이성규 교수는 경북 안동이 고향으로 현재 국립안동대학교 무역학과 교수로 재직 중이며, 영국 사우스앰튼대학교(Southampton University)에서 ‘공공선택학’(조세정책의 정치경제학)으로 경제학 박사학위를 취득하였다. 현재 ‘한국제도·경제학회’ 부회장 및 편집위원장, 한국재정정책학회 이사, 안동대학교 부설 ‘한국공공선택학연구소’ 소장으로 일하고 있으며, 최근 ‘한국공공선택학회’ 제8대 회장으로 선출되었다. 또한 카자흐스탄의 명문 ‘구밀요프 유라시아 국립대학교’(Gumilyov Eurasian National University) 경제학과 박사과정 논문지도 교수로 봉사하고 있다. 2011년 안동대학교에 부임하기 전 한국외국어대, 성신여대, 서울여대, 명지대 등에서 다년간 강의를 했고, 국회 산하 국회예산정책처에서 경제분석관으로 일했다.

다수 저서 집필․번역하며 우수학술도서 선정돼

이성규 교수는 그동안 「Essays on Voting, Tax Policy and Campaigning」(2009), 「Political Economy of Tax Policy and International Taxation」(2008), 「무역정책의 정치경제학」(2010), 「공공선택」(공저, 2012), 「국제무역론」(공저, 2013), 「복지정책에 대한 근원적 고찰」(공저, 2013) 등 다수의 저서를 집필하고, 「공공경제학」(공역, 2010), 「경제학이해」(공역, 2012), 「글로벌 무역의 이해」(공역, 2013), 「집단행동의 논리」(공역, 2013), 「조세설계」(공역, 2015), 「읽기 쉬운 국부론 요약」(2015) 등을 번역했다.

특히 「무역정책의 정치경제학」은 2011년 문화체육관광부 우수학술도서, 「공공선택」은 2013년 대한민국학술원 우수학술도서, 「스웨덴의 복지 오로라는 얼마나 밝은가?」는 2015년 세종도서 우수학술도서에 선정되었다. 또한 학문의 스승이신 최광(전 국민연금공단 이사장) 교수와 공동으로 쓴 “우리나라 경제학원론 대학교과서에서의 자본주의 시장경제와 정부의 역할에 대한 서술현황과 대안모색”이라는 논문으로 2011년 전경련 시장경제대상 논문부문 대상을 수상하기도 하였다.

‘한국공공선택학연구소’ 설립해 학제적 연구 발전 앞장서
‘감사일기쓰기’ 행사 등 교육 기업가정신 발휘해

이성규 교수는 2012년부터 현재까지 한국제도·경제학회가 발간하는 학술지인 「제도와 경제」 편집위원장을 4년째 역임하며 우리나라 제도경제학의 발전을 위해 심혈을 기울이고 있으며, 2011년 12월 국내 최초로 안동대학교 부설 ‘한국공공선택학연구소’를 설립하여 우리나라 ‘공공선택학’(Public Choice)의 발전을 위해 애쓰고 있다. 이 교수는 카자흐스탄 정부가 매년 5월 말경에 주최하는 ‘아스타나경제포럼’(Astana Economic Forum)에 지난 2013~2015년까지 매년 초청받아 노벨상 수상자들과 함께 한국경제성장, 창조경제 등에 대해 연설함으로써 국위를 선양해 왔다. 또한 이 교수는 이색적이고 혁신적인 행사들을 주도적으로 실시함으로써 안동대학교에서 ‘교육 기업가정신’을 발휘하고 있다. 우선, 무역학과 학생들을 대상으로 ‘감사일기쓰기’ 행사를 실시해 대학생활의 비전과 가치를 찾는 데 도움을 주고 있다. 이 교수는 “무역학과 학생들이 ‘자신의 일상생활에 감사하고, 행복하고, 알차게 대학생활’을 하도록 동기를 부여함으로써 인성함양에 작은 밑거름을 주고자 한다”고 전했다. 이 교수는 그 밖에도 무역학과 선배가 기부하는 ‘무역선장 장학금’, 조선일보 주최 ‘통일나눔펀드’ 기부, 중국 유학생과의 친목 도모를 위한 ‘안동대학교 무역학과 대 중국유학생 친선 체육대회’ 등 다양한 행사를 실시했다.

