농축산 관련공무원의 전문지식 부재 메울 대한양계협회의 권한강화 절실
“양계통계시스템과 콜드체인 유통, 해남검정소 건립 등 양계업계 활성화 위한 임무 다할 것”

‘1인 1닭’ 요식문화와 서구화된 식문화로 달걀과 닭고기는 고정 소비층을 유지하고 있다. 그럼에도 수요와 공급의 불균형, 위생과 방역에 관한 문제, 양계업 종사자들을 위한 법제도가 해결되지 않은 부분이 많다. (사)대한양계협회에서는 더욱 적극적으로 정부와 관계자들에게 관심을 촉구하고, 소비자와 양계종사인들 모두에게 이익이 되는 방향을 제시하고 있다. 여러 논의에 대해, 임기 3년 차에 접어든 (사)대한양계협회의 오세을 회장의 정책의견을 정리해 본다. 

산란계, 육계, 종계 업체의 영세업체 배려하는 정책개선 필요
(사)대한양계협회는 1962년 축산업계생산자 최초로 협회를 창립해 한국가금협회, 한국부화협회, 한국초생추감별협회가 통합하여 산란계, 육계, 종계 3종 분야를 관할하는 현재의 사단법인으로 운영되어 왔다. 또한 서구식으로 바뀐 식생활과 요식업 문화의 발전에 따라 생산자의 위치로서 양계종사인들의 권익과 양계산업의 발전을 도모해 왔다. 협회는 그 동안 축산계열화법제정을 추진하고, 국산 닭고기 인증제를 시행하는 등 닭과 달걀에서 파생되는 산업발전에 기여했다. 또한 AI 관련 방역대책 태스크포스팀을 구성하고, 한중 FTA와 무분별한 단속을 비롯해 양계산업에 타격을 입히는 여러 사건들에 중재안과 해결책을 제시해 왔다. 2014년 3월 협회 선출을 통해 회장으로 취임한 오세을 회장은 재임 이래 현재까지 선진국 수준의 소비를 촉진하고 합리적인 자조금 산업을 뒷받침하는 정책을 위해 꾸준히 목소리를 높여 왔다. 오 회장은 쌀과 채소류에 이어 농축산물은 국내 식자재류 총 생산의 42%로 2위를 차지하는 분야지만, 축산업이 호황과 불황 속에서 불안정한 것은 조직적인 유통체계 부재 등 필요한 시스템은 없으며 규제가 지나치게 많기 때문이라고 지적한다. 여러 문제에 대해 오 회장은 우선 산란계 업자들이 대부분 소규모 영세업자들이기 때문에, 냉장유통인 콜드체인 시스템을 도입해서 냉장이 가능한 차량을 지원하는 것이 달걀의 위생과 신선도를 보장하는 데 좋다고 한다. 또한 우리나라 농축산 분야의 공무원은 타 분야 인원의 10%에 불과한데다 협회보다 전문성이 떨어질 수밖에 없다. 또한 오 회장은 각 도청의 축사 관계자들이 4-10년 이상 근무하여 현지 민심을 잘 파악하는데, 중앙부처인 농림축산식품부는 2년이라는 짧은 임기와 잦은 인수인계로 개선점을 제시해 정책으로 연결하는 과정이 순탄하지 않다는 점을 지적한다. 

책임감과 소명의식으로 협회장 임기 내 주요과제 유종의 미를 거둘 것
지난 해 오 회장은 농림축산식품부에 소규모 농장의 존립을 위협하는 축산계열화법을 합리적으로 개정할 것을 촉구하기도 했다. 오 회장은 전지식 양계장의 현대화를 도입했음에도 육계와 산란계의 공급과잉 문제, 유통 문제가 겹쳐 달걀 값이 주기적으로 하락하는 문제가 해결되지 않았다고 한다. 거대업체의 계열농장 운영이 육계와 산란계의 과잉생산을 부추기고 있는데다, 국내 양계산업이 성장하기 위해서는 달걀 유통상을 과도하게 단속해서 생긴 피해 대책도 시급하다. 그는 무분별한 단속으로 인해, 검찰, 경찰과 식약처의 무작위 수집으로 산란계 농가들이 섭식 가능한 달걀까지 모두 폐기하게 된 사례를 예로 들었다. 또 닭고기 가격이 안정을 유지하려면 가축사육시설 면적에 종계 기준을 신설하고, 사육밀도를 낮추어 품질을 유지해야 한다고 제안한다. 국내 축산업계에서 가장 오래 된 협회지만, 회비로 충당하는 운영비는 10%이며 나머지는 협찬과 잡지 발간, 종계 검정료 등으로 해결하고 있다. 그러한 현실 속에서 오 회장은 임기 막바지에 접어들어 반드시 해결하고 싶은 문제가 바로 양계의 수급 조절이라고 한다. 또한 콜드체인 시스템을 도입하고 가장 중요한 데이터베이스인 육계 통계시스템을 구축하는 것도 임기 내의 중요한 과제라고 한다. 아울러 지난 회기인 2011년부터 논의되던 닭경제능력검정소가 2013년 전남 해남으로 이전되기로 결정된 후, 부지매각 등의 문제를 해결하고 올해 들어 검정동 3동이 신축 결정되어 공사가 추진되고 있다. 정부 보조금 5억 원과 협회의 5억 원을 합해 추진하며, 내년 정부의 지원금 15억 원을 채우면 해남에 건립되어 보다 체계적으로 운영할 것이 기대된다. 오 회장은 얼마 전부터 (사)대한양계협회와 협회원들의 권익을 위해 진심으로 봉사할 후임자를 찾고 있다고 한다. “지난 3년 동안 유종의 미를 위해 상근하고 협회의 월급 없이 회원들에게 봉사하는 마음가짐으로 일해 왔다. 다만 석봉농장을 운영하면서 일을 병행하기에 적은 나이가 아니라, 앞으로 공익과 농가를 위해 여러 부당함을 개선하고 헌신하는 임무에 자부심을 가진 적임자를 원한다” 단체장 경험이 많은 오 회장은 자리가 사람을 만들기 때문에, 어떠한 유혹과 구설에도 흔들리지 않는 새로운 리더가 중요하다고 전한다. 임기 내에 최대한 양계업 유통의 투명화 및 적절한 개선을 이뤄 고객과 양계업이 만족하는 시스템을 만들고 싶다는 오 회장의 이러한 충고와 해결책이 모쪼록 제대로 적용되기를 바란다.

