여성․어린이․노인 등 다방면의 선진복지 제시하며 ‘행복도시’ 만들어
작년 6월 UN 공공행정상 대상 수상하며 전국 지자체의 롤모델로 부상해

송파구 박춘희 구청장은 2010년 민선5기에서부터 ‘앞서가는 송파, 당신을 담습니다’라는 캐치프레이즈와 함께 구민 300인 원탁회의, 이동구청장실, 오후의 수다 등 다양한 방법으로 주민들과 소통을 이어 왔다. 또한 2014년부터 이어진 민선6기에서는 역동적인 송파구의 핵심가치를 지켜가기 위해 ‘소통과 어울림’이라는 구정기초를 함께 갖춰나가고 있다. 박춘희 구청장은 마음편한 안전도시 송파, 경제가 활짝 피고 일자리가 늘어가는 송파, 주민의 삶이 나아지는 희망 송파, 주민생활 곳곳에 웃음 넘치는 문화송파, 청소년이 행복한 송파를 핵심공약으로 선정하고 책임을 다하는 행정을 지켜가고 있다. 송파구는 비전2020을 통해 복지사각지대․생활불편․학교폭력 제로의 도시를 만들고, 위례신도시 등 인구유입을 통해 인구 80만 명 도시로의 변모를 계획하고 있다. 또한 미래여건 변화에 능동적으로 대처하는 첨단 교통체계 구축 등 선진 문화 도시 송파를 만들어가기 위해 최선의 노력을 다하고 있는 송파구 박춘희 구청장을 만나보았다.

1. 2015년을 돌아보며 구정성과에 대해 한 말씀 하신다면?
지난 한해, 전 직원이 한마음이 되어 하나의 목적을 향해 열심히 달려왔다. 그 결과 구정 전 분야에서 골고루 높은 성과를 거둘 수 있었다. 특히, 지난해 6월에는 국내 기초지방자치단체 최초로 세계 최고의 권위를 자랑하는 UN 공공행정상 대상을 수상하며 우리구의 국제적 위상을 다시 한 번 드높였다. 또한, 9월에는 전국 지방자치단체 주민 삶의 질 만족도 조사에서 우리 구민들의 만족도가 서울시에서 가장 높고 전국에서 세 번째로 높은 것으로 평가되는 등 값진 성과를 거뒀다.
아울러, 구정 최우선 과제를 구민의 안전에 두고 다양한 노력을 기울인 끝에, 지난 11월에는 국민안전처의 지역안전지수 공개 결과 전국에서 가장 안전한 자치구로 인정받는 큰 기쁨도 누렸다. 지난해를 돌아보면 기억을 스치는 의미 있는 시간들이 너무도 많다. 2천 년 전 한성백제시대로 떠났던 신비한 시간여행, 한성백제문화제는 서울시에서 유일하게 3년 연속 문화체육관광부 유망축제로 선정되는 쾌거를 이뤄냈다. 물을 끓이는 것도 마지막 ‘1도’, 포기하고 싶은 그 ‘1분’을 참아내는 것이다. 지난해는 우리 구정의 미션인 ‘대한민국 대표 행복도시 송파’ 조성 이란 기틀을 닦는 ‘원년’이었다면 2016년은 그 기틀 위에 단단하게 구정 목표를 향해 더 높이 도약해 나갈 시기다. 

2. 여성 인력 개발 및 사회참여 확대 방안? 
아무래도 여성 구청장이다보니 여성들의 사회참여에 대해 질문을 많이 받는다. 현대사회는 나날이 여성의 사회참여 욕구가 증대되고 우수 여성인력의 사회 활용 필요성이 대두되고 있다. 송파여성문화회관은 여성들의 능력을 개발할 수 있는 최고의 시설로 여성의 욕구에 맞춰 문화강좌뿐 아니라 다양한 능력개발 프로그램을 운영 중이다. 특히 민선6기에는 ‘송파여성문화회관 명품화’ 사업을 추진이다. 그중 가장 중심이 되는 내용이 ‘여성의 사회진출이 가능한 취·창업 연계 인프라 구축’인데, 자기주도학습 상담사, 피부미용사, 커피바리스타, 캔들디자인 등 여성의 사회참여 유망 직업을 발굴했다. 그 중 21개 강좌를 특성화 시범강좌로 선정해서 취·창업까지 연계되도록 집중 투자, 관리하고 있다. 

이와 함께 여성기금 공모사업을 통해 관내 단체, 기관 등에서 추진하는 취·창업 분야의 사업을 지원한다. 사회 곳곳에 숨어있는 능력 있고 역량 있는 여성들을 발굴해 더 큰 인물로 커 갈수 있도록 다각적으로 노력할 것이다.

