대구 주얼리 산업의 경쟁력 강화 발판 마련

대구지역의 주얼리 산업은 한때 최고의 전성기를 맞으며 왕성한 활동을 펼쳤던 시절이 있었다. 그러나 IMF의 여파로 인해 지금은 그 명맥을 유지하는 것에 그치고 있으며, 업계에 종사하는 소공인들을 위한 대안이 절실했다.

(재)대구광역시 중구 도심재생문화재단(이사장 윤순영 중구청장) 산하기관인 대구 주얼리소공인특화지원센터(이하 센터)는 지역자치단체와 협력해 소공인들을 위한 다양한 지원 사업을 추진하며 그들의 희망을 쏘아 올리는데 필요한 추진체 역할을 다하고 있다.    

금속 공예를 전공한 김태형 센터장은 공방 운영 및 주얼리 디자인과 교수로 재직했던 경험을 살려 센터를 운영하면서 소공인들을 위한 다양한 지원 사업을 펼치고 있다. 특히 지난해 제정된 ‘도시형소공인 지원에 관한 특별법’의 시행과 소공인특화지원사업 선정을 통해 주얼리 특구 160여개 업체들이 다양한 혜택을 받을 수 있게 되었다.

김 센터장은 제일 먼저 열악한 작업환경 개선을 추진했다. 작업실 환기시설 확충 및 조명교체를 지원했지만 소공인들은 의심의 눈초리로 경계했다. 그는 “소공인들과의 소통이 제일 어려웠던 것 같습니다. 이를 극복하고자 저를 포함한 센터 매니저들이 지원사업의 혜택과 교육 참여를 독려하고자 발로 뛰었습니다”라고 말하며 이제는 소공인들과 서로 안부를 주고받을 정도로 친밀도가 상승했다고 답했다.

이를 포함한 센터의 다양한 지원 사업에 소공인들이 참여하면서 해당 업체들의 애로해결과 품질혁신을 불러일으키고 있으며, 김태형 센터장은 향후 소공인들의 자생적인 운영능력을 고양시킬 수 있도록 시스템을 구축해 나갈 것이라 전했다.       
  
우수한 성과를 토대로 해외진출 모색
센터가 위치한 패션주얼리전문타운은 시비·구비·국비를 모아 250여억 원을 들여 지하 2층, 지상 8층으로 지난 2013년에 건립되었다. 1층 귀금속 주얼리 판매장, 2층 웨딩·뷰티 관련, 3층은 소공인 홍보관 및 전시관, 4층 각종 지원 장비실/지원센터사무실/바이어상담실, 5~8층 소공인 제조업체 아파트형 공장이 자리하고 있으며, 전국에서는 유일하게 제조-전시-판매의 '원스톱 지원'이 이루어지고 있다.    

주얼리 세공이 수작업에서 기계장비를 활용하는 추세로 접어들면서 센터에서는 3D프린터, 3D스캐너, CNC 등 고가의 첨단 장비들을 업체들이 이용할 수 있도록 지원하고 있다. 이에 김태형 센터장은 “첨단 장비를 활용함으로써 제품의 품질이 향상함에 따라 업체들의 전년대비 매출 증대가 이루어지고 있는 상황입니다”라고 설명했다.

또한 3층 기획 전시관에서는 매년 주얼리 분야의 국내·외 유명 작가들의 전시를 열고 있으며, 소공인 홍보전시관을 새로 조성해 일반인들을 대상으로 대구 주얼리 특구를 알리고, 160여개 업체의 소공인들이 바이어들에게 직접 우수한 제품과 기술을 홍보할 수 있게 마련했다.  이를 바탕으로 센터는 전국 24개의 소공인특화지원센터 중 가장 우수한 성적을 올린 것으로 나타났다. 환경개선사업을 시작으로 마케팅-디자인 컨설팅, 노후장비 수리사업, 해외시장 활로개척 사업, 교육사업(디자인-CAD교육) 등 주얼리 산업의 부흥을 위한 현실적인 대안을 구축해 지속적으로 지원하고 있다.     

끝으로 김태형 센터장은 주얼리 소공인들의 역량을 집중시킨 브랜드화 전략을 통해 해외수출의 활로를 점차 확대해 나갈 것이라 밝혔다. 대구 주얼리 산업의 희망찬 내일을 위해 혼신의 힘을 다하는 대구 주얼리소공인특화지원센터와 김태형 센터장의 행보에 박수를 보낸다.

Establishing a foothold for competitive jewelry industry in Deagu
Deagu once enjoyed a heyday of the jewelry industry before the Korean IMF hit the nation. To strongly feel the need to take back the former glory, the Deagu Small Manufacturer Specialization Support Center for Jewelry is energetically carrying out various support projects for local jewellers. Special Act on Urban Small Manufacturer Support, introduced last year, also has brought benefits to 160 businesses in the jewelry-specialized zone in the city. The center's director Kim Tae-hyeong is a specialist in the field as he majored in metal craft, worked as a jewelry design professor and ran a workshop. He expanded ventilation facilities and changed lightings in the zone through active communication and engagement with the jewellers. He also brought an innovation to the products while improving the difficulties of the jewellers. His next goal is to introduce a system which can help the jewellers improve business management skills. 

Pioneering overseas markets
The center is based in the building of Fashion Jewelry Town. The town is built in 2013 with 2 floors underground and 8 floors overground costing KRW 25 billion funded by the central and local governments. The first floor is used for jewelry shops, the second wedding/beauty shops, the third PR offices and exhibition halls, the fourth support facilities/support centers/consulting rooms for buyers, the fifth to eighth apartment-type factories. In a word, the town realized the one-stop support of production, display and selling which is the only system in Korea. The center also let the jewelers use expensive devices such as 3D printers and scanners and CNC in the hope of improving the quality of the products. Thanks to the support, the overall sales of the jewellers already have seen an increase on last year. The exhibition halls on the third floor especially invites famous jewellers home and abroad on a regular basis and the special exhibition zone designed for the 160 in-house jewellers is showcasing excellent local products and technology to potential buyers. The center actually is ranked No.1 among 24 Small Manufacturer Specialization Support Centers in Korea in terms of performance results. The center's continuous support in marketing, design, equipment, pioneering overseas markets and training programmes will not only contribute to the regional economy but also national competitiveness.
