기획재정부, 유일호 부총리, 中보아오포럼 참석 
유일호 부총리 겸 기획재정부 장관이 중국 하이난에서 개최되는 보아오 포럼에 참석했다. 
'아시아의 새로운 미래 : 새로운 활력과 새로운 비전'을 주제로 열리는 이번 포럼에서는 아시아가 직면한 새로운 환경변화에 대응하기 위한 각 국가의 역할과 역내 협력방안 등이 논의됐다. 유일호 부총리는 기조연설을 통해 세계 경제의 불확실성과 소득 불균형 등 구조적 문제 속에서 지속가능한 성장을 이뤄내려면 성장을 중시하는 동시에 일자리·교육·환경 등 분야에서 삶의 질을 높이기 위한 노력이 필요하다고 강조했다. 이를 위해 미래성장동력 확보와 공유를 위한 각국 정부의 '개척자' 역할이 중요하다고 언급하면서 한국이 친환경·에너지 신산업 육성, 대외경제협력기금(EDCF)·경제발전경험 공유사업(KSP) 등을 활용해 기술과 경험을 공유할 수 있다는 점을 피력했다. 유 부총리는 연설을 통해 아시아인프라투자은행(AIIB)을 통한 역내 인프라 확충, 역내포괄적경제동반자협정(RCEP) 및 한중일 자유무역협정(FTA)과 아시아태평양자유무역지대(FTAAP)의 내실 있는 논의, APEC 아시아펀드패스포트(ARFP) 참여국 확대 등 아시아 경제발전을 위한 '건축가' 역할도 강조했다. 그는 도 성장잠재력을 높이고자 구조개혁 이행에 집중하는 정부의 '개혁가' 역할 필요성도 지적했다.

기획재정부는 유 부총리가 보아오 포럼 참석을 계기로 2006년 노벨 경제학상 수상자인 에드먼드 펠프스 미국 컬럼비아대 교수와 만나 세계경제 현황과 문제점, 한국 경제 등에 대한 의견을 청취하는 등 심도 있는 논의를 가질 예정이라 전했다. 

기획재정부, 유일호 부총리 일자리 창출 위한 재정지원에 집중
유일호 부총리 겸 기획재정부 장관은 지난 달 22일 "일자리 창출을 위한 재정 지원의 실효성을 높이는 데 모든 역량을 집중하겠다"고 말했다. 유일호 부총리는 이날 서울 프레스센터에서 2016년 제1차 재정정책자문회의를 주재하고 내년 재정운용방향에 대해 이같이 밝혔다. 유 부총리는 "최근 경제상황에 비춰 봤을 때 내년도 재정운용여건이 녹록지 않고 세계경제의 불확실성 확대로 안심할 수 없는 상황"이라며 "저출산‧고령화로 의무지출과 복지지출이 늘어나는 가운데 일자리 창출과 신성장동력 육성 등을 위한 재정의 역할이 커지고 있다"고 말했다. 이어 “정부는 어려운 재정여건에도 불구하고 재정이 경제활력 제고와 미래위험 대비를 위한 안전판 역할을 담당할 수 있도록 내년도 재정운용방향을 경제의 역동성 확산에 중심을 뒀다”고 밝혔다.

유 부총리는 "구조개혁과 내수·수출 기반 강화로 경제의 역동성을 확산하고자 한다"며 "24+1 핵심 개혁과제의 성과를 가시화하고 일자리 창출을 위한 재정지원의 실효성을 높이는 데 모든 역량을 집중하겠다"고 말했다. 24+1 핵심 개혁과제는 노동·공공·교육·금융 등 4개 구조개혁을 중심으로 한 24개 과제에 정부의 지역 균형 발전책인 규제프리존이 더해진 것이다. 유 부총리는 “각 부처에서 주요 사업에 대해 자율적으로 고용에 미치는 영향을 평가하는 '고용영향 자체평가'를 도입했다”며 "올해 각 부처 주요사업에 대해 시범적으로 실시하고 2018년 예산안 편성 시부터 단계적으로 확대할 예정"이라고 밝혔다. 각 부처는 다음 달 말까지 자체적으로 평가대상 사업을 선정하고 평가 결과를 반영해 5월 31일까지 예산안을 요구하게 된다. 기획재정부는 이날 재정정책자문회의에서 제안된 각 분야 전문가의 의견을 검토해 내년 예산안 편성 및 기금운용계획안 작성 지침에 반영하고, 국무회의 심의를 거쳐 이달 31일까지 각 중앙관서의 장에게 통보할 계획이다.

Yoo attends Boao Forum China
Deputy Prime Minster and Minister of Strategy and Finance Yoo Il-ho attended Boao Forum China 2016 titled 'New Future of Asia: New Vitality and New Vision'. The participating countries of the forum discussed on their roles and cooperation. Yoo said in his keynote address that sustainable growth required efforts in job creation, education and environment and the frontier spirit of each country. He added that Korea would share its experience and technology through 'Economic Development Cooperation Fund' and 'Knowledge Sharing Programme'. Yoo emphasized on securing infrastructure through AIIB, meticulous discussion about RCEP, Korea-China-Japan FTA and FTAAP, and expanding the number of countries participating in APEC's ARFP. He also pointed out the importance of the reform and its implementation. An official of the Ministry tipped that Yoo would meet the Nobel Prize winner in Economic Sciences (2006) Prof. Edmund Phelps at Columbia University US to hear his opinions on current global and Korean economy.

Yoo focuses on job creation
Deputy Prime Minster and Minister of Strategy and Finance Yoo Il-ho said at 1st Finance Policy Consultation Meeting 2016 held at the Korea Press Foundation building on 22 last month that he would focus all of his capabilities on job creation adding that "Unstable global economy and Korea's low birth rate and aging society make us give more effort in securing finance for job creation and new growth engine. Despite government's tight budget, we focus our direction of next year's budget on vitalizing national economy." Yoo continued "We will carry out the reforms and strengthen domestic market and export while bringing substantial results of 24+1 Core Reform Tasks in 24 areas including public sector, labor, education and finance including Regulation Free Zone in order to create more jobs and to provide financial support. We also introduced 'Employment Effect Self Evaluation' to each department which will be starting from this year as a preparatory stage and it will be expanded gradually from 2018 when drawing up a budget." Each department has to appoint the target projects of evaluation by the end of next month and can ask for the budget by the end of May. Meanwhile, Yoon will reflect the opinions and suggestions of specialists in next year's budget plan and will deliver the results to the central government agency by the end of this month after deliberation of Cabinet meeting.
