미래의 희망, 아이들을 지키는 든든한 울타리를 세우다

아이들의 성장과정에 있어서 가정은 역할은 무엇보다 중요하다. 사회화의 첫 교육기관이라 할 수 있는 가정을 통해 아이들은 정서적 안정감은 물론, 타인과의 유대관계를 쌓는 법과 건강한 사고방식을 키워나가게 되기 때문이다. ‘그룹홈(Group home, 공동생활가정)’이란 보호가 필요한 아동과 청소년들에게 실제 가정과 같은 주거환경과 개별적인 맞춤형 보호 양육 서비스를 제공함으로써 사회적응력을 향상시키고, 미래의 건강한 사회구성원으로 자라날 수 있도록 돕는 선진국형 아동복지시설이다.

아동양육환경 개선을 위한 활동에 총력
지난 2000년 4월 발족한 한국아동청소년그룹홈협의회는 우리나라 대안양육체계의 제도적·법적 체계를 바로 세우고, 열악한 그룹홈 환경을 개선함으로써 보호가 필요한 아동에게 건강한 성장환경을 제공하는 것을 목표로 지속적인 활동을 펼쳐왔다. 특히 최근에는 다양한 정책토론회 및 세미나를 개최해 그룹홈의 환경개선과 제도적 지원의 필요성에 대한 관심을 촉구하는 데 주력하고 있으며, 올 초 보건복지부용역사업으로 [아동보호제도 평가 및 개편방안 마련연구], [아동양육비 실태조사] 2건의 아동복지관련 연구서에서도 아동보호체계에서 그룹홈이 아동양육에 효과가 높다는 결과가 있었다. 안정선 회장은 “발족 초기만 해도 국내 그룹홈의 환경이 너무나 열악하여 생존에 급급한 대응을 강구하는 것이 협의회의 주된 역할이었습니다. 그러나 최근에 이르러 지난 16년간 쌓아온 경험과 노하우를 정책의 대안으로 제시하는 등 기능과 필요성이 크게 성장하게 됐습니다”라고 밝혔다. 

협의회의 가장 주된 활동은 아동양육시스템에서 필요한 법적·제도적 근거를 마련하여 제시하고, 이에 대한 예산의 확보를 이뤄내는 것이다. 안 회장은 “우리나라에서 가정 외 보호를 받아야 하는 아동은 약 32,000명에 달하지만, 이와 관련된 예산은 OECD 평균에 훨씬 못 미치는 상황입니다. 특히 대규모 양육시설위주의 보호가 여전히 유지되고 있으며, 공동생활가정의 필요성과 당위성을 인정하면서도 편협한 예산정책 속에 타 부문에 비해 훨씬 낮은 수준의 지원이 이어지고 있습니다”라고 지적했다. 이에 협의회에서는 관련 법·제도 연구와 법률제정을 위한 연구, 교육과정 및 교육프로그램 개발 등의 활동과 함께 복지부 예산안 편성을 촉구하기 위한 다양한 시민운동을 펼치고 있다. 협의회는 또한 아동양육의 질을 높이기 위한 역량강화교육과 함께 종사자들의 쉼과 회복을 위한 프로그램도 진행하고 있으며, 아동의 정서와 심리치유, 능력과 소질 개발을 위한 직접적인 지원활동도 펼치고 있다. 뿐만 아니라 국내·외 다양한 유관기관 및 기업과의 협력체계를 구축하고 아동권익을 위한 연대활동을 수행하고 있다. 