3. 국공립어린이집에 대한 지원 및 확충 방안은? 
자녀를 잘 키우는 것은 모든 부모의 가장 큰 소망일 것이다. 이러한 구민의 마음을 담아, 관내 국공립 보육인프라 확대를 위해 최대한 아끼지 않고 있다. 현재 우리 구에는 40개소의 국공립어린이집이 운영 중인데, 향후 중장기발전계획을 통해 2020년까지 60개소 이상으로 확충할 계획이다. 공공청사를 신축 시 1층은 어린이집으로 우선 설치하는 방법으로 이미 2개소를 개원했고, 신축을 앞둔 가락1동 동주민센터 역시 국공립어린이집을 함께 설치할 예정이다.

여기에 LH공사, SH공사 등에서 건립하는 공동주택 내 의무보육시설은 모두 국공립어린이집으로 개원을 추진 중이다. 지난 2015년 3월, 공원 부지를 활용한 213명 정원의 위례새솔어린이집을 개원했다. 현재는 풍납동 문화재 보존지구 내 보상 완료된 기존주택을 리모델링해 2016년 상반기 구립어린이집 개원을 추진 중이다. 올 10월에는 국민연금공단 본사 지방이전으로 발생한 공간을 구립어린이집으로 리모델링하기로 장기무상임대 협약을 맺었다. 

4. 고령화 사회를 맞은 노인들의 구직활동 대책은?
우리나라 65세 이상 노인의 상대적 빈곤율이 49.6%라는 기사를 접한 적이 있다. 우리 구는 이런 분들에게 경제적 도움뿐만 아니라 경제활동을 할 수 있다는 자긍심을 높여 주기 위해 전국에서 기초단체로서는 유일하게 ‘골목호랑이어르신’ 사업을 진행 중이다. 어르신들은 동네의 환경개선과 초등생 등하굣길 보호 등의 활동으로 소일거리를 찾고 자부심도 느끼는 일석이조의 효과를 얻게 된다.  올해는 노인사회활동지원사업에 1억6천만 원을 증액, 100명의 노인일자리를 확보해 980명의 노인이 경제활동에 참여시킬 것이다. 또한 노인일자리 사업 확대를 위해 송파시니어클럽 활성화와 예산지원을 확대해 나가겠다.

5. 송파구 시니어복합문화센터에 대해 소개해 주신다면?
노인의 경제적 문제 해결도 중요하지만 긴 노년을 어떻게 보내는지도 중요한 문제이다. 우리 구는 송파여성문화회관 건물을 리모델링해 2012년 10월 노인복지시설인 ‘송파실벗뜨락’을 개관했다. 이곳에서는 노인 건강을 위한 웰니스클럽 등 다양한 노인 여가 프로그램을 개발·운영해 어르신들이 행복하게 여생을 즐길 수 있도록 최선을 다하고 있다.

또한 일할 수 있는 노인에게 경제활동에 참여할 수 있도록 노인일자리 창출과 확대를 위한 시설인 ‘송파시니어클럽’을 운영해 매년 900여명의 노인이 경제활동을 하고 있다. 아울러 건강에 문제가 있는 노인을 케어하기 위해 시니어복합문화센터 내에 ‘희나리데이케어센터’를 함께 운영, 사설 요양센터보다 훨씬 만족스럽다는 주민들의 평가가 이어지고 있다.

‘노인을 위한 나라는 없다’란 이야기가 나올 정도로 우리나라의 노인대책은 불편하고 부족하기 짝이 없다. 젊은 시절, 이 나라를 위해 뜨거운 청춘과 땀을 바친 세대를 위해 여유와 건강, 그리고 즐거운 황금빛 노년을 선물하고 싶다. 

6. 국민기초생활보장제도 ‘맞춤형 급여’란 어떤 제도인지?
2000년 10월, 종합적인 빈곤대책으로「국민기초생활 보장법」이 시행된 이후, 생활이 어려운 사람에게 최저생계를 보장해 빈곤을 완화시키고 자립을 지원해 왔다. 그동안의 기초생활보장제도는 소득 인정액이 최저생계비 이하인 경우에는 각종 급여가 지급되는 반면, 탈수급의 경우 지원이 전무한 상황이 발생했다. 결국 다양한 복지욕구에 대응하지 못해 사각지대가 발생하고 탈수급을 저해하는 문제 등의 한계가 있었던 것이 사실이다.

이에 2015년 7월 기초생활보장제도를 효과적이고 효율적인 맞춤형 급여정책으로 전환했다. 절대적 빈곤선인 ‘최저생계비’ 기준을 폐지하고 상대적 빈곤선인 ‘기준 중위 소득’에 의한 보장 대상자 선정기준을 도출하는 등 생계․의료․주거․교육급여로 기준이 다층화 되었다. 또한 기준임대료 등 지원이 현실화되며, 부양의무자 기준이 보다 합리적인 수준으로 완화됨에 따라 송파구에 수급자로 보장될 수 있는 대상이 종전 6,010명에서 8,417명으로 증가하였다.

