기획재정부 유일호 부총리, 중국과 협력 통한 상생기반 마련
유일호 부총리 겸 기획재정부 장관은 “중국과의 관계에 있어 경쟁보다는 협력을 통한 상생, 수출 위주의 단기적 접근보다는 투자와 창업을 연계한 중장기적 비전으로 접근해야 한다”고 밝혔다. 유 부총리는 지난 달 27일 열리는 한중 경제장관회의에 앞서 서울 은행회관에서 중국진출 활성화 간담회를 열고 "내실화된 한중 경제협력을 바탕으로 중국과 한국이 상호 윈윈(win-win)할 수 있는 포괄적 진출 전략을 추구해 나가야 한다"며 "경쟁보다는 협력을 통한 상생기반을 마련할 필요가 있다"고 강조했다. 이날 간담회에는 삼성전자와 현대자동차, SK종합화학, LG화학, 포스코, CJ대한통운, 녹십자홀딩스, 서울대학교 병원 관계자와 산업부, 복지부, 식약처 간부진이 참석했다. 유일호 부총리는 이 자리에서 "우리나라 최대 교역국이자 전체 수출의 4분의 1을 차지하고 있는 대중국 수출규모는 2014년 이후 지속적으로 감소하고 있다"며 "올해 두 자리 마이너스 증가율을 기록하는 등 여전히 부진한 상황이 지속되고 있다"고 진단했다. 유 부총리는 이어 "그러나, 소비증진(consumption), 환경 친화적 정책(clean environment), 도시화(city) 등 3C로 상징되는 중국의 패러다임 변화는 우리에게 새로운 기회를 제공해주고 있다"며 "폭발적인 내수시장 성장과 한류 콘텐츠 확산, 환경 친화적 제품, 건강식품 등에 대한 새로운 수요증가는 우리 기업들의 중국진출에 있어 새로운 돌파구이자 기회가 될 것"이라고 밝혔다.

그는 “특히 중국과는 경쟁보다는 협력을 통한 상생, 단기적인 접근보다는 수출과 투자가 연계된 중장기적인 비전의 진출 전략을 마련해야 한다고 생각한다"며 "합작투자 등 현지 거점화를 통한 수출활로 모색은 최근 중국 내 사업 시 가장 큰 어려움으로 작용하는 비관세 장벽 완화에도 기여할 수 있을 것으로 보인다"고 밝혔다. 유 부총리는 "단기간 내 해소하긴 어렵겠지만 현지 대응반 등을 활용해 사례발굴 체계를 다변화하고 관련사례 DB(데이터베이스)화, 양자협의 채널 활용확대 등을 통해 전략적, 사전적 대응을 강화해 나갈 계획"이라고 밝혔다. 한편 한중경제장관회의는 경제 분야 수석 부처 간 협의체로 1999년 이후 매년 교차 개최해왔으며, 올해는 서울에서 열린다. 

기재부, 공공기관 성과연봉제 추진상황 점검
기획재정부는 지난 달 20일 송언석 제2차관 주재로 '공공기관 성과연봉제 추진상황 점검회의(4차)'를 개최했다. 송 차관은 이어 “성과연봉제는 지난 ‘13년 여야 합의로 통과된 고령자고용촉진법에서 의무화한 임금체계 개편의 일환으로 이는 청년고용 문제해결, 장년층 고용안정 등을 위해 직무와 성과 중심으로 임금체계를 개편해야 한다는 절박한 시대적 요구”라고 밝혔다. 송언석 차관은 ‘성과연봉제가 저성과자 퇴출로 연계’될 것이라는 일각의 우려와 관련, “성과연봉제와 '직원역량 및 성과향상 지원방안(일명 저성과자 퇴출제)'은 목적과 성격, 평가방식 등이 전혀 다른 제도”라며 “‘성과연봉제’는 상대평가에 의하여 성과에 합당한 보수를 차등지급 하는 제도이며 ‘직원역량 및 성과향상 지원방안’은 절대평가를 원칙으로 하며 근무성적 부진자의 단계적 관리를 위한 방안으로 성과연봉제가 저성과자 퇴출과 연계되는 것이 아니다”라고 설명했다. 19일 기준, 성과연봉제 확대 도입을 위해 노사 합의 또는 이사회 의결을 완료한 기관은 한전과 마사회 등 59개 기관으로 대상기관의 49%다. 공기업 중에서는 16개 기관, 준정부기관 중 43개 기관이 노사합의 또는 이사회 의결을 완료한 상태다. 송언석 차관은 공공기관 연봉성과제 도입시한인 6월 말까지 공기업에 대한 추진 상황을 집중 점검하고 5월 중 조기 이행될 수 있도록 최대한 노력해 달라고 당부했다. 

Yoo cooperates with China for co-growth
Deputy Prime Minister and Minister of Strategy and Finance Yoo Il-ho said that Korea had better cooperate with China than compete for co-growth. In a meeting held prior to the Korea-China Economic and Trade Minister’s Meeting, he emphasized on win-win cooperation and comprehensive market strategies. Officials of numerous major companies and government organizations attended the meeting. Yoo said “China is the biggest importer of Korean goods which takes 1/4 of total export and the recent figures show that the volume is in a steady decline since 2014. However, China’s 3 C Paradigm ‘Consumption’, ‘Clean Environment’ and ‘City’ will be a new opportunity for us considering the strong presence of K-Wave and the market demand for eco-friendly products and foods. Joint investment will be a good way to pioneer the market which might ease the tariff barrier and creating a data base for successful cases as well as expanding cooperative channels will also be helpful.” Meanwhile, the Korea-China Economic and Trade Minister’s Meeting has held since 1999 and it is held in Seoul this year. 

Song checks on implementation of performance-driven alary system
The Second Deputy Minister of Strategy and Finance Song Un-suk checked on implementation of performance-driven salary system on public institutions on 20 last month. Song explained “The system is part of salary system reform which was introduced to promote employment for young people and stability for middle and older employees. There is some misunderstanding between the performance-driven system and staff capability & improvement support (low performers get out of work). The former provides salary according to performance while the latter rather manages and improves lower performers through appraisals. Therefore the latter does not necessarily mean to get the lower performers out of work.” The system currently is applied to 59 public institutions (49%) and 43 of them are semi-public institutions in which the management and the labor both agreed on the system. As the introduction deadline of the system is the end of June, Song asked related officials to be diligent in checking on implementation of the system on the rest public institutions by the mid May.
