박근혜 대통령, 대한민국 대통령 최초 유네스코 특별연설
박근혜 대통령이 유네스코 창설 70주년을 맞은 역사적인 해에 대한민국 대통령으로는 처음으로 유네스코에서 특별연설을 했다. 박근혜 대통령은 특별연설을 통해 한·유네스코 관계에 대해 언급하고, 인류의 평화와 번영을 위해 한국이 유네스코와 교육, 과학, 문화 분야에서 협력을 강화해 나갈 것이라고 밝혔다.

유네스코를 방문한 박근혜 대통령은 유네스코가 걸어온 지난 70년과 함께 대한민국 70년 역사의 발자취를 되돌아봤다고 언급했다. 박근혜 대통령의 언급처럼 한국과 유네스코는 깊은 협력 관계 속에서 발전해 왔다. 두 차례에 걸친 세계대전 이후 세워진 유네스코는 전쟁의 상흔을 극복하고 새로운 미래를 건설하겠다는 목표를 실현하기 위해 교육, 과학, 문화 분야에서 인류 발전에 괄목할만한 기여를 해왔다.

교과서 출판 지원, 농촌 지도자 양성시설 건립 등 유네스코의 초기지원은 한국이 국가 발전의 초석을 닦는 데 큰 도움이 됐었다. 박근혜 대통령은 한국과 유네스코의 관계를 언급하며, ‘한국의 발전은 유네스코의 활동이 그에 상응하는 노력과 합쳐질 때, 얼마나 놀라운 결과를 만들어내는지를 보여주는 명확한 증거’라고 밝혔다.

박근혜 대통령은 인류의 평화를 위협하는 폭력적 극단주의, 긴장과 충돌이 계속되고 있는 한반도 분단 상황에 대해 언급하며, 다시 70년 전의 출발점에 서서 평화의 문제에 대해 고민하고 해답을 찾아내야 한다고 강조했다. 박 대통령은 한국이 폭력적 극단주의의 확산을 막고 국제사회의 테러 척결 노력에 적극 동참할 것이라고 언급했다. 그러면서 분쟁지역 어린이들에게 증오가 아닌 화해를, 폭력이 아닌 대화를, 좌절이 아닌 희망의 꿈을 심어주는 일이야말로, 오래도록 유지될 평화의 방벽을 세우는 일이라고 언급했다.

박근혜 대통령은 교육, 과학 협력에 이어 문화 분야에서도 지속적으로 유네스코와 협력을 강화해 나가겠다고 밝혔다. 박 대통령은 문화창조융합벨트 등 우리의 경험을 국제사회와 공유하면서 지구촌 인류의 삶의 질 향상에 기여해 나갈 것이라고 강조했다. 특히 한국은 유네스코와 협력하여 앞으로 3년간 우즈베키스탄, 라오스, 르완다 3개국에서 문화 다양성을 보호하고, 문화 분야 역량 강화를 지원할 예정이라고 언급했다.

박근혜 대통령, 소보트카 체코 총리와 회담
체코를 공식 방문한 박근혜 대통령이 보후슬라프 소보트카 체코 총리와 회담을 갖고, ▲정치·안보, ▲교역·투자 및 에너지·인프라·과학기술 등 실질협력, ▲한반도 정세, 기후변화 등 주요 글로벌 현안에 대해 협의했다. 회담에 앞서 박 대통령과 소보트카 총리는 인사를 나누고 기념촬영을 함께 했다.

작년 2월, 한·체코 수교 25주년을 맞이하여 소보트카 체코 총리가 공식 방한했다. 박근혜 대통령과 소보트카 총리는 정상회담을 갖고 ‘전략적 동반자 관계수립에 관한 공동선언’을 채택한 바 있다. 나아가 박근혜 대통령의 체코 방문 계기에 양국은 ‘전략적 동반자 관계의 이행을 위한 행동계획’을 채택했다. 박근혜 대통령은 이번에 채택된 ‘전략적 동반자 관계의 이행을 위한 행동계획’은 양국 관계를 정무·경제뿐 아니라 지역적, 글로벌 차원의 미래지향적 파트너십으로 발전시켜 나가는 토대가 될 것이라고 언급했다.
소보트카 총리는 박 대통령의 이번 체코 방문을 계기로 양국 간 전략적 동반자 관계가 더욱 발전되고 협력분야도 다변화될 것으로 확신한다고 언급했다. 양국 정상은 최근 양국 간 경제협력이 활성화되는 점에 만족을 표하면서, 원자력, 과학기술 등 다양한 분야에서의 협력을 강화해 나가기로 했다. 소보트카 총리는 체코가 신규원전 2기 건설계획을 확정하였고, 조만간 공급자 선정을 위한 협상을 개시할 것이라며, 한국전력공사가 참여 의사를 표명한 것에 대해 높게 평가했다.

