4.13 총선과 앞으로의 국정운영 방향에 대한 큰스님의 고견을 듣다 
남의 과를 들추지 않는 것이 자신의 공을 올리는 현명한 방법이다

본격적으로 막판을 향해 달리는 4.13총선은 박근혜 정부가 보낸 3년 여 임기를 정리하고 남은 임기 동안의 국정을 정리하는 단초가 될 것으로 여겨진다. 국론의 분열과 정계의 대이동 속에서 맞이하는 총선과 미 대선의 결과가 주목되는 상황이다. 영천 은해사와 제주도 약천사에서 법문을 통해 부처님의 마음을 실천함에 60여 년을 바친 큰스님 회주 혜인스님이 잠시 묵언을 깨고 대한민국의 장래를 염려하는 준엄한 충고와 진지한 성찰을 남겼다. 몇 가지 대담을 통해, 종교인으로서, 이 땅의 어르신으로서 우리나라의 현황을 점검하고 갈등을 극복할 충고와 아울러 국민들을 화합하게 할 꽃씨를 뿌리고 행복의 열매를 딸 수 있는 혜인스님의 덕담에 대해 정리해 본다. 

1. 이번 4.13 총선에 대한 전망과 스님의 고견을 말씀해 주십시오.

늘 총선과 대선에 대한 질문을 많이 받아 왔다. 하지만 이번 총선에 대해서는 뉴스와 TV는 가급적 적게 접하려고 한다. 여당이든 야당이든 이번에는 소리 높여 상대의 과오를 지적할 자격이 있는지 의문스럽고, 이러한 작태는 국민에 대한 우롱에 지나지 않는다고 생각된다. 목소리를 높인다 한들, 결과는 이번 총선에서 이들에게 실망한 국민들이 결정할 것이다. 또한 이번에는 갖은 막말과 몽니 속에서 끝까지 국민을 실망 시켰다. 여당이든 야당이든 대통령을 비호하고 정책이 올바르게 시행되도록 보탬이 되었어야 했는데, 싸움과 막말로 대통령에게 비수를 들이대고 힘을 모으지 않았기 때문이다. 또한 야당 역시 의견이 다르다 해도 국민에 의해 선출된 사람을 국민의 대표자 자격으로 받들고 경청하며 정책에 협조하는 관용이 필요하다. 사람에게 장점이 있으면 단점도 있는 법인데도 한 식구끼리 뭉치지 못하고 여야가 함께 국민의 대표자를 압박했다. 
공천파동과 막말파동으로 모든 국민을 실망시켰다. 이러한 결과가 이번 총선의 득표로 나타나게 될 것이다. 야당을 대표하는 김종인 대표의 경우, 과보다는 공에 대해서 한마디쯤 흘려주었더라면 지도자로써 더욱 돋보였을 것이다 앞으로 어떤 대통령이 나오게 되더라도 지금처럼 여야가 대통령의 국정운영에 발목을 잡고 사사건건 거부하고 반대를 한다면 한국의 미래는 어둡다.

2. 총선과 얼마 남지 않은 대통령 임기에 대한 국민들의 관심이 큰데, 스님은 어떤 입장을 갖고 계십니까?

대통령 임기가 1년 남짓 남았기에 많은 국민들의 관심이 클 것이다. 국민들을 위해 여당과 야당이 모두 생각을 바꾸어야 하고, 평소 언행을 조심했으면 한다. 무슨 의미인가 하면, 지금 정권의 재창출, 정권 심판론을 주장하고 벌써부터 2017년에 대해 이야기하는데, 우리나라의 상황은 지금 정권교체가 최우선 문제가 아니라고 생각한다. 박근혜대통령은 미국, 중국, 러시아, 일본 등 세계 각국의 정상들과 긴밀한 유대관계를 가지면서 북한 핵문제를 강력하게 저지하고 포기시키려는 노력으로 최선을 다해왔다. 대통령의 공무수행 능력에 대해서는 인정하고 높이 평가하고 싶다. 
북한정권은 대한민국을 초토화시키고 서울을 불바다로 만든다고 하는데 이는 대단히 큰 오판이다. 박근혜 정권의 재임시절에는 핵무기를 쓰는 순간, 북한 정권은 며칠 못 간다고 확신하므로 이는 자기의 무덤을 파는 행위이다. 
지금 남북한이 함께 성공하고 칠천만 겨레가 눈부신 발전을 하는 길은 북한정권이 핵을 포기하는 순간, 상상을 초월하는 개발이 분명히 온다.

