부산시, 전국 일자리 창출 평가 2년 연속 「大賞」수상
부산시는 고용노동부에서 주관하는 전국 지방자치단체 일자리대책 추진실적 평가에서 2년 연속 광역시·도 부문 ‘대상’의 영예를 안았다고 밝혔다. 광역시·도 부문 대상을 2년 연속해서 받은 자치단체는 ‘부산광역시’가 처음이다. 이번 수상은 고용노동부 주관 2014~2015 전국 지방자치단체 일자리경진대회 2년 연속 ‘대상’ 수상에 이은 또 하나의 쾌거로, 민선 6기 시정의 핵심목표를 일자리 창출에 두고 그동안 부산만의 다양하고 차별화된 신규 시책과 사업을 적극적으로 추진해 온 결과이다. 이번 평가는 ‘지역 일자리 목표 공시제’의 일환으로 고용노동부(중앙고용자문단)가 전국 240개 지방자치단체(광역 17, 기초 223)를 대상으로 고용률, 취업자 수, 상용근로자 수 등 정량평가(30%)와 일자리 인프라 구축, 일자리 창출 등 정성평가(70%)를 통해 수상기관을 선정하였으며, 부산시는 일자리창출 추진의 체계성, 자치단체장의 의지, 일자리대책의 지역 적합성 및 창의성, 대표사업 등 정성평가에서 골고루 좋은 점수를 받은 것이 이번의 성과로 이어졌다. 기초자치단체 부문에서는 영도구가 ‘최우수상’을, 해운대구와 사하구가 ‘우수상’을, 그리고 동구가 ‘특별상’을 수상하였다. 서병수 부산시장은 취임 때부터 ‘좋은 일자리와 경제 활력을 만들어내는 일자리 시장’을 표방한 후 시정의 모든 역량을 일자리 창출에 쏟아왔으며, 특히 지난해에는 전국 최초로 민선 6기 부산의 일자리 정책방향을 담은 ‘부산 일자리 아젠다 10’(10개 의제 50개 세부과제)을 발표하였고, 지역기업의 숨은 일자리 발굴과 고용 장애·규제 개선 등 현장 중심의 일자리정책 추진을 위해 ‘1기업 1공무원 일자리소통관제’를 전국 처음으로 시행하는 등 부산만의 일자리정책을 적극적으로 발굴·추진하여 왔다. 또한, 부산일자리전략회의, 부산일자리위원회, 부산일자리정책조정회의 등 소통과 협력을 통한 포괄적인 민관 협치의 일자리 거버넌스를 새로이 구축·운영하였고, 노사민정 대표와 지역 100개 기업 노사대표 간 일자리 창출(2,806개) 상생 협약체결, 노사민정 대표단의 국내·외 기업 유치방문 등 지역 노사민정이 어느 때보다 한마음으로 일자리 창출을 위해 노력하였다. 아울러, 10년이 넘도록 미해결과제로 남아있던 S&T모티브(주) 노후건물에 대해 7개 부서가 머리를 맞대어 복잡한 난제를 해결하여 117억 원의 신규투자와 1,040명의 신규고용을 이끌어 내는 등 역발상의 접근과 현장 중심의 과감한 규제개혁을 통해 신규 일자리를 창출하였다. 

부산시, 조선해운 위기극복 민관합동 지원단 가동
부산시가 지역의 주력산업인 조선과 해운업의 위기극복을 위해 김규옥 경제부시장 주재로 부산상공회의소, KOTRA, 한진중공업, 흥아해운 등 민관 합동으로 대책마련에 나섰다. 앞서 부산시는 지난 5월 4일 서병수 부산시장이 참석한 가운데 유관기관 대책회의를 통해 조선과 해운업계지원, 중소기업 운전자금 200억 원 증액, 구조조정 시 실업대책 등 3개 분야에서 9개 대책을 내 놓은 바 있다. 당시 회의에서 조성제 상의회장은 파나마 운하 확대에 따른 정부주도의 파나막스급 상선 100척 발주 등을 통한 조선기자재-조선사-해운사로 이이지는 선순환 구조 창출을 제안하였고 이에 부산시는  정부의 선박 계획발주를 포함하여 업계의 건의사항등을 발굴, 10가지 정부 건의안을 지난 5월 18일 기획재정부 등에 건의하였다. 이번 회의는 5월 4일 대책회의 이후 진행상황을 짚어보고 하루가 다르게 변화하고 있는 조선·해운업의 동향에 관계기관, 업계대표와 함께 위기극복을 위한 대책마련과 정부 건의사항에 대한 대응논리 개발 등 심도 있는 토론을 위해 마련되었다. 부산시 관계자는 “이번 조선과 해운업의 어려움을 극복하기엔 부산시만으로는 한계가 있다”면서, “정부의 합리적 정책을 위해 지역의 현장감 있고 피부로 느끼는 해결방안 마련이 중요하며 울산, 경남, 전남 등 같은 어려움을 겪고 있는 지역들과 함께 공동 대응방안 마련 등 위기극복을 위해 최선의 노력을 다하겠다”고 전했다.