과학기술에 대해 언급을 이어간 소보트카 총리는 최첨단분야 응용기술이 세계적 수준에 있는 한국과의 협력 확대를 희망하며, 양국 간 체결된 양해각서를 바탕으로 연구기관 간 공동연구 등 협력을 활성화 해가자고 언급했다. 이에 박 대통령은 자동차부품, 스마트 디바이스, 첨단 제조기술 등 분야에서 양국 간 파트너십을 강화해 나가고, 특히 체코가 추진 중인 고속철, 지능형 교통망 구축 등 교통 분야 협력을 확대를 기대했다.

한편, 박근혜 대통령은 창조경제혁신센터 등 창조경제 정책을 소개하면서 상호 협력 확대를 제안했고, 소보트카 총리는 창조경제의 중요성에 공감하며 양국 간 교류와 협력을 확대하자고 강조했다. 양국 정상은 문화 협력에 대해서도 언급을 이어갔다. 박 대통령은 전날 관람한 한·체코 협력 인형극 ‘다락에서’를 언급하며, 체코의 인형제조 및 조작 기술과 한국의 콘텐츠 등을 결합하여 새로운 창작물을 만들어 두 나라가 세계무대로 같이 가자고 제안했다. 소보트카 총리는 체코인형극 역사를 자세히 소개하면서 양국의 문화 협력강화 필요성에 대해 공감했다.

Park gives a special speech for UNESCO
President Park gave a special speech to celebrate the 70th anniversary of UNESCO  
as the first Korean president. Park mentioned about the relationship between Korea and the UNESCO and said that both parties would keep exerting efforts in strengthening cooperation in education, science and culture. On the occasion of visiting the UNESCO, Park looked back the last 70 years history of both Korea and the UNESCO and said that both parties tried really hard to overcome the scars of the two world wars and contributed to the development of education, science and culture at the global level. The UNESCO's initial support for Korea in publishing texture books and building rural leaders promotion centers in particular helped a lot for Korea's economic development. Park said that this means that synergy effect can happen when an organization helps others and they work together. Park also mentioned that we needed to find an answer to ease the tension between the North and the South and draw a peaceful unification. For this, Korea will actively participate in eradicating violence and terrorism in the world while solving the issues through dialogue and cooperation. Park concluded that Korea would exert its utmost effort to cooperate in education, science and culture with the UNESCO and contribute to improving the quality of lives of the citizens of the world. Meanwhile, Korea and the UNESCO are planning to support cultural diversity in Uzbekistan, Laos and Rwanda for the next three years.

Park holds a meeting with Czech Prime Minister Bohuslav Sobotka
President Park visited the Czech Republic and had a summit talk with Prime Minister Bohuslav Sobotka. The two leaders discussed on politics & national security, cooperation in energy/infrastructure/science technologies, and the current political situation in the Korean peninsular and global climate change. Prior to Park's visit, Mr. Sobotka officially visited Korea February last year on the occasion of the 25th anniversary of diplomatic relations between the two countries and the two leaders adopted a Declaration of Building Strategic Partnership. Park's visit this time enabled two leaders to adopt Implementation Plan for Strategic Partnership which will strengthen political, economic, regional and global relationships between the two countries. Mr. Sobotka said that he firmly believed that the cooperation areas would be more diversified especially in nuclear energy and science technology. Park praised high that Czech decided to build two nuclear facilities and Kepco showed a great interest in participating the project. Mr. Sobotka hoped an expanded cooperation with Korea in the field of cutting edge technologies and application technique as well as joint research projects based on the MOUs signed between the two countries. Park in response said that she would strengthen partnership in the field of car parts, smart devices, and cutting edge manufacturing technologies and hoped that Korea would actively participate in Czech's high speed railway and intelligent traffic system. Park also introduced Korea's Creative Economy Innovation Center and suggested to share the policies. Mr. Sobotka in response said that he recognized the importance of Creative Economy and would do his best to cooperate in the field. Meanwhile, Park watched the Korea-Czech joint puppet show 'In the Attic' and suggested to combine Czech's doll making knowhow and Korea's contents to pioneer global cultural market. Mr. Sobotka agreed with Park and introduced the rich history of the Czech puppet show.
