지속가능 행복도시, 비즈니스 중심 자족도시 구현 통해 살고 싶은 강동 만들어

서울특별시 강동구는 지속가능 행복도시 구현을 위해 구정의 모든 역량을 집중하고 있다. 구청장이 직접 민원현장을 방문하여 주민들을 만나 대화를 통해 현장에서 주민의견 수렴 후 개선방안 도출 및 정책에 반영하는 ‘찾아가는 구청장실’은 지난 2008년 6월 민선4기 보궐선거로 이해식 구청장이 취임한 직후부터 도입되어 현재까지 ‘출장 민원접수’ 창구로 운영 되고 있다. 또한 2013년 6월 개관한 ‘도시농업 지원센터’ 내 로컬푸드 직판장 ‘싱싱드림’은 관내 친환경생산농가협의회로부터 매일 아침 신선한 먹거리를 공급받아 저렴하게 판매함으로써, ‘강산강소(강동에서 생산, 강동에서 소비)’를 실현하고 있는 우수사례로 손꼽힌다. 지난 7월 22일 서울프레스센터에서 열린 2016 대한민국 미래경영대상에서 강동구는 그 간의 성과를 인정받아, 서울시에서는 유일하게 지방자치 부문 대상에 선정되는 영광을 안았다.

비즈니스 중심 자족도시로 뻗어나가는 강동
주민 곁에서 적극적인 대화와 소통 이어가
상업지역이 2.4%(0.58㎢)에 불과했던 강동구는 항상 좋은 일자리 창출과 지역경제 활성화가 지역주민의 가장 큰 염원이었다. 이에 이해식 구청장은 지역균형 발전과 지속가능한 경제성장을 위해 관계기관을 끊임없이 설득하고 다양한 정책비전을 제시한 끝에 강동구 최대 개발사업 고덕상업업무복합단지 조성사업을 추진하게 되었다. 유통․판매․문화․관광시설․호텔/컨벤션센터, 비즈니스 시설 및 R&D시설 등이 유치될 예정인 ‘고덕상업업무 복합단지’는 역대 최대 규모(234,523㎡․7만 1,000평)로 조성될 예정이며, 광역교통 인프라, 탁월한 자연환경 등 최적의 비즈니스 여건을 갖추고 있어 롯데와 현대백화점 등 60여개 기업이 투자를 희망하고 있다. 세계적인 가구업체 이케아도 서울의 첫 매장을 고덕상업업무복합단지에 개점하기로 하였다. 이케아의 강동구 입점은 일자리 창출, 구민의 삶의 질 향상, 세수 확대, 지역경제 활성화 등 여러 긍정적인 효과가 있을 것으로 기대된다.  현재 SH공사에서 '고덕상업업무복합단지 활성화전략 수립용역'을 완료했고 이케아 측과 서울 최초의 도심형 이케아 건립을 위한 협의를 진행 중이다. 

한국매니페스토실천본부 주관 공약 관련 평가에서 5년 연속 최우수 등급(2012~2016), 제7회 다산목민대상 대통령상 수상, 2년 연속 서울시 인센티브 1위(2014~2015)를 차지하는 등 구정의 모든 분야에서 뛰어난 성과를 거두고 있는 이해식 구청장의 비결은, 소통(疏通)과 협치(協治)에 기반한다. 매년 초 18개 동별로 평균 300명 이상의 주민이 참석하고 있는 ‘구청장과의 대화’는 구의 주요정책이나 사업에 대한 주민들의 동의를 구하는 자리로서 참석자라면 누구나 자유롭게 의사를 표현할 수 있다. 2016년 6월에는 민선 6기 중간 시점에서 주민과의 약속을 재다짐하고 강동의 미래를 구상하기 위해 「강동비전&지역발전을 위한 주민 대토론회」를 타운홀 미팅 형식으로 총 6회 개최, 20대부터 70대까지 총 983명의 주민들이 참여한 가운데 1,587건의 다양한 의견을 수렴했다. 이해식 구청장은 이를 각종 정책에 반영해 후반기 구정을 힘차게 이끌어 간다는 각오를 다지고 있다.

WHO가 인정한 선진화된 주민 건강관리시스템
도시민의 삶에 여유를 심다, 도시농업을 선도하는 강동구
강동구의 건강관리시스템은 국내 보건소 70개, 일본․중국․베트남 등 22개국이 벤치마킹해갈 만큼 선도적이다. 특히 전문 간호사가 상주하며 만성질환을 예방․관리하는 ‘건강100세 상담센터’는 높은 접근성을 확보하고 주민 참여 전략을 제시한 것으로 호평을 받고 있다. 공공의료 서비스의 혁신 사례로서 WHO 홈페이지에 ‘한국의 지역사회에 기반을 둔 비전염성질환 예방(Community-based NCD prevention in the Republic of Korea)’으로 자세히 소개된 바 있다. 2014년 10월 강동구는 전국 84개 광역·기초 자치단체가 회원으로 가입되어 있는 대한민국건강도시협의회(Korea Healthy Cities Partnership) 제5대 의장도시에 만장일치로 선출되어, 건강도시 마스터플랜 책자를 발간하는 등 강동만의 건강정책 노하우를 전국 지방자치단체에 전파·확산하고자 노력하고 있다. 특히, ‘활동적인 생활환경(Active Healthy Environment) 조성’이라는 공동정책을 전국 지자체장 합의로 최초 선언하고 ‘모든 이의 건강(Health for All)’을 목표로 계단걷기 앱 ‘오르Go 나누Go’ 보급, ‘활동적인 건강한 학교 만들기’, ‘우리동네 워킹 맵’ 등 주민의 건강 증진과 건강 형평성 구현에 앞장서고 있다.

