Creating a better child rearing environment

Founded in April 2004, the Korea Council of Grouphome for Children and Youth has exerted its effort in building institutional and legal systems for child rearing and providing a better environment for children in need. The council also has actively carried out policy discussions and seminars on support and improvement of group homes and has published two papers; ‘Study on Child Protection System Appraisal and Reform Measures’ and ‘Study on Child Rearing Expenses’. The result shows that group home is more effective than other forms of organizations for child rearing. Ahn explains “We were busy for maintaining the group home when we first opened the council. But we have much grown to suggest related policies and programs based on our 16 years of experience and knowhow in the field. Our main activity is to suggest educational and legal systems for child rearing as well as securing the necessary budget. About 32,000 children are reported to have needed a social protection in Korea but the budget is far from the OECD standard due to the prevalent large scale facilities and biased budge compilation. For this, we actively carry out research and development, campaigns, staff training for quality rearing and direct support activities for children’s emotional stability and development of their talent. Also, the council has built cooperative system with related organizations and companies home and abroad. 

“The budge for group home is must needed”
Ahn continues “The budget is allocated mainly on political purposes. It is irrational and ignores child welfare which is a really important part of our society. Clause 4 of Article 34 of the Constitution states about the duty of the state on improvement of elderly and young people’s welfare but no children. We call our children as our future but there is not even an organization that promotes rights and interests of children in strict terms. Korea only allocates 0.45% of the budget for child welfare and even this is not properly executed in many cases. So we are pushing the government to include ‘child’ in the article, establish a standing committee on child, and allocate the budget that meets OECD standard.” Ahn continues “Korea’s child policy seems to depend on volunteering of individuals. But the poor environment makes them leave one by one and discourages newcomers. We must realize that investment in child is investment in future.” Ahn often says ‘The best child rearing environment comes from the adults who have good heart’ and always feels rewarded whenever he gives a helping hand for children in need. <Power Korea> sends loud cheers and long applause for Ahn and the Korea Council of Grouphome for Children and Youth.
