박근혜 대통령은 3.1절을 맞아 진행된 제97주년 3.1절 기념식에 참석했다. 박 대통령은 먼저 제97주년 3.1절을 맞아 조국의 독립을 위해 희생하고 헌신하신 순국선열과 애국지사들의 영전에 경의를 표했고, 독립유공자와 유가족 여러분들께도 진심으로 감사와 위로의 말을 전했다. 그리고 3.1 운동의 정신에 대해서 연설을 이어갔다. 특히 ‘나라에 바칠 목숨이 오직 하나밖에 없다는 것이 소녀의 슬픔’이라고 외쳤던 유관순 열사의 말을 인용하며 민족대단결이 바로 3.1운동의 정신이라고 강조했다.

박근혜 대통령, ‘마흐무드 압바스’ 팔레스타인 수반 접견
박근혜 대통령은 지난 18일 오전 청와대에서 마흐무드 압바스 팔레스타인 수반과 면담을 갖고, 최근 지역 주요 정세, 양자 간 협력방안 등 상호 관심사에 대해 의견을 교환했다. 마흐무드 압바스 팔레스타인 수반은 2010년에 이어 두 번째로 방한했다. 박근혜 대통령은 압바스 수반의 두 번째 방한을 환영하며, 팔레스타인 문제의 평화적 해결 노력을 지지하고 우리 정부가 팔레스타인 발전을 위해 지속적으로 지원하겠다고 밝혔다. 특히, 지난 2014년 주팔레스타인 대표의 라말라 상주근무 및 KOICA 주팔레스타인 사무소 개소를 통해 양측 간 협력 확대를 위한 제도적 기반이 마련되었다며, 이를 토대로 협력이 확대되어 나가길 바란다고 말했다.

이어 박근혜 대통령은 우리 정부가 올해 소년 보건 및 교육을 중시하는 [소녀를 위한 더 나은 삶(Better Life for Girls)] 구상을 중점적으로 추진하고 있다며, 이와 함께 금년 팔레스타인 측에 550만 불 규모의 공적개발원조(ODA)를 제공하고 팔레스타인 난민에 대한 인도적 지원을 강화하겠다고 덧붙였다. 압바스 수반은 한국 정부가 보건, 교육, IT 등 여러 분야에서 지원해 준 것에 대해 감사의 뜻을 표하고 한국의 발전 경험을 배우고 싶다며 더욱 긴밀한 협력을 요망했다. 압바스 수반은 테러, 폭력, 극단주의를 강력히 반대한다는 뜻을 전하고, 팔레스타인-이스라엘 관계 현황 등 최근 이 지역 정세에 대해 박근혜 대통령에게 상세히 설명했다. 이에 대해 박근혜 대통령은 ‘두 국가 해법’에 기초한 항구적 평화정착 방안이 마련되어 이스라엘-팔레스타인 문제가 조속히 해결되기를 기대한다고 말했다.

박근혜 대통령, 국정에 관한 국회 연설 통해 국민 단합의 필요성 강조
지난 16일 박근혜 대통령은 북한의 4차 핵실험과 장거리 미사일 발사, 개성공단 전면 중단 등 최근 안보 위기에 관련해, ‘국정에 관한 국회 연설’을 했다. 박 대통령은 연설을 통해 국민과 국회의 단합된 힘이 북한의 의도를 저지할 수 있는 유일한 방법이라고 말했다.
국회 연설에 앞서, 박근혜 대통령은 국회 의장단 및 여야 지도부와의 만남을 가졌다. 정의화 국회의장, 여야 당대표와 원내대표와 함께 약 20분 동안 티타임 형식으로 안보 상황 관련 논의가 진행되었다.

지난 1월 6일, 4차 핵실험을 감행해 한반도는 물론 전 세계 평화에 대한 기대에 정면 도전한 북한은 이후 국제사회의 규탄과 제재가 논의되는 와중에도 탄도 미사일을 발사하고, 추가 핵실험 및 미사일 발사를 공언하고 있다. 박근혜 대통령은 기존의 방식과 선의로는 북한 정권의 핵개발 의지를 꺾을 수 없다고 말하고, 과거처럼 북한의 도발에 굴복하여 퍼주기식 지원을 하는 일도 더 이상 해서는 안 될 일이라고 밝혔다. 또한, 이제는 북한을 실질적으로 변화시키기 위한 근본적 해답을 찾아야 하며, 이를 실천하는 용기가 필요한 때라고 강조했다.

박근혜 대통령은 최근 개성공단 전면 중단의 결정이 북한 핵과 미사일 개발을 막기 위해서는 북한으로의 외화 유입을 차단해야만 한다는 엄중한 상황인식에 따른 것이라고 말했다. 개성공단을 통해 지금까지 총 6,160억 원의 현금이 달러로 지급되었는데, 그 대부분이 핵과 미사일 개발을 책임지는 노동당 지도부에 전달되고 있는 것으로 파악되고 있다. 이와 관련해 박 대통령은 우리가 북한 정권의 핵과 미사일 개발을 사실상 지원하게 되는 이런 상황을 그대로 지속되게 할 수는 없다고 강조했다.

