 있는 “READY TO INVEST” 환경을 구축해야 한다고 제안했다.

먼저 특구 내 부지를 장기 임대하고 전문 인력 공급을 위한 체계적 교육 프로그램을 추진해야 한다. 특히 글로벌 제약사에는 국내 투자를 조건으로 싱가포르 등 경쟁국 수준의 법인세(5~15%) 감면 혜택을 주는 등 파격적 인센티브가 필요하다. 또한 바이오벤처의 초기 투자부터 Exit에 이르기까지 단계별 지원체계를 갖추어 연구기관과 활발히 공동연구를 진행하고 그 결과, 벤처캐피탈, 바이오펀드 등으로부터 투자받을 수 있도록 여건을 조성해야 한다고 밝혔다.

허창수 회장, 여의도 수난구조대 격려 방문
허창수 전국경제인연합회(이하 ‘전경련’) 회장이 막바지 휴가철을 앞둔 8월 17일(수) 오후 국민들의 안전과 사고 예방을 위해 노력하는 여의도 수난구조대원들을 격려하고 그들과 함께 구조 활동을 체험하였다. 여의도 수난구조대는 1년 중 8월이 가장 바쁜 시기로 평소보다 약 2배 많은 출동을 하고 있다.

허 회장은 민춘기 서울119특수구조단 단장 등 수난구조대 관계자와 함께 한강 주변 교량을 실시간으로 관찰할 수 있는 ‘한강교량 관제시스템’을 살펴보고, 인명 구조를 위한 특수 장비 시연 및 시범훈련을 참관하며 자동제세동기 사용법을 익히는 시간도 가졌다.
허 회장은 “여의도 수난구조대가 한강 수난구조의 절반을 담당하고 있다고 들었는데 오늘 수난구조 시범훈련모습을 보니 역시 베테랑 안전지킴이들이라는 것이 실감난다. 여러분의 손길에 국민들의 안전이 달려있는 만큼, 앞으로도 계속 구조업무에 힘써주시기를 바란다”고 격려했다.

전경련은 여의도 수난구조대뿐만 아니라 올해 4월 경찰특공대 방문, 6월 ‘우리들의 숨은 영웅’을 주제로 한 정원음악회 개최와 중앙보훈병원 방문 등 호국보훈 사회공헌 활동을 지속적으로 추진하고 있다.

FKI suggests creating ‘bio specialized zone’
FKI (Federation of Korean Industries) and Incheon Metropolitan City held a joint seminar ‘The Future and Opportunity of Biopharmaceuticals’ on 18 August at Incheon Sheraton Hotel. The attendees of the seminar voiced together that Korea, Singapore, Ireland and Israel are the main players in the field and FKI especially emphasized that national level support is needed in order to raise R&D and marketing capabilities. 200 people including the industry and academic officials participated in the seminar. The cost of production in biopharmaceuticals overall is 35% for produce, 30% for R&D and 35% for marketing with Korea boasting excellence in production capacity led by Samsung BioLogics (No.3 in rank) and Celltrion (No.4). Korea’s consignment production also shows promising 15% to 20% with almost 30% of operating profits. To back the field up, FKI has suggested creating a bio-specialized zone to secure advanced R&D and marketing capabilities and competitiveness. This will compete with the 3,305,785.12 square meter bio cluster in Singapore and the zone will invite global pharmaceutical firms, R&D centers and investment through land, tax and human resource benefits. FKI especially mentioned on 5% to 15% corporate tax reduction like Singapore in addition to the zone’s step by step support system and training programs for joint R&D.

Huh visits Han River Rescue Team
Chairman Huh Chang-soo of the FKI paid a visit to the Han River Rescue Team and encouraged the rescuers after participating in an experience program. August is the busiest month of the year for the team with double the number of emergency rush than other months. Huh and Min Chun-ki, the head of Seoul 119 Headquarters toured ‘Han River bridges control systems’ and tried to operate rescue equipment and a drill. Huh said “I learned a lot today how hard you are working for the safety of the public. I also feel really safe on your professional knowledge and practice you’ve demonstrated today. I’d like to show my deep gratitude and ask you to keep it up to make a safer and better Korea.” Meanwhile, FKI organizes events and tours round various public institutions and teams on a regular basis.