3. 그렇다면 다음 대권주자로 괜찮다고 생각하는 인물이라든지, 혹시 대권에 도전할 인재가 없다 해도 그 중 다른 사람들보다 낫다고 여겨지는 인물을 언급해 주시기 바랍니다.

지금은 대권을 마땅히 이어나갈 인재는 별로 없다는 생각이 들고, 차차 성장해 갈 인물 중에서 찾아본다면 소신 있는 국회의원 중에서 찾아보아야 할 것이다. 첫째로 이번에 새누리당에 온 조경태를 꼽고 싶다. 그 다음은 대구에서 더민주당 소속으로 출마하는 김부겸 등이 인물이라고 여긴다. 그 외에도 몇몇 생각한 사람이 있지만, 겪어본 사람 중에는 이들이 낫다. 여당이든 야당이든, 대통령에 대한 기본적인 예우는 할 줄 아는 소신이 있어야 국론을 통합할 수 있다. 조경태를 꼽은 이유는, 박근혜 대통령이 국회시정연설을 마치고 퇴장하자 야당의 국회의원 중 한 명도 박수를 치지 않았다. 하지만 조경태 의원은 혼자 일어나 박수로 맞이하는 소신을 보여주었다. 그런 마음가짐이 있기에 여당 텃밭에서 야당으로 출마해 당선될 수 있었던 원동력이라고 본다. 무엇이 목적인지는 좀 더 두고 보아야 알 수 있겠지만 그러한 사고를 가졌다면 어느 대통령이 여당에 오더라도 극진히 모시고 경청할 사상을 가졌다고 판단할 수 있다. 
색깔을 고르지 않고 국회의원의 소신을 가진, 그런 사람이 등용되길 바란다. 또한 김부겸의 경우는 그의 입을 통해 상대편이나 대통령을 비방하고 여당을 공격하는 사례를 본 적이 없었다. 비록 더민주당 소속으로 당선되었다 할지라도 반드시 대구․경북 지역을 귀하게 여기면서 동서의 화합을 이루고 임기 마지막까지 대통령을 보좌하며 후보자들을 실망시키지 않는 덕정을 베풀 사람이라 믿는다. 나는 여야에 상관없이 화합할 수 있고, 소신을 지키는 사람을 좋아한다. 정치를 운전에 비교했을 때 운전을 할 때는 운전 실력이 최우선이지, 남성과 여성, 차의 주인과 손님을 나눌 필요가 없다. 정치도 마찬가지로 여야에 속해 있는지 따질 필요가 있는가. 여와 야의 깊은 골을 메우고 국민의 화합을 이뤄내는 사람이 바로 내가 원하는 인물이다. 

4. 미국 대선 역시 국내 경제 및 정치상황에 큰 영향을 끼칠 것으로 보입니다. 이에 대해선 어떻게 전망하시는지 궁금합니다.

힐러리가 대통령이 된다면 박 대통령과 같은 여성으로써 한미동맹 강화와 북핵문제의 해결에 분명한 결론을 내려주는 큰 역할을 할 것이라 믿는다.

5. 세계적으로 분단국가는 대한민국이 유일합니다. 항상 전쟁 상황에 놓여 있는 것과 다름없는 이 상황과 남북통일 및 북핵 문제에 대해 어떻게 생각하고 계신지 궁금합니다.