“Will do the job of activate the poultry industry earnestly by poultry statistical system, cold-chain distribution and building up a testing station in Haenam”
Due to the developing restaurant and food culture like ‘one person one chicken’, many people consume eggs and chicken steadily and increasingly. However, there are plenty of problems such as the imbalance between demand and supply, the trouble of hygiene and prevention and the law for people who are breeding the poultry. By that, Korea Poultry Association is suggesting a beneficial direction for both consumers and farmers. Regarding different some discussions, here is story from President Oh, Se-Eul of Korea Poultry Association who is taking the position for 3 years. 

Need considerate laws for poor farmers who are farming layer chicken, chicken and chicken-raised for breeding in the industry 
Korea Poultry Association Corporation has been running as one system after combining Korea Domestic Fowls Association, Korea Incubation Association and Korea Chicken Sexer Association since the first association by producers of livestock industry. So now, it is integrated and controlling layer chicken, chicken and chicken-raised for breeding in the industry. Also, the body has been trying to promote the poultry development and rights and interests for poultry farmers as a producer according to the improvement of the restaurant and food culture today. And it made a taskforce team for AI prevention issue and has been suggesting solutions for many problems to damage poultry farmers including the Korea-China FTA agreement and undiscerning control by the government. 

President Oh, Se-Eul of Korea Poultry Association got the position in March out of election of association and since then, he has spoken up his voice in order to have policies to activate the consumption as much as other advanced counties and support a reasonable check-off fund program constantly. President Oh pointed out the agricultural and livestock breeding industry is the second place as of 42% after rice and vegetables demanding level of national food production number but he said there is no stable system and no systematic distribution control. About many problems, he says supporting cooling trucks by having a cold-chain system is good for keeping the hygiene and freshness of eggs.  According to him, Korea’s officers for the agriculture and livestock industry are only 10% compared to other sectors and they don’t know much about their job, therefore; the professionalism should be lower than them. Besides, Ministry of Agriculture and Livestock has a short term in office and often take-over, which are not efficient at all. So he spoke out the process of succeeding his suggestions is very difficult. 

Will bring major tasks to a successful conclusion within his term with responsibility and calling for duty 
Last year, President Oh used to ask for correcting the law of livestock threatening small farmlands to Ministry of Agriculture and Livestock to be right. Still, there is a problem like the price of eggs is lowering regularly because of too much producing of layer chicken and distribution problem despite of a digital system into the poultry farm. On one hand, to grow Korea’s poultry industry, it is urgent to set up the solution for extreme control of egg distribution by the government. 
For example, he talked about that layer chicken farms had to sweep out edible eggs because of random collection by the prosecution, the police and food drug administration. On the other hand, he suggested the quality has to be settled if the price of chicken wants to be stable. This association is the oldest association in livestock industry in Korea but the running fee is made up for 10% by membership money. The rest of it is solved by magazine publishing and testing fee of chicken. 

This is the reality and hard but President Oh has the most desperate issue is to control the supply and demand as his term is coming up. Another desperate issue is to build up the statistical system that is an important database including having a cold-chain system. In addition, since the chicken economic ability testing station is supposed to move in Haenam in 2013. So, newly three buildings of it have been built after solving selling the area issue this year. The project is expecting more systematically as it is building up in Haenam if the money from the government, 1.5 billion comes for next year, which will be added up to 500 million of government money and 500 million of association. President Oh is seriously looking for someone who is going to take up his job by contributing for Korea Poultry Association and the members’ benefits with a heart. 

“Last for three years I have worked regularly without wage to make a success of my efforts and had contributed with all my heart for this industry. But, I am not that young to manage both jobs about being the position and my own Seokbong farm at the same time. Anyway, I want someone right who can devote himself to improve wrong things and public rights in the future with pride.”

Since President Oh has lots of experiences of being a head at many organizations the position needs a new leadership that is firm and brave guts to fight any kinds of temptation and lure. Hope his advice and solution to get applied to this industry.