한편, 이번 개성공단 중단 과정에서 정부가 무엇보다 최우선으로 한 것이 바로 우리 기업인과 근로자들의 무사귀환이었다. 박 대통령은 2013년 개성공단 가동 중단 당시 북한이 우리 국민 7명을 억류한 것과 같은 사태를 미연에 방지하고 국민들의 최단기간 내에 안전하게 귀환시키기 위해 긴급조치가 불가피했다고 설명했다. 아울러, 박근혜 대통령은 개성공단 입주기업들의 투자를 보전하고 빠른 시일 내에 경영을 정상화할 수 있도록 적극 지원해 갈 것이라고 밝혔다. 남북경협기금의 보험을 활용해 개성공단 투자금액의 90%까지 지급하고, 대체부지와 같은 공장입지와 필요한 자금 및 인력을 지원할 것이라고 덧붙였다.

또한, 박 대통령은 현재 정부가 합동대책반을 가동해서 입주기업 1:1 지원을 펼치고 있으며 신속하고 실질적인 지원이 이루어지도록 하겠다고 말했다. 박근혜 대통령은 북한의 도발로 긴장의 수위가 최고조에 다다르고 있는데 우리 내부에서 갈등과 분열이 지속된다면 대한민국의 존립도 무너져 내릴 수밖에 없다면서, 국가 안보와 국민 안위는 정쟁 대상이 될 수 없다는 점을 강조했다. 그러면서, 대한민국을 지키겠다는 국민 모두의 결연한 의지와 단합, 그리고 우리 군의 확고한 애국심이 어느 때보다 절실한 시점이라고 말했다.

끝으로 박근혜 대통령은 잘못된 통치에 의해 고통 받고 있는 북한주민들의 삶을 결코 외면하지 않을 것이라고 말했다. 북한 정권을 반드시 변화시켜서 한반도에 진정한 평화가 깃들도록 만들고, 지금 우리가 누리는 자유와 인권, 번영의 과실을 북녘 땅의 주민들도 함께 누리도록 해 나갈 것이라고 밝혔다. 박 대통령은 국민 모두가 평화통일을 이루기 위해 함께 힘을 모아주실 것을 당부하며, 국회의원들의 적극적인 협력과 동참을 주문하며 연설을 마무리 지었다.

President Park attended Commemoration of The 97th Anniversary of 3.1 Movement held at Sejong Center For The Performing Arts. She paid a respect to those who died in saving the country and showed a gratitude to their families. She quoted Yoo Kwan-sun "It is regretful that I have only one body to die for my country" and emphasized that the unity of whole people was the very spirit of the 3.1 Movement.

Park receives Mahmoud Abbas, President of Palestine
President Park had a meeting with Mahmoud Abbas, President of Palestine on 18 last month and exchanged opinions on regional issues and cooperation. It was the second time that Abbas visited Korea after 2010. Park welcomed Abbas warmly and gave a supportive word for the Palestine's effort in providing peaceful solutions for settling down the regional conflicts, adding that, she would provide a continuous support for the development of the country. She also mentioned about the Palestinian delegate's resident work in Ramallah and opening of KOICA's office in Palestine in 2014. She said that the bilateral cooperation would expand based on this system. Park continued that the Korean government is pushing forward 'Better Life for Girls' this year and promised to support USD $5.5M ODA in addition to humanitarian assistance. Abbas in respond said that he was thankful for Korea's support in health, education and IT, and he wish to learn more about Korea's economic development through close cooperation. He also delivered his firm message against terrorism, violence and extremism and explained about the current situation on Palestine-Israel relations. Park answered that the conflicts between the two countries would be solved peacefully.

Park emphasized on national unity
President Park emphasized on national unity in her speech at the National Assembly on 16 last month regarding the North 4th unclear test, long range missile launch and closing of Kaesong Industrial Complex. Park said that national unity is the only method to stop North's ill intentions and provocation. Before the speech, Park had a meeting with the chair group of the National Assembly and leaders of political parties for 20 minutes to discuss on national security. Despite the denunciation and sanctions of the South and international society, the North pushed forward the 4th nuclear test on 6 January and mentioned a further test and missile launch which is clearly is a provocative behavior. Park said that the existing way cannot stop their will of nuclear ambition and we must also stop economic support for them. Instead, Park said, we needed to find fundamental solutions and the closing of Kaesong Industrial Complex would block the money that has been used for the North's development of nuclear weapons and missiles. KRW 616 billion were estimated to be paid to the North Korean regime from the complex and most of them were used as such according to the National Intelligence Service. Park also mentioned that the government put first the safe return of the staff of South Korean companies in the complex and the emergency measure, therefore, was unavoidable to prevent the same case where the North detained 7 South Korean staff in 2013. Park said that the government would provide all the necessary support to secure the assets of the companies and faster normalization of the business through manpower support and providing 90% of investment fund by the South and North Economic Cooperation Fund as well as the joint task force's practical 1:1 support.

Park worried about the current internal conflicts and division of political parties and she emphasized national security and public safety should be the top priority over political stance. Park concluded that we must change the North Korean regime in order to bring peach, development and prosperity in the Korean peninsular and for this we had to work together in unity.
