여성가족부, 이주배경청소년의 꿈에 귀 기울이다

강은희 여성가족부 장관은 지난 달 25일 광화문 인근 식당에서 다문화·중도입국·북한이탈청소년 등 12명의 이주배경청소년들과 오찬을 함께하며 이들이 한국생활에서 겪는 애로사항과 앞으로 한국사회에서 펼치고픈 꿈에 대해 이야기 나눴다. 이번 자리는 생생한 정책현장의 목소리를 듣기 위한 ‘생생동행 장관실’의 일환으로, 강 장관이 지난 4월 무지개청소년센터 설립 10주년 기념식(4.20)에 참석해 이주배경청소년들과 짧은 만남을 가졌을 당시 조만간 다시 만날 기회를 마련하기로 약속한 데 따른 것이다. 참석 청소년들은 장애가 있는 동생 때문에 의사를 꿈꾸게 된 이야기, 한식요리사를 꿈꾸며 한식조리사 직업훈련프로그램에 참여하는 사연, 국내 유수의 대학을 졸업하고도 취업에 어려움을 겪었던 사연 등을 전했다. 

강 장관은 청소년들에게 주변의 편견으로 인해 취업이나 사회생활에 어떤 어려움을 겪고 있는지, 이주배경청소년을 위한 지원기관인 무지개청소년센터 프로그램이 어떤 점에서 도움이 됐는지 등을 물어보고, 관련 지원정책의 강화를 약속했다. 강 장관은 오찬에 앞서 청소년들을 세종문화회관이 운영하는 역사문화공간 ‘세종이야기’로 안내해, 한글의 창제과정과 제작원리 등에 대한 설명을 함께 듣고 붓글씨 체험도 진행했다. 이날 참석 청소년들은 모두 입국 초기부터 지역정착까지 여성가족부 ‘무지개청소년센터’의 많은 도움을 받았다는 공통점을 지닌다. 센터는 지난 2006년 처음 설립 이래 이주배경청소년들을 위해 한국어교육, 진로교육과 직업체험활동, 인턴십 등이 포함된 진로지원 프로그램, 한국생활 정착에 필요한 생활지원서비스와 상담, 멘토링을 통한 학습지원 등 역량강화를 위한 다양한 프로그램을 제공하고 있다. 강은희 장관은 “한국어교육을 위한 레인보우스쿨이 2배 규모로 확대되고, 진로·직업체험 프로그램이 올해 신설되는 등 이주배경청소년들의 사회적응과 진출을 위한 지원을 강화하고 있다”고 설명하고, 이주배경청소년들이 편견 없는 사회에서 자신의 이주경험을 강점으로 삼고 마음껏 꿈을 펼쳐 나갈 수 있도록 생생한 현장의 목소리를 정책에 반영하는 데 더욱 노력하겠다고 덧붙였다. 

중국 청소년들의 한국 문화․경제․환경 탐방
여성가족부 강은희 장관은 ‘한·중 청소년교류 초청사업’으로 중국 1차 대표단 중국국제 청년교류센터대표단 200명을 국내에 초청했다. 이번 대표단은 기업인, 언론인, 교육인, 대학생, 사회단체인 등 중국의 미래를 이끌어 갈 차세대 지도자들로 구성됐으며, 방한 기간 동안 2개조로 나뉘어 국내 전역을 돌며 청소년 교류, 문화체험, 가정방문, 산업체 견학 등의 다양한  활동을 펼치게 된다. 이번 1차 대표단은 ‘한․중 미래의 새로운 비상’이라는 주제 아래, 특히 우리나라의 문화, 경제, 환경분야 체험과 탐구에 집중할 계획이다. 대표단은 한국외국어대학교에서 진행되는 ‘한·중 포럼’에 참석해 문화, 경제, 환경 분야 전문가 특강을 듣고, 이어 우리나라 청소년들과 함께 관련 내용에 대해 토론하는 시간을 가졌다. 또한, 방한기간 동안 도시탐방, 가정방문 등의 교류활동을 통해 한국 문화를 체험하고, 창업관련 기관 방문 등을 통해 한국경제에 대한 이해를 높였다. 마지막 일정으로는 제주 지역의 아름다운 자연환경을 둘러보고 지구 온난화 등 환경문제에 대해 양국의 협력방안을 모색했다. 여성가족부 청소년가족정책실장은 “10여 년간 추진된 한․중 청소년교류가 양국의 이해와 신뢰를 증진하고 친밀한 동반자로 성장하는데 큰 역할을 해왔다”고 평가하고, “앞으로도 한․중 청소년교류의 지속적인 확대와 발전을 통해 좋은 이웃, 좋은 친구, 좋은 동반자로 상생․공영하며, 동아시아 지역과 세계번영에 적극 기여해 나가길 기대한다”고 밝혔다.

Kang listens to immigrant youths
Minister of Gender Equality and Family Kang Eun-hee had a lunch with 12 immigrant youths on 25 June and listened to their dream and difficulty living in Korea. The lunch was part of ‘Together With Minister’ which Kang promised to hold it on regular basis on the day of the 10th anniversary of Rainbow Youth Center last April. A youth told his dream of becoming a doctor due to a disabled younger brother, another a story to participate in a vocational training and yet another a difficulty to get a job after graduating one of the top universities. Kang asked them whether the center had been of any help and promised to improve the policy and strengthen the support. Prior to the lunch, Kang invited them to ‘Sejong Story’ run by Sejong Center for the Performing Arts and they learned about making of the Korean alphabet and experienced calligraphy. All of them have been under the support of Rainbow Youth Center (opened in 2006) and it has provided various educational courses including Korean, career path, job experience and internship alongside mentoring support for settling down. Kang said “The center has expanded to double the size as more helpful programs were introduced. We will keep exerting our effort to listen and reflect their opinions in our future policy.”
Kang invites 200 delegates from China International Youth Exchange Delegation 
Minister of Gender Equality and Family Kang Eun-hee invited 200 youths from the China International Youth Exchange Delegation as part of ‘Korea-China Youth Exchange Project’. The first delegates are consisted of businessmen, journalists, educators and university students who will lead the next generation. They will be touring Korea in two groups and engaging in youth exchange, cultural experience, home visit and company tours as well as discussing on the topic ‘New Soaring of Korea and China’ and also about Korean culture, economy and environment. As part of the program, they attended ‘Korea-China Forum’ held by Hankuk University of Foreign Studies to listen to lectures on culture, economy and environment. The Youth and Family Department head of the ministry said “Korea-China Youth Exchange has been run for 10 years and it has significantly contributed to raising the level of mutual understanding and friendship between the two countries. We will keep doing our best to promote more effective youth exchange programs covering various fields.”