저도 대한민국 국민으로서 다 같은 단군의 자손으로서 우리 7000만 민족의 행복과 세계가 부러워하는 살기 좋은 나라의 모습을 보고 싶은 간절한 소망인데 그 방법은 아주 간단하다고 생각합니다.
북한이 핵만 포기하는 순간 북한정권과 북한 동포는 대박이 실현되는 순간이라 봅니다. 생각해보십시오. 우리 대한민국을 핵폭탄으로 쑥대밭 만들고 청와대를 불바다로  만들겠다는데 누가 좋아하겠습니까? 만일 그들의 생각대로 실행한다면 북한정권은 며칠 못가서 박살이 날것이라 확신합니다. 대신 핵만 포기한다면 우리 대한민국 국민이 얼마나 착하고, 인정 많고, 눈물이 많고 애정이 몸과 마음에 가득한 국민 아니겠습니까?
자기의 살을 베어서라도 배고프고 고생하는 북한 동포들을 먹여 살리며 고통을 분담하려는 대다수 국민들의 마음을 저 자신부터 가지고 있기에 핵만 포기하면 남북한 모든 국민은 지상천국의 시대가 온다고 생각합니다. 
하지만 가장 위험한 생각을 가진 국민들이 점점 늘어 가고 있다는 현실이 두렵고 무서운 일입니다. 대한민국 땅에서 배울 만큼 배우고 출세했다는 학생, 노동자, 교수, 판검사나 국회의원 신분을 가진 사람까지도 종복세력에 적극 가담하고 동조하며 찬양하는 모습들이 무서운 독버섯이나 전염병 병균처럼 번져나가고 있다는 사실입니다.
결론을 말씀드린다면, 북한이 핵을 포기하지 않고 우리 대한민국을 말살시키려는 북한 정권의 그 무시무시한 생각이나 행동을 그만 두지 않는 상황에서 만일 우리 국민이 북한정권에 동조하거나 찬양한다면 그 사람들은 우리 대한민국의 맑은 공기를 맡을 자격이 없고 이 나라의 땅도 밟고 다녀서도 안 되며 우리 국민이 피 땀 흘려 농사지은 쌀 한 톨도 먹을 자격이 없으니 준간첩 사상범으로 철저하게 그들의 신분을 조사하고 색출하여 뽑아내야합니다.
왜냐하면 좋은 곡식밭에 잡초가 나면, 결국에 곡식은 모두 죽어버리고 잡초만이 무성해진다는 이치를 명심합시다. 김일성, 김정일의 잘못된 사상과 핵개발만이 북한 정권을 오래도록 유지하는데 유일한 방법이라 생각하고, 어린 나이에 미친개가 되어버린 김정은의 생각을 근본적으로 고쳐서 새로운 사람으로 만들어주기 위해서는 우리 대통령께서 하루속히 대기업 총수들을 불러 모아 긴급회의를 열어서 이 나라와 국민의 생명을 위협하는 북핵 문제에 최첨단 무기를 도입하여 북이 아무리 핵을 사용한다 하여도 무용지물이 되어버리고, 마치 일본천왕이 미국에게 항복하고 두 번 다시 고개 들지 못하도록 통곡하듯이 매운맛을 제대로 보여주는 것이야말로 참으로  대통령이 해야 할 일이요. 대기업들도 모든 국민에게 인정받고 존경받고 사랑받는 진정한 애국자가 되도록 돈을 제대로 써야한다는 것이 이 늙고 병든 노승의 간곡한 부탁이며 소망입니다.
이 나라를 망하게 만들고 국민을 무차별하게 죽인다는데 세상에 이보다 더 무섭고 긴급한 상황이 어디에 있겠습니까? 모든 사업현장과 대기업들도 하루아침에 잿더미가 되어버린다는 점을 명심하고 최우선 순위로 북핵문제만큼은 반드시 막아야하고 단호히 응징해야할 것입니다.

6. 지난 60년 이상의 수행과 포교활동을 통해 불교활동에서의 업적이 크신데, 이러한 오랜 경험을 토대로 대한민국의 미래 전망과 국민들을 향한 덕담 한 말씀 남겨 주십시오. 