아이들은 우리의 미래, 관련 예산 증액 반드시 필요
안정선 회장은 “가장 큰 문제는 정치적 목적에 치중한 비정상적, 비합리적인 예산 편성과 정책 집행으로 수많은 아동들의 복지가 소외되고 있다는 점입니다”라고 역설했다. 헌법 34조 4항은 노인과 청소년의 복지 향상에 대한 국가 의무를 규정하고 있으나, ‘아동’이라는 단어는 헌법 어디에서도 찾을 수 없다. 또한 아동들의 입장을 대변할 수 있는 적극적인 의미의 아동권익단체가 없어 필요할 때만 잠시 언급될 뿐 이내 방치되어버리고 만다는 것이다. 안 회장은 “우리들은 아동을 ‘미래의 희망’이라 부르지만, 정작 그 희망들은 늘 뒷구석에 처박혀 있습니다. 우리나라는 GDP 대비 0.45%에 불과한 예산을 아동 복지에 지출하고 있으며, 이조차도 불명확한 기준과 논리에 따라 제대로 집행되지 않는 경우가 허다합니다”라고 말했다. 이에 협의회에서는 헌법에의 ‘아동’ 명시와 국회 아동관련 상설위원회의 설치, 아동관련 예산의 OECD 평균이상 확보를 요구하고 있다. 그는 “현재 우리나라의 아동정책은 현장에 있는 종사자들의 자발적인 헌신과 적극적인 순수성에 의존하고 있는 듯 보입니다. 하지만 열악한 환경과 처우 속에 종사인력은 갈수록 줄어들고 있고, 새롭게 유입되는 신규인력 또한 거의 없는 상태입니다”라며, “출산율 저하가 이슈가 되고, 아동학대와 교육문제가 화두가 되는 와중에도 정부는 아동복지에 대한 투자는 모르쇠로 일관하고 있습니다. 아동에 대한 투자는 곧 미래에 대한 투자입니다. 미래를 이끌어갈 아이들이 바로 곁에서 어려움을 겪고 있습니다. 하루라도 빨리 아동 예산의 증액과 지원 정책의 개선이 필요합니다”라고 당부했다. 

안 회장은 회원들에게 항상 “아동양육에 있어 가장 좋은 환경은 좋은 어른”이라고 말하곤 한다. 아이들을 사랑하는 마음으로, 아이들을 행복하게 할 수 있는 일을 하는 것이 기쁘다는 안정선 회장. 아이들의 미래를 밝혀주기 위한 고된 길을 마다않고 걸어가는 한국아동청소년그룹홈협의회 모든 구성원들의 따뜻하고 마음과 순수한 열정에 응원의 박수를 보낸다.

Creating a better child rearing environment
Founded in April 2004, the Korea Council of Grouphome for Children and Youth has exerted its effort in building institutional and legal systems for child rearing and providing a better environment for children in need. The council also has actively carried out policy discussions and seminars on support and improvement of group homes and has published two papers; ‘Study on Child Protection System Appraisal and Reform Measures’ and ‘Study on Child Rearing Expenses’. The result shows that group home is more effective than other forms of organizations for child rearing. Ahn explains “We were busy for maintaining the group home when we first opened the council. But we have much grown to suggest related policies and programs based on our 16 years of experience and knowhow in the field. Our main activity is to suggest educational and legal systems for child rearing as well as securing the necessary budget. About 32,000 children are reported to have needed a social protection in Korea but the budget is far from the OECD standard due to the prevalent large scale facilities and biased budge compilation. For this, we actively carry out research and development, campaigns, staff training for quality rearing and direct support activities for children’s emotional stability and development of their talent. Also, the council has built cooperative system with related organizations and companies home and abroad. 

“The budge for group home is must needed”
Ahn continues “The budget is allocated mainly on political purposes. It is irrational and ignores child welfare which is a really important part of our society. Clause 4 of Article 34 of the Constitution states about the duty of the state on improvement of elderly and young people’s welfare but no children. We call our children as our future but there is not even an organization that promotes rights and interests of children in strict terms. Korea only allocates 0.45% of the budget for child welfare and even this is not properly executed in many cases. So we are pushing the government to include ‘child’ in the article, establish a standing committee on child, and allocate the budget that meets OECD standard.” Ahn continues “Korea’s child policy seems to depend on volunteering of individuals. But the poor environment makes them leave one by one and discourages newcomers. We must realize that investment in child is investment in future.” Ahn often says ‘The best child rearing environment comes from the adults who have good heart’ and always feels rewarded whenever he gives a helping hand for children in need. <Power Korea> sends loud cheers and long applause for Ahn and the Korea Council of Grouphome for Children and Youth.