‘맞춤형 급여’ 제도는 수급자가 일을 해서 소득이 증가해도 필요한 지원을 계속 지원해 안정적 자립기반을 마련하고 안심하고 일할 수 있는 탈수급 유인을 촉진하는 것이 목적이다. 또한 보장 부적합자에 대한 공적지원제도 및 민간자원 연계 등을 강화해 복지사각지대를 최소화해 저소득 주민이 행복하게 살 수 있도록 노력하겠다.

Introducing advanced welfare system for women, children and elderly people
Winning the grand prize of UN Public Service Awards

1. What did you achieve in 2015?
I and all the staff of the district office worked together to fulfil our yearly goals. And we achieved a lot in many areas. First of all, we won the grand prize of the UN Public Service Awards as the first local government of Korea in June 2015. Secondly, in the survey on resident satisfaction held in September last year, we ranked No.1 in Seoul and No.3 in the nation. Thirdly, we were recognized as the safest district in the nation from the Ministry of Public Safety and Security in November. Fourthly, the Hanseong Baekje Cultural Festival was chosen as a promising festival for three years in a row from the Ministry of Culture, Sports and Tourism. In relation to our future plan, if last year was the beginning year of creating a foundation for the 'Happiest District Songpa', 2016 will be the year to build the foundation.

2. How do you encourage women to participate in economic activities? 
That's the question I often receive as I am a woman. There's an increasing demand for female power and their social participation and I can say that we are well prepared for this. Songpa Women's Culture Center, for example, is praised as the best female facility in which they can develop their aptitude and talent in the fullest. The variety of development and cultural programmes of the center can well prove this. This year, we will keep pushing forward the advancement of the programmes and courses including 'Joint Project for Employment and Startup', 'Self-directed Learning Instructor', 'Skin Specialists', 'Barista' and 'Candle Designer', and will run 21 special test courses to increase the number of female employment and startup. Also, our Female Business Fund will give a support for those who want to start a business. 

3. What is your plan to support public nurseries?
All parents want to grow their children in a better environment. We know well about this and is providing an unsparing support in securing quality public nurseries. Currently, there are 40 public nurseries in the district and we plan to increase the number more than 60 by 2020. To introduce some of the cases, we opened Wiraesesol Nursery with capacity of 213 children in March 2015 and we recently opened 2 more nurseries on the first floor of two public offices and another one is soon to be open when the new Garak 1 dong Community Center is completed. In addition, all multi-unit dwellings constructed by LH and SH will contain a public nursery and we will also remodel the available houses or buildings to use as nurseries. As part of this plan, we have signed a contract to remodel and use the disused headquarters of the National Pension Service for district nurseries at free of charge from October this year. 

4. What is your plan to create jobs for elderly people?
I read a report that 49.6% of aged 65 and above live in poverty in Korea. We have been running 'Tiger Seniors in Alley Project' to not only provide a financial support but make them engage in economic activity. Their main jobs will be to take care of environment in resident areas or to provide safety for children walking to and from school. We also have added KRW 1.6 million to the related budget this year to create 100 more jobs so that 980 elderly people in total can participate in economic activities. In addition, we will activate Songpa Senior's Club and provide a financial support for it also. 

5. What is Songpa Senior Culture Center?
How to enjoy a quality late life is as important as solving the holed pockets of elderly people. We remodeled the former Songpa Women's Culture Center and opened Songpa Silbeot Yard in October 2012 to provide health and leisure programmes while Songa Senior's Club finds jobs for elderly people and has so far found a job for 900 of them. Songpa Senior Culture Center, on the other hand, provides health care services and is praised by the residents that it is better than private sanatoriums. The center also is running 'Green Firewood Day Care Center' within the center. 

6. What is 'Customized Payment' of the National Basic Living Security System?
The National Basic Living Security Act came into effect in October 2000 in order to secure the minimum cost of living. The system supported the minium coast for those who earn less than that but there was no support at all in the case of losing the eligibility (earning more than the cut-off line). To improve the system, the government revised the act more effectively and introduced 'Customized Payment' in July 2015. The minimum cost of living was removed and a new standard for receiving the benefit and a diversified measures were put into practice in each category; living cost, medicine, housing and education. The basic monthly rent support also came into effect and as a result 8,417 (from 6,010) Songpa District residents became eligible for the benefit. 'Customized Payment' in a word is that the government keep providing a necessary financial support even if the wage of a beneficiary has increased to go over the cut-off line. We will keep using this newly revised system in full so that not a single eligible resident should be left unnoticed.