8만대장경에 나온 말씀 중에 가장 첫째가 되는 것이 모든 사람들을 대할 때 일월광명이 온 세상을 차별 없이 비춰주듯이 여당 야당 네 편, 내 편 없이 달과 해처럼 여야와 나라, 친척, 친분에 연연하지 않고 온 세상을 평등하게 사랑하고 비춰 주는 삶이 되어야 한다. 누군가를 생각함에 있어 내 부모, 형제, 처자와 가족을 대하듯 한다면 무엇을 한다 해도 이뤄지게 된다. 이러한 마음이 사랑하는 마음이다.
두 번째는 불행하고 가난하고 어려운 사람들의 눈물을 닦아주고, 함께 아파해주며 공감하는 것이다.
세 번째로 오늘 이 시간부터 모든 사람들이 자나 깨나 생각하고 명심해야 하는 것은 만나는 모든 사람들을 어떻게 하면 기쁘고 즐겁고 편안하게 할 수 있는 지를 날마다 생각하고 실천하는 것이다. 
마지막으로 불교가 무슨 종교인지 말하자면, 불교는 마음을 찾는 종교요, 마음을 보는 종교요 마음을 깨닫는 종교요 마음을 잘 사용하도록 가르치는 종교이다. 마음이 달라지면 모습이 달라지고 관상이 바뀌면 내 운명과 팔자도 바뀐다.  
모든 국민과 전 인류가 살맛나는 세상을 만드는 길은 너와 나 할 것 없이 오늘 이 시간부터 상대에게 기분 나쁜 말하지 않도록 조심할 것이며, 상처를 주는 말을 하지 않도록 명심하고 다짐하며 실천하는 것이다.
타인에게 기분 나쁜 말을 하거나 상처를 주는 행위는 자기 자신에게 있는 복과 덕이 소모가 되는 것이며 자기 인격을 스스로 깎아 먹는 것이 될 것이다.

 

 

A Great Monk Hyein gives opinions on the general election

As the general election is fast approaching, many people see it as interim checks on President Park's 3 years of performance. The split in public opinion and the shifting in the political world as well as the result of US primary also are in the center stage in the Korean society at the moment. In this situation, a great monk Hyein, who has devoted 60 years of his life to spreading the teachings of Buddha at Enhae Temple in Yeongcheon and Yakcheonsa in Jeju Island, broke his silence and gave a word of wisdom for the people. Power Korea met him and heard of his opinions and prospects on the impending general election and the coming presidential election as well as the political world in Korea. 

1. What is your opinion on the general election?
I have been asked that question many times. But I'm trying not to hear about the news much from the media this time. First of all, I really doubt whether they, both ruling and opposition parties, have a right to point out each other's faults. If they do, it's an act of fooling the people. No matter how much loud they chant about their policies or accusation on other parties, the all time disappointed people will bring the judgement with their vote at the end. Those politicians' bad words and political avarice are deeply disappointing the people this time again. It is lawmakers' job to give a support to the president and check on the implementation of the policies but they just want to seek an opportunity to attack the president or each other. The opposition party in particular needs to show a respect, and a support when necessary, to the president at least because she won a majority of votes. They need to accept the fact that everybody has both good and bad points. It is regretful that the leader of the opposition party Kim Jeong-in hasn't given a word of compliment to President Park. If he did, he might have been seemed as a leader with a big heart. No matter which party is winning or losing the election this time, Korea's future will always be obscure if they only attack the president or each other. 

2. Park's presidential term ends in just over a year. What is your opinion?
I notice that the people already started to show an interest in the coming presidential election. Like I said before, politicians need to change their attitude in politics and the words they choose to use. The opposition party has already started their political chanting of the usual "Judge the regime, change the regime" thing. But that is not a matter of the highest priority at the moment. Park has exerted much of her effort in solving the North' nuclear issue in cooperation with the US, China, Russia and Japan. We have to have an attitude to acknowledge one's effort and achievement over failure in some parts. I personally give my compliment to her capability in performing public duty in that terms. The North has been tediously threatening to turn the South into a 'sea of fire'. What they don't know is that the moment they execute it with nuclear weapons during Park's term they will be the one who have dug their own grave. If they give up on nuclear ambitions, however, there will surely be a prosperity in the Korean Peninsular. 

