MICE는 회의(Meeting), 포상관광(Incentives), 컨벤션(Convention), 이벤트와 전시(Events & Exhibition)의 합성어로, 가시적인 경제 효과 외에도 성공적인 국제회의 개최를 통해 인프라 구축, 국가 이미지 제고, 정치적 위상 증대, 사회·문화 교류 등의 긍정적 효과를 창출하는 신산업이다. 대구는 전통적인 산업도시로 산업별 국제회의를 육성해 지역기업과 산업의 국제화 및 비즈니스를 모색하는 등의 공동 마케팅 전략을 펼치고 있으며, 그 중심에 대구컨벤션관광뷰로가 자리하고 있다.

대구의 컨벤션 전담 도시마케팅 기구
2003년 4월 국내 광역권 최초의 컨벤션뷰로로 설립된 대구컨벤션관광뷰로(이하 대구CVB)는 대구를 국내·외 시장에 컨벤션 개최의 최적지로 마케팅하고, 유치에서 개최까지 원스톱서비스를 제공하는 기관이다. 또한 2014년 관광팀이 신설되면서 ‘대구컨벤션관광뷰로’로 법인이 확대됨에 따라 명실공히 대구를 대표하는 컨벤션 전담 도시마케팅 기구로 자리매김했다.

2004년 ‘제1회 세계솔라시티 총회’를 시작으로 지난해 ‘제7차 세계 물 포럼’ 등 371건의 국제회의를 성공적으로 유치한 대구CVB는 2001년 엑스코 개관 이후 굵직한 국제전시회 개최와 국제회의 유치하며 침체된 제조업을 대신하는 새로운 성장동력으로 작용하고 있다. 백창곤 대표는 이러한 성과를 나타낼 수 있었던 가장 큰 원동력을 대구CVB가 보유하고 있는 인프라와 노하우에 있다고 설명했다. 그는 “컨벤션 유치 결정에 있어 결정적인 요인은 하드웨어 및 소프트웨어 인프라로 볼 수 있습니다”라고 답했다.

먼저 하드웨어 인프라로 볼 수 있는 대구 국제회의 시설인 엑스코(EXCO)는 지방 제1호 컨벤션센터로 설립된 후 2011년 신규 증축해 국제컨벤션시설로 자리매김했다. 2013년 세계에너지총회(123개국 7,600명), 2015년 세계 물 포럼(200개국 45,000명) 등 초대형 국제회의의 성공적인 개최를 통해 글로벌 컨벤션센터로 당당히 거듭났다.

한편, 소프트웨어 인프라는 대구CVB의 인적자원과 노하우에 해당한다. 국제회의 유치는 행사주최 결정권자에 대한 분석 및 전략수립, 개최국, 도시의 인적 네트워킹 등이 핵심적인 결정요인이다. 대구CVB는 오랜 기간 대구시와의 공동유치 마케팅에 대한 노하우와 지난 13년간 구축된 인적 네트워크를 자랑하고 있다. 일례로 가스총회, 물 포럼, 에너지총회 등의 국제회의 유치를 위해 덴마크 코펜하겐, 남아공 더반 등 세계 유수 도시와의 경쟁에서 승리한 바 있으며, 특히 2019년에 열릴 세계뇌신경과학학술대회는 10개국과의 치열한 경쟁에서 대구로 유치하는데 성공했다.  

지역경제 활성화를 위한 창구 역할 확대
대구는 기계, 자동차, 섬유, ICT융복합, 첨단의료, 로봇, 신재생에너지, 물 등의 특화 산업이 우위에 있는 산업 기반 도시이다. 이에 발맞추어 대구CVB는 물, 신재생에너지, 의료·웰니스 산업을 중심으로 대구테크노파크를 포함한 지역경제개발기구와 10대 분야 산업별 국제회의 기획 및 육성을 추진하고 있다.  

특히 대구CVB는 국제행사의 유치부터 개최까지 전 과정을 컨벤션 유치지원-홍보지원-개최지원 3단계의 체계적인 지원시스템을 구축해 밀착 지원하고 있다. 또한 대구시, 컨벤션센터, 호텔, PCO 등 지역 MICE 업계의 민‧관 공동 마케팅 협의체인 대구 MICE얼라이언스와 함께 성공적 행사 유치 및 개최지원서비스를 수행하고 있으며, 2014년 한국관광공사로부터 최우수 얼라이언스 기관으로 선정된 바 있다.

이외에 대구CVB는 도시마케팅 전담기구로서의 도시홍보사업, 지역 특화산업을 근간으로 한 컨벤션 기획 및 육성, 매년 고정 개최 통해 국내·외 비즈니스 방문객들의 재방문을 유도하고 있다. 현재 진행 중인 동대구복합환승센터 완공(2016년 말), 초대형 복합 쇼핑문화공간 및 글로벌 호텔체인 신규 건립 등을 통해 포상관광을 넘어 일반관광의 수요를 공급하는데 충분한 자양분이 될 것으로 기대되고 있다.

끝으로 백창곤 대표는 대구CVB를 통해 도시마케팅 전담기구의 성격을 확대해 지역경제 활성화의 창구 역할을 담당할 것이라 강조했다. 그는 “지역 특화산업을 근간으로 주요행사 유치, 특화컨벤션 기획, 국제기구 창립까지 이어진 에너지 분야처럼 MICE 산업이 지역산업의 국제화를 선도하고, 기여할 수 있도록 깊이 있는 중장기적 접근이 필요한 시기입니다”라고 말하며 올 해 성과 창출의 원년이 될 수 있도록 지역경제기구 및 혁신도시와 긴밀하게 협력할 계획이라 전했다.

Daegu Convention & Visitors Bureau (DCVB) was established in April 2003 for the first time among metropolitan cities in Korea. Its role is to promote Daegu as the ideal city for holding conventions home and abroad and to provide one-stop services from inviting a convention to its opening and finish. With the additional department of tourism to DCVB in 2014, it has grown to be the city's representative convention-specialized destination marketing organization. Gathered momentum by opening of EXCO in the city, DCVB so far has successfully held 371 conventions including The 1st International Solar Cities Congress in 2004 and The 7th World Water Forum in 2015. CEO Paik said "This was all possible thanks to our well built infrastructure and knowhow as well as strong hardware and software." EXCO especially opened its door as the first regional convention center with additional buildings in 2011 and has held large scale global conventions such as World Energy Congress 2013 (7,600 from 123 countries) and World Water Forum 2015 (45,000 from 200 countries). If EXCO is the hardware infrastructure, DCVB is the software infrastructure which is responsible for effective marketing and management. DCVB boasts 13 years of knowhow in marketing and manpower network and has won numerous invitation races against globally advanced cities. Quite recently, DCVB has won the bid for Brain Conference 2019 by competing with 10 rival cities in the world. 

DCVB contributes to activation of regional economy
Daegu holds a dominant position in the industries of machinery, automobile, textile, fusion ICT, advanced medical care, robot, renewable energy and water. Using this advantage, DCVB is pushing forward international convention in those 10 industries in cooperation with regional economic development organizations including Daegu Techno Park and Daegu MICE Alliance (appointed as the best alliance organization by the Korea Tourism Organization in 2014) through the 3 stage support of invitation, marketing and management. Also as the representative destination marketing organization, DCVB is encouraging visitors' revisit through holding regional industry-centered conventions on a yearly basis. It currently is working in relation with Dongdaegu Intermodal Transfer Center (to be complete by 2016), super large shopping and cultural space and global hotel chains. Paik said "Like the energy field which invited major conventions and even established an international organization, the MICE industry needs mid and long term approaches for leading a global level regional industry."