또한 강동구는 최근 각광받고 있는 도시농업의 선진 자치구로 이견 없이 손꼽히는 곳이기도 하다. 5년 연속 대한민국친환경대상을 수상한 강동구는 2020년까지 ‘1가구 1텃밭 조성’을 목표로 하는 ‘도시농업 2020 프로젝트’를 연차별․단계별로 착실히 추진하고 있다. 2010년 전국 최초로 ‘친환경 도시농업 활성화 및 지원에 관한 조례’를 만든데 이어 최근에는 ‘친환경 도시농업 특구’를 선포하였다. 2010년 226구좌로 친환경 텃밭을 시작한 이후 현재 강동구 공공텃밭은 강일동·고덕동 등 5개 권역 총 39곳에 7,000구좌(15만 1,616여㎡), 상자텃밭 39,349구좌 확대라는 괄목할 만한 성과를 거두었으며 2020년까지 공공텃밭 1만 구좌, 옥상상자텃밭 18만 구좌로 규모를 확대할 계획이다.

따뜻한 돌봄 행정으로 주민과 함께하는 강동 만들어가
민선 6기 후반, 이해식 강동구청장은 ‘돌봄’으로 온기 넘치는 강동을 만들어 가고자 한다. 소외 계층뿐 아니라 주민 건강, 안전, 생명, 청년, 어르신 등 모든 영역에서 돌봄 정책을 실현해 강동을 지속가능한 공동체로 만든다는 구상이다. 이해식 구청장은 “유니세프(UNICEF) 아동친화도시 사업, 여성이 안전하고 행복한 여성친화도시 사업, 청춘마켓·강동프랜차이즈·엔젤공방 등 청년 정책을 비롯해 각 부서의 모든 영역, 모든 정책에서 보다 적극적이고 지속가능한 돌봄 정책을 펼쳐가겠다”고 전했다.

Creating a livable district through sustainability and independence 

4 years of the best grade received by the Korea Manifesto Center and a presidential prize at the Dasan Mokmin Awards
Mayor Lee Hae-sik of Gangdong District does not sit on his chair to run the district but goes out to meet and hear the residents. For this reason, Gangdong District has become famous for ‘on-site public administration’ since Lee took the office in June 2008. Lee’s ‘Singsingdream’, a direct market of local food launched in June 2013, also is praised as an excellent case of independent produce and consumption within the district. In recognition of these achievements, Lee received The 2016 Korea Future Management Awards held on 23 July at Korea Press Center. 

Independence and on-site public administration
Mayor Lee always has thought about the ways to create more and better jobs and to activate local economy. He has pursued a balanced development and a sustainable economic growth of the district for a long time. Sangil-dong Business Complex was a result of this never ending passion and effort. Godeok Commercial Complex which will be built on a 234,523㎡ land will invite various businesses and facilities such as distribution, culture, tourism, hotels, convention centers and R&D centers. Around 60 companies including Lotte and Hyundai Department Store are planning to benefit from this excellent accessibility and natural environment of complex. IKEA has already decided to open the first urban style Seoul store within the complex in cooperation with SH Corporation and it is expected to contribute to job creation and regional economy. The leadership of Lee and the support of the residents brought the district receiving the best grade by Korea Manifesto Center for 4 years in a row from 2012 to 2015, a presidential prize at the 7th Dasan Mokmin Awards and the grand prize at the Seoul City Incentives for 2 years in a row from 2014 to 2015. Lee regularly invites more than 300 residents of the 18 towns respectively to a dialogue to listen and reflect their opinions in future policies. In June this year, Lee held ‘Gangdong Vision & Development Forum’ 6 times and he collected 1,587 opinions and suggestions from 983 residents, aged between the 20s and the 70s, to reflect them in the latter half of the administration.

Advanced resident health system recognized by WHO
Leading urban agriculture
Gangdong District’s advanced health system is well recognized by 70 domestic health centers and 22 similar centers overseas which have benchmarked the system. The ‘100 Year Health Consulting’ is particularly famous for the advice on prevention and management of chronic diseases. The WHO also introduced the district on its homepage under the title ‘Community-based NCD prevention in the Republic of Korea’. In October 2014, Gangdong District was elected unanimously as the 5th chairman city of the Korea Healthy Cities Partnership consisted of 84 local governments. The partnership declared ‘Active Healthy Environment’ to promote stair climbing, healthy school and town walking map. Gangdong District, in addition as the chairman city, published a healthy city master plan. The district’s innovation does not stop here. As an advanced urban agriculture district, it won the Korea Environmental Awards for 5 years in a row and Mayor Lee is pushing forward ‘Urban Agriculture 2020 Project’ which every household in the district has a vegetable garden by 2020. After introducing ‘The Ordinance on Eco-friendly Urban Agriculture Activation & Support’ in 2010, Mayor Lee recently declared ‘Eco-friendly Urban Agricultural Zone’. Starting from 226 vegetable gardens in 2010, the district currently has 7,000 communal vegetable gardens in 39 areas and 39,349 wooden vegetable boxes. And Lee plans to expand the number to 10,000 communal vegetable gardens and 180,000 rooftop wooden vegetable boxes by 2020. 

Creating a better district with residents 
Above all the plans and projects Gangdong District is carrying out at the moment, welfare and safety are the keywords of Mayor Lee. “These two are the very basic elements for creating a better society. Based on these, we will actively push forward various projects for children, women, employment and local economy.”
