Introducing advanced welfare system for women, children and elderly people
Winning the grand prize of UN Public Service Awards

1. What did you achieve in 2015?
I and all the staff of the district office worked together to fulfil our yearly goals. And we achieved a lot in many areas. First of all, we won the grand prize of the UN Public Service Awards as the first local government of Korea in June 2015. Secondly, in the survey on resident satisfaction held in September last year, we ranked No.1 in Seoul and No.3 in the nation. Thirdly, we were recognized as the safest district in the nation from the Ministry of Public Safety and Security in November. Fourthly, the Hanseong Baekje Cultural Festival was chosen as a promising festival for three years in a row from the Ministry of Culture, Sports and Tourism. In relation to our future plan, if last year was the beginning year of creating a foundation for the 'Happiest District Songpa', 2016 will be the year to build the foundation.

2. How do you encourage women to participate in economic activities? 
That's the question I often receive as I am a woman. There's an increasing demand for female power and their social participation and I can say that we are well prepared for this. Songpa Women's Culture Center, for example, is praised as the best female facility in which they can develop their aptitude and talent in the fullest. The variety of development and cultural programmes of the center can well prove this. This year, we will keep pushing forward the advancement of the programmes and courses including 'Joint Project for Employment and Startup', 'Self-directed Learning Instructor', 'Skin Specialists', 'Barista' and 'Candle Designer', and will run 21 special test courses to increase the number of female employment and startup. Also, our Female Business Fund will give a support for those who want to start a business. 

3. What is your plan to support public nurseries?
All parents want to grow their children in a better environment. We know well about this and is providing an unsparing support in securing quality public nurseries. Currently, there are 40 public nurseries in the district and we plan to increase the number more than 60 by 2020. To introduce some of the cases, we opened Wiraesesol Nursery with capacity of 213 children in March 2015 and we recently opened 2 more nurseries on the first floor of two public offices and another one is soon to be open when the new Garak 1 dong Community Center is completed. In addition, all multi-unit dwellings constructed by LH and SH will contain a public nursery and we will also remodel the available houses or buildings to use as nurseries. As part of this plan, we have signed a contract to remodel and use the disused headquarters of the National Pension Service for district nurseries at free of charge from October this year. 

4. What is your plan to create jobs for elderly people?
I read a report that 49.6% of aged 65 and above live in poverty in Korea. We have been running 'Tiger Seniors in Alley Project' to not only provide a financial support but make them engage in economic activity. Their main jobs will be to take care of environment in resident areas or to provide safety for children walking to and from school. We also have added KRW 1.6 million to the related budget this year to create 100 more jobs so that 980 elderly people in total can participate in economic activities. In addition, we will activate Songpa Senior's Club and provide a financial support for it also. 

5. What is Songpa Senior Culture Center?
How to enjoy a quality late life is as important as solving the holed pockets of elderly people. We remodeled the former Songpa Women's Culture Center and opened Songpa Silbeot Yard in October 2012 to provide health and leisure programmes while Songa Senior's Club finds jobs for elderly people and has so far found a job for 900 of them. Songpa Senior Culture Center, on the other hand, provides health care services and is praised by the residents that it is better than private sanatoriums. The center also is running 'Green Firewood Day Care Center' within the center. 

6. What is 'Customized Payment' of the National Basic Living Security System?
The National Basic Living Security Act came into effect in October 2000 in order to secure the minimum cost of living. The system supported the minium coast for those who earn less than that but there was no support at all in the case of losing the eligibility (earning more than the cut-off line). To improve the system, the government revised the act more effectively and introduced 'Customized Payment' in July 2015. The minimum cost of living was removed and a new standard for receiving the benefit and a diversified measures were put into practice in each category; living cost, medicine, housing and education. The basic monthly rent support also came into effect and as a result 8,417 (from 6,010) Songpa District residents became eligible for the benefit. 'Customized Payment' in a word is that the government keep providing a necessary financial support even if the wage of a beneficiary has increased to go over the cut-off line. We will keep using this newly revised system in full so that not a single eligible resident should be left unnoticed.