‘습노(習勞)하는 생활’ 모토로 실천에 앞장서는 참교육자

이성규 교수는 앞으로 10년간 ‘국부(國富)의 원천’과 ‘왜 어떤 국가는 잘 살고, 다른 국가는 못사는가?’에 대해 심층적인 연구와 교육을 할 예정이다. 이를 위해 이성규 교수는 최근 ‘읽기 쉬운 국부론 요약’을 번역하였다. 이 교수는 ‘습노(習勞)하는 생활’을 삶의 모토로 삼고 있다. ‘습노(習勞)’를 글자 그대로 풀이하면 ‘수고로움(勞)을 연습한다(習)’는 말이다. 책 읽고 공부하는 ‘수고로움’이 자기 생활의 ‘습성’ 또는 ‘습관’이 되는 것을 뜻한다. 이를 실천하기 위해 이성규 교수는 거의 365일 매일 아침 6시에 연구실에 출근하여 하루를 시작한다. 대한민국의 미래를 이끌어갈 인재를 키우는 참교육자, 이성규 교수. 그의 밝은 미래와 함께 대한민국이 우뚝 설 수 있는 날이 오기를 기대한다.

Prof. Lee has written numerous renowned books, such as Essays on Voting, Tax Policy and Campaigning(2009), Political Economy of Tax Policy and International Taxation(2008), Political Economics of Trade Policy(2010), Public Choice(2012), International Trade Theory(2013) and Fundamental Review of Welfare Policies in Korea(2013). He also translated several economics textbooks alone or together, such as Public Sector Economics(2010), Economics(2012), Understanding Global Trade(2013), The Logic of Collective Action(2013), Tax By Design(2015) and The Condensed Wealth of Nations(2015). Especially, Political Economics of Trade Policy was chosen as an ‘Excellent Scholarly Book’(ESB) in 2011 by the Ministry of Culture, Sports and Tourism, Public Choice also won as an ESB in 2013 by the National Academy of Sciences, and How Bright are the Northern Lights? was selected an ESB in 2015 by Sejong Books. Moreover, Lee and his teacher, Prof. Kwang Choi(former Chairman of National Pension Service) wrote a challenging paper on “Discourses on the Capitalistic Market Economy and Role of Government in the Principles of Economics Textbooks in Korea” and finally won ‘FKI Free Market Economy Best Awards’ in 2011.

Promoting ‘Thanks-Diary-Writing Campaign’ for University Students

Prof. Lee has worked as Chief Editor of the Review of Institution and Economics published by Korea Institution and Economics Association for 4 years to promote the institutional economics in Korea, and furthermore, established the Korea Center for Public Choice Study affiliated at Andong National University in 2011 to develop the public choice field. Lee also has been invited to Kazakhstan-initiated Astana Economic Forum, held late May yearly in Astana, from 2013 to 2015, and delivered speeches on Korean Economic Miracle and Creative Economy in Korea alongside Nobel Prize winners. In addition, Lee has been attempting various innovative events to demonstrate his entrepreneurial spirit in the university. For example, ‘Campaign for Writing Thanks Diary’ among students in his trade department is to help them find their vision and value of university life. Other events include ‘Trade Senior’s Scholarship’ by the graduated seniors of the department, ‘Unification Sharing Fund’ donation organized by Chosun Ilbo, and most impressively, ‘Annual Korea-China Friendly Sports Game’ between Korean and Chinese students in his university.

“Hard working” is the order of everyday in his life

Prof. Lee’s next goal is to pursue a research on ‘the sources on wealth of nations’ and ‘why some nations are rich, but others are poor?’ in a next 10 year period. As a preliminary stage, Lee recently has translated The Condensed Wealth of Nations for Korean readers. Lee emphasizes his moral principle as “Hard working is the order of the day” in his life. Prof. Lee firmly believes that one’s endeavour becomes a habit and the habit brings a good result. For this reason, Lee arrives at his research room at 6 a.m. every morning almost throughout the year. Finally, we, Power Korea, really wish Prof. Lee a fruitful and rewarding year for 2016.
