세계를 움직이는 우리의 종자를 키우다

종자산업은 인구증가와 기후변화, 식량안보 등의 환경변화에 따라 전 세계적인 블루오션으로 떠오르고 있다. 특히 신흥국의 경제발전에 따른 곡물수요 증가나 기후변화로 인한 식량공급에 대한 불안감이 커지면서 농작물의 증산, 생산성 향상은 미래를 준비하기 위한 가장 중요한 과제가 되고 있다.

세계 시장을 선도할 종자 대국을 목표로
씨 없는 수박으로 유명했던 세계적인 육종학자 우장춘 박사는 “종자는 이미 그 하나로써 우주이다. 종자 없는 농업은 없다”고 하며 종자산업의 중요성을 역설했다. 실제로 세계 종자시장의 규모는 2002년 247억 달러에서 2012년 450억 달러로 크게 증가했으며, 2025년에는 585억 달러에 달할 것으로 전망되고 있다. 단 3g의 파프리카 씨앗이 금 한 돈의 가치보다 클 정도로 종자산업은 미래 성장 동력으로서의 경제적·문화적·정치적·사회적 가치를 동시에 지니고 있다.

이에 정부에서는 지난 2012년, 종자 산업의 육성과 글로벌 종자 시장의 선점을 목적으로 최초의 다부처 기업지원형 R&D프로젝트인 ‘GSP(골든시드프로젝트)’를 출범시켰다. 10년간 정부 3,985억 원, 민간 926억 원의 연구비가 투자되는 GSP 사업 가운데 채소종자사업단은 고추, 배추, 무, 수박, 파프리카 5가지 작물에 대한 연구에 주력하고 있다. 사업단을 이끌고 있는 임용표 단장은 “저희 사업단은 5가지 작물의 종자 개발을 위한 기반 기술을 확립하고 글로벌 시장 개척을 위한 품종을 개발함으로써 2021년까지 채소종자 수출 1억 1,415만 달러를 달성하고 파프리카 종자 국내자급률 50%를 목표로 연구·개발에 매진하고 있습니다”라고 밝혔다.

미래 인류의 고민을 해결할 열쇠
종자 산업이란 씨앗과 같은 종자를 개발하고 보급하여 생산농가에 판매하는 형태의 산업을 의미한다. 임 단장은 “빠른 속도로 성장하고 있는 세계 종자 시장에서 우리나라 시장의 규모는 약 0.9% 수준에 불과합니다. 특히 현재 국내 종자시장의 약 50% 이상을 외국 기업이 점유하고 있어 농산물 판매를 통한 수익 중 일부가 외국기업으로 빠져나가는 현상이 일어나고 있다는 것이 가장 큰 문제입니다”라고 지적했다. 이에 사업단에서는 우리나라 고유의 풍토에 맞고, 재배가 잘 이루어져 농민들의 수익에 직접적으로 연결될 수 있는 다양한 종자 개발을 시도하고 있다.

임 단장은 “종자 개발은 우리의 먹거리를 해결하는 식량 안보의 기본이 될 뿐만 아니라, 생명산업과 같은 미래성장산업의 원천이 되는 자본과 기술이 집약된 농업의 반도체라고 말할 수 있습니다. 더욱이 농업의 가장 근본이자 기초라고 할 수 있다는 점에서 국내 농가의 경쟁력 향상과 글로벌 시장 공략을 통한 수익률 증대를 위해 가장 중요한 연구분야입니다”라고 설명했다. 하지만 이 같은 중요성에도 불구하고 국내 종자 산업이 발전에 어려움을 겪었던 까닭은 종자 산업 자체가 갖는 특성에 근거한다. 새로운 품종을 개발하여 농가에 보급하기까지 최소 8년에서 10년이라는 긴 시간이 필요하며, 그만큼 상당한 노력과 자금을 필요로 하기 때문에 대규모 자본을 앞세운 글로벌 기업에 경쟁에서 밀릴 수밖에 없었던 것이다. 이에 사업단은 대기업, 중·소규모 종자회사, 개인 육종가들을 위한 지역별 패키지형 수출 지원시스템을 구축하고, 수출을 위한 육종전략과 마케팅 연구, 병리검정기술, 분자마커개발, 품질분석지원 등의 기술개발 지원을 통해 국내 종자 산업의 부흥을 위한 노력을 아끼지 않을 계획이다. 

종자는 이제 단순한 ‘씨앗’에서 고기능이 더해진 하이테크 상품으로 변화하고 있다. 하나의 우수한 종자가 수많은 사람들의 먹거리를 생산할 수 있으며, 나아가 인류의 크나큰 고민인 식량문제를 해결할 열쇠가 될 수 있다. 실패를 두려워하지 않는 끊임없는 연구와 개발을 통해 세계 최고수준의 글로벌 채소종자 산업을 육성하고자 노력하고 있는 GSP 채소종자사업단의 앞으로의 행보를 기대해보자.

To be a leading country in the seed industry
The renowned breeding scientist Jangchun Woo once said “A seed itself is a universe. We cannot even imagine agriculture without seeds.” The scale of the world’s seed industries reached to $24.7B in 2002, $45B in 2012 and is expected to be $58.5B by 2025. A 3g paprika seed is much worth than a handful of gold and therefore the seed industry is regarded as a future growth engine. For this, the Korean government, in 2012, launched GSP (Golden Seeds Project): an industry-friendly R&D project to promote the industry and to preoccupy the global seed market. The government is to pour $340M with a $85M private research fund into GSP for the next 10 years. And the Vegetable Seed Center among the project is focusing on 5 core crops: chilli, cabbage, radish, watermelon and paprika. Director Im says “We are exerting our utmost effort in securing the foundation technology for those 5 core crops and development of new seeds to pioneer global market. We aim to achieve a $100M export of the developed seeds and to achieve 50% self-sufficiency rate of paprika seeds in Korea by 2012.”

The key to solve food problem
The seed business means that the researchers develop seeds and supply them to farmers to make related products. Director Im says “The scale of Korea’s seed industry is about mere 0.9% when compared to global market. In addition, 50% of the domestic market is dominated by foreign companies and the profits therefore are leaking to overseas countries.” To improve the situation, the Vegetable Seed Center is developing various seeds ideal for the Korean soil and climate. Im continues “Development of seeds can solve food problem in the future. It is like the semiconductor in agriculture. With this, we can increase domestic farmer’s income and pioneer global market.” However, the reason the industry has been taking a rather slow step in Korea is because that it requires a long time process and sufficient capitals. It normally takes 8 to 10 years from developing a new seed for farmers to grow and to make products with it as well as considerable amount of money. That is why Korean developers have been fallen behind of global major companies in the competition. To improve the competitiveness, the center is building customized package export support system for both private and major companies as well as SMEs according to each region. The center also provides services for marketing research, pathological verification technology, molecule marker development and quality analysis support. The current trend tells that seeds now are becoming as high-tech products over their traditional concept. This means that a seed can feed millions of people and also can solve future food problem.