3. Do you think that there is a right or appropriate candidate for the coming presidential election? 
I think there is none for now. If I still have to find one, I might have to find the one among lawmakers who has convictions in what (s)he is doing. If I'm allowed, I would like to name Jo Gyeong-tae (Saenuri Party) first. And then Kim Boo-kyum (Theminjoo Party). I can come up with several more but those two are the ones who I actually have met and know. I think that good politicians are those who have convictions and can show a basic respect irrespective of their political stance or parties. Especially, I was impressed by Jo giving a standing ovation to Park's national speech when he was in the opposition party while none of the lawmakers of the party did. Again, I believe that one's conviction is above one's colour or stance in politics and (s)he might be the right person to be the president. Kim, on the other hand, I have never seen him slander the other parties and the president or making bad words about them. Although he belongs to Theminjoo Party, I'm sure he's capable to bring harmony between the east and the west and will practice benevolent administration. I like politicians who can keep their convictions and work together regardless parties. Think about driving a car. You need a driving skill not whether you are a man or woman or customer to drive. To sum up, I hope the one who are able to bring national harmony will be the next president.  

4. The result of the US presidential election will affect greatly to the political picture in Korea. How do you think?
If Hillary wins the election, she will brings up a clear vision and solution in solving the North's nuclear issue I believe. 

5. Korea is the only divided country in the world. What is your prospect on the unification? 
How good it will be if we live, share, develop and build prosperity together as one Korea like we did before? The way to reach the unification for me is not as complicated as many people might think. It is rather simple; the North's giving up on nuclear ambition. Think about it. Who would like the incessant threatening of turning the South and the Blue House into a 'sea of fire'? I'm 100% sure that they will collapse if they put their ill intention into practice. But then think about Koreans' warm and sharing heart inherent in our blood. We can enliven this virtuous value if the North gives up on nuclear ambition but give an effort instead in uniting the nation for co-prosperity. I would be one of those who would willingly provide everything I could for the people of the North. Regretfully, there are people who are equipped with dangerous ideas and philosophy in South Korea and they are increasing in numbers I can see. Regardless their age, sex or social status, they are putting themselves in the pro-North Korean forces thoughtlessly. They are spreading like poisonous mushrooms and infectious diseases in our society. I strongly suggest that the government must dig up those spies (I would like to call them as such). They are not even worth breathing the air, stepping the soil and eating the rice in our land. If we let the weeds grow in the good grainfield, the latter will perish by those rapidly spreading weeds. They believe in the North's so called this dangerous 'Juche Idea (self-reliance ideology)' which has been passed down intact to Kim Jong-un. I hope President Park, with the help of big companies in South Korea, will introduce cutting edge weapons to make the North's nuclear weapons useless. I think those big companies will be respected by the people if they use their money for good cause. They must be aware of the fact that they are the ones who will lose their possessions the most when the war broke out. 

6. You have achieved many for the last 60 years in spreading the teachings of Buddha. Please give your words of wisdom for the people.
The first point of the Complete Collection of Buddhist Sutras is that one must meet others without prejudice but in fairness like the sun and the moon throw the light on everybody's head regardless their social status. If we treat others like our family and friends we can achieve everything we want to achieve. This I call is 'loving heart'. The second point is that we must show sympathy on others misfortune and provide a helping hand. The third point is that we must always think about how to make others happy and pleasant and put it into practice. Lastly, I would like to make a short mention on what Buddhism is about. Buddhism is a religion which help people find the heart, see the heart, perceive the heart and use the heart. If you can change your heart, it changes your appearance and the course of your life. So from now on, I ask you not to use bad words or accuse others but train your heart to be warm and virtuous and put the value into practice in daily life.