부산시, 제7차 세계수산회의 개최
부산시와 해양수산부는 지난 달 23일부터 27일까지 5일간 벡스코에서 ‘제7차 세계수산회의’가 개최됐다. 세계수산학회 협의회(WCFS, World Council of Fisheries Societies)가 주최하고 (사)한국수산과학회 주관 및 해양수산부와 부산광역시가 후원하는 ‘제7차 세계수산회의’는 1992년 그리스 아테네에서 제1회 행사가 개최된 이후 4년 마다 개최되는 수산 분야 최고 권위의 학술대회로서 ‘수산 학술올림픽’이라 불린다. 이번 대회는 2012년 영국 에덴버러에서 개최된 제6차 대회에서 미국, 호주, 남아공의 치열한 경합에서 이겨 ‘부산유치’를 성사시켰다. 남택정 행사조직위원장(부경대학교 교수)은 “지속가능한 수산업과 안전한 수산식품으로의 도전”이라는 주제로 개최되는 이번 행사는 수산자원의 감소와 국가 간 어업경쟁의 심화에 따른, 수산자원관리에 전 세계가 공동으로 협력해야 할 필요성을 공감하고 현안과제를 중점 논의하는 자리가 되었다. 이번 행사에서는 FAO 세계수산대학 설립 관련 국제세미나, 한․일 해녀포럼행사, 부산수산정책포럼 및 21개 국내외 기관이 참여하는 전시행사와 부산 팸투어 등 다양한 행사가 함께 준비되어 학술행사를 넘어 전 세계 수산인을 위한 축제의 장이 되었다. 서병수 부산시장과 김영석 해양수산부장관은 인사말을 통해서 “이번 행사가 전 세계 수산과학의 미래와 공동발전을 위한 중요한 기회가 되길 바라며, 우리나라도 앞으로 그 역할을 충실히 해나갈 계획”이라고 밝혔다. 

Busan wins at national job creation appraisal 
Busan announced that it won the grand prize at the national job creation appraisal on local governments (held by the Ministry of Employment and Labor) in the category of metropolitan city and province twice in a row for the first time in history. The city also won the grand prize at the national local government job creation competition in 2014 and 2015 and the winning of the appraisal this time therefore was praised for its continuous effort in pushing forward the city’s differentiated policies and projects. The appraisal was of part of ‘Local Job Target Disclosure’ and the ministry screened on 240 local governments on employment rate, number of employees and regular employees (30%), infrastructure and job creation capability (70%). Busan won the prize for methods, will of the mayor, appropriateness, creativity and implementation. Also, the city’s Yeongdo District won the top prize, Haeundae District and Saha District the runner-up prizes and Dong District the special prize in the basic local government category. Mayor Seo Byeong-su has focused on job creation since he took the office and introduced ‘Busan Job Creation Agenda 10 (50 tasks in 10 agendas)’ as well as ‘1 Public Servant for 1 Company on Control for Job Creation’ for the first time in Korea and it improved conditions on recruitment policy and work environment effectively. He also built an integrated cooperation system between privates and public organizations through active communication and singed a business agreement with 100 regional companies and related people in order to create 2,806 jobs. In addition, Seo solved the 10 year pending issue of S&T Motive’s worn out building by securing KRW 11.7 billion new investments with creating 1,040 jobs.

Busan to run support group for shipbuilding crisis
Busan and related public organizations and companies gathered their strength to bring up measures for the crisis that hit the Korean shipbuilding industry. In the prior meeting held on 4 May, Mayor Seo Byeong-su and related government officials suggested to create KRW 20 billion support fund alongside 9 measures for 3 sectors including shake-out and job loss. Chairman Jo Sung-je of Busan Chamber of Commerce & Industry suggested creating a virtuous cycle of ‘shipbuilding materials-shipbuilders-shipping companies’ by government level ordering of 100 Panamax type ships while the city delivered 10 propositions to the central government on 18 May. The meeting this time focused on bringing up practical measures and analysis on the current shipbuilding industry in the world. An official of the city said “The crisis the Korean shipbuilding industry is facing cannot be solved by us alone but with national level support and policy.”

Busan holds 7th World Fisheries Congress
Busan City and the Ministry of Oceans and Fisheries held The 7th World Fisheries Congress Busan on 23-27 May at BEXCO. The congress was hosted by the World Council of Fisheries Societies (WCFS) and sponsored by the Korean Society of Fisheries and Aquatic Science, the ministry and the city. Regarded as fisheries Olympics, it was first started in Athens, Greece in 1992 and it is held every four years. Busan invited the congress this year by competing against the US, Australia and South Africa at the 6th congress. Director Nam Taek-jeong of organizing committee said “The congress was held under the slogan ‘Challenge for Sustainable Fisheries and Safe Marine Products’ and the participants voiced together the importance of co-management of marine resources and global level cooperation.” An international seminar on founding FAO International Fisheries College, Korea-Japan Female Diver Forum, Busan Fisheries Policy Forum, Busan Pam Tour and other various events, which attracted 21 organizations home and abroad, also took place during the congress. Mayor Seo and Minister Kim Young-suk said in their speeches that they sincerely hoped that the congress this year would be an important opportunity for the fisheries industry in the world to co-grow and develop and Korea would do its best to take a greater part of it.”
