여성가족부, 학교 밖 청소년 동행 걷기대회 개최
학교 밖 청소년 지원에 관한 법률 시행 1주년을 기념해 학교 밖 청소년들과 청소년지도자, 일반 시민 1,000여 명이 함께하는 ‘학교 밖 청소년 동행 걷기대회’가 지난 달 27일 올림픽공원 평화의 광장에서 개최되었다. 이날 걷기대회는 학교 밖 청소년정책의 주무부처인 여성가족부(장관 강은희)와 한국청소년육성회(총재 박문서), 국민체육진흥공단(이사장 이창섭)이 학교 밖 청소년을 둘러싼 사회인식을 개선하고, 또래친구들과 활동적으로 어울릴 수 있는 기회를 제공하기 위해 마련됐다. 이날 행사는 걷기대회에 앞서 앞으로 한 해 동안 활동하게 될 ‘제2기 꿈드림 슈퍼멘토단’과 ‘제2기 꿈드림 청소년단’(이하 ‘꿈드림단’) 위촉식이 열렸다. ‘슈퍼멘토단’은 지역추천을 통해 교육, 문화예술, 의료, 법조 등 다양한 분야의 전문가 30명으로 구성됐으며, 학교 밖 청소년들과 경험을 공유하여 학교 밖 청소년이 다양한 꿈을 설계할 수 있도록 도움을 주게 된다. ‘꿈드림 청소년단은 전국 학교밖청소년지원센터(이하 꿈드림센터) 추천으로 선발된 학교 밖 청소년 193명으로 구성됐다. 이들은 전국 학교 밖 청소년의 고충과 어려움을 대변하고, 학교 밖 청소년 정책 개선을 위한 수요자중심의 의견을 개진하게 된다. 걷기대회가 열리는 올림픽공원 평화의문 광장에는 다양한 체험행사도 함께 진행되었다. 한편, 여성가족부는 ‘학교 밖 청소년 지원에 관한 법률’을 기반으로 지난 1년 간 ‘학교 밖 청소년 지원센터’(꿈드림)를 전국 시·군·구 202개소 지정·운영하며 지난해 총 3만3천718명의 학교 밖 청소년들을 발굴·지원했다. 강은희 여성가족부 장관은 축사에서 “학교 밖 청소년 지원에 관한 법률을 통해 우리사회는 학교 밖 청소년 지원을 위한 법적 체계를 처음으로 구축하고, 지원을 본격화할 수 있었다”고 평가하고, “학교 울타리 밖의 청소년들도 우리사회의 소중한 미래 인재로서, 다양한 진로를 모색하고 꿈을 키울 수 있도록 사회 각계의 보다 적극적인 관심과 지원이 함께하길 기대한다”고 밝힌다. 

다문화가족과 함께하는 봄·만남·어울림 음악회 개최
여성가족부 강은희 장관은 5월 가정의 달을 맞아 다문화가족을 비롯한 시민들에게 문화를 통한 소통과 화합의 기회를 제공하고자, 지난 달 24일 대한민국역사박물관 역사마당에서 ‘다문화가족과 함께하는 봄·만남·어울림 음악회’를 개최했다. 이번 음악회는 초청된 다문화가족 100여 명 외에도 점심시간을 활용해 공연을 즐기고픈 광화문 인근 직장인들이나 일반 시민들, 주변 관광객들 모두 편안하게 참여할 수 있는 열린 야외공연이다. 이번 음악회는 강은희 여성가족부 장관의 환영사를 시작으로, 다문화구성원들로 이뤄진 문화예술단들의 노래와 난타공연, 그리고 성악공연으로 진행됐다. 한국, 몽골, 중국, 필리핀 4개국 다문화구성원들로 이뤄진 문화예술단 ‘몽땅(montant)’은 몽골 전통음악과 단원들의 모국어가 어우러진 아리랑공연을, 천안지역 결혼이주여성 8인으로 구성된 ‘다울림공연단’은 난타 중심의 역동적 공연을 펼쳤다. 2015년 다문화실태조사와 다문화수용성조사 결과에 따르면, 결혼이민자·귀화자 30% 가량이 어려움이 있을 때 의논할 상대가 없는 등 사회적 관계가 부족하고, 국민들의 다문화수용성은 다문화 교육·행사 등의 참여 경험이 많을 경우 높은 것으로 나타났다. 강은희 여성가족부 장관은 “다문화가족은 대한민국의 미래를 함께 만들어가는 우리 사회의 당당한 구성원”이라고 강조하고, “이번 음악회가 다문화가족과 비다문화가족이 음악을 통해 서로 소통하고 다문화에 대한 이해를 높일 수 있는 계기가 되길 바라며, 여성가족부는 다문화가족과 교류와 소통이 더욱 활성화될 수 있도록 정책적 노력을 기울여 나가겠다”고 밝혔다. 

Kang walks with out-of-school students
On the occasion of the 1st anniversary of Out-Of-School Students Support Act, 1,000 teachers, out-of-school students and citizens walked together around Olympic Park on 27 last month. The walking event was held by the Ministry of Gender Equality and Family, the Korea Association for Youth Service, and the Korea Sports Promotion Foundation. Prior to the event, the appointment ceremony of ‘The 2nd Dream Super Mentoring Corp’ and ‘The 2nd Dream Youth Corp took place. The former is consisted of 30 specialists of education, culture & art, medicine and laws and they help students make their dream come true. The latter is consisted of 193 out-of-school students recommended by the Dream Centers (out-of-school student support center) nationwide and they speak for their friends and give opinions on educational policy. The ministry has run 202 of the centers nationwide for the last 1 year and supported 33,718 students. The minister Kang Eun-hee said “We were able to start to give students a systematic support thanks the Act. We will see those students as our valuable future asset and we will keep finding better ways to give support and promote their talents.”

Kang holds a concert for multi-cultural families and citizens
Minister of Gender Equality and Family Kang Eun-hee held a concert under the theme ‘Spring, Encountering and Sharing with Multi-cultural Family’ at the Seoul Museum of History on 24 last month. On the occasion to celebrate Family Month (May), the concert invited 100 multi-cultural families and the people passing by the area around that time on the day. A number of celebratory singing and drumming performances took place after the opening speech of minister Kang. The culture and art group ‘Montant’, consisted of members from Korea, Mongolia, China and the Philippines, for example, gave Arirang performance while ‘Daullim Troupe’, consisted of 8 female immigrants who married to Korean men, demonstrated dynamic movement of Nanta (drumming). According to a 2015 research on multi-culture and families, 30% of immigrants found it difficult to make a friend whom she/he can talk with. Also, the people who regularly participate in multi-cultural events showed more open mindedness for different cultures and people. Minister Kang said “Multi-cultural families are important part of our society to create a better future. I hope the concert will be an opportunity to raise public recognition and understanding and the government will provide unsparing effort to promote actively exchanges.”
