경기․평택 메르스 방역 민간봉사단체 조직해 구슬땀 흘려
환경․방역 전문가들과 함께 신뢰 쌓아

지난 5월 첫 발병자를 시작으로 우리나라를 비롯한 전세계를 휩쓴 중동 호흡기 증후군 메르스(MERS)는 7월 28일자로 사실상 종식 선언을 맞으며 두 달 가량의 기세가 한풀 꺾여 들어갔다. 비록 아직 확진 상태로 치료받는 환자가 남아있어 주의 단계에 머물러 있다고는 하지만 세계보건기구(WHO)와 보건당국은 메르스의 전파 가능성 해소의 인식을 공유해가고 있는 상황이다. 두 달간 30명 이상의 사망자를 내며 사상 최악의 전염병으로 치달을 수 있었던 메르스를 막아낸 것은 현장에서 방역 작업에 힘쓴 일반 업체들이다.

최초 민간자원봉사단으로 활발한 활동 펼쳐
이번 메르스 사태에서 바이러스의 빠른 확산을 막아낸 것은 보건 당국의 권고사항을 충실히 지켜준 시민의식과 함께 현장에서 방역 작업에 구슬땀을 흘린 민간 방역업체의 역할이 컸다. 평택시 지산동에 위치한 에스티방역공사/(주)에스티환경 김성환 대표는 평택 지역에서 대규모 민간 자원봉사를 이끌며 메르스 퇴치에 중요한 역할을 담당한 바 있다.
기존 감염병이나 조류독감(AI) 등의 방역 작업은 주로 축산 분야에서 이루어졌던 것이 사실이다. 이번 사태만큼 커다란 규모의 감염이 발생한 경우가 드물고 실질적으로 국가에서 비상사태를 관리해본 경험이 없었기 때문에 메르스 발생 초기였던 6월 7일, 김성환 대표는 보건소로 들어와서 전체적인 계획을 세워보자는 연락을 받았다.
김 대표가 직접 확인해 보니 2500여 개의 시설을 전부 관리하고 작업을 진행하기에 어려움이 있었다. 이에 그는 한국방역협회 경기지회장과 함께 서울․광명․화성 등지의 12개 방역업체가 참여하는 민간방역자원봉사단을 꾸려 평택 지역 22개 읍․면․동 주민센터와 경로당, 관공서, 지하철 역사 등을 누비며 직접적인 방역 작업과 함께 환경정화와 관련된 교육에도 앞장섰다.
김 대표는 "소독이라는 것은 직접적으로 바이러스를 잡는 것 하나와 사람들의 심리를 치료해주는 것 두 가지의 효과가 있다. 그렇기에 회사의 이익보다는 사회를 위해 봉사하고자 나선 것이며, 메르스 퇴치에 힘을 보탤 수 있어 뿌듯했다"고 전했다.

1983년 에스티방역공사 설립... 방역 작업과 교육 등 앞장서

김성환 대표는 1983년도 송탄방역공사를 시작, 에스티방역공사로 이름을 바꾼 후 구충작업과 집중호우 등을 겪어 침수된 시설에 소독 및 청소 등 봉사를 진행해 왔다. 김 대표가 속해 있는 한국방역협회에서는 티베트 지진과 일본 쓰나미 사태 등에 봉사단을 조직해 봉사의 새로운 지평을 열고 있다. 또한 김성환 대표는 협회를 통해 6개월 코스의 고려대학교 전문가 과정을 수강하며 바이러스와 질병에 관한 특강을 통해 업무 분야에 대한 지식을 향상시키기도 했다.

이 밖에 (주)에스티환경은 저수조 청소, 건물 외벽 및 내부 계단 청소, 침대매트․카펫․의자 클리닝, 클린룸 청소소독, 구제역 예방소독, 대․소형 사업장 특수방역, 놀이터 모래소독을 비롯해 다양한 청소와 방역 업무를 수행했다. 에스티방역공사/(주)에스티환경의 김성환 대표는 지난 9월 20일 메르스 방역에 공헌한 점으로 평택시장으로부터 표창장을 수상하였으며, 10월 30일자로 '2015 대한민국 사회공헌 대상'을 수상한 바 있다.

김 대표는 "사회 전반으로 공공위생의 중요성이 증가하고 있는 만큼, 협회와 복지부가 협조하고 국가 차원의 세미나나 종사자와 대표자 교육 등을 진행할 수 있었으면 한다. 대부분의 방역업체가 인력이 부족하고 영세한 실정이라 협회를 이어나가기 힘들기 때문에 어떤 약품을 사용해야 하고 소독은 어떤 과정을 거치는가에 대한 체계적인 교육이 절실한 실정이다"라고 말했다.

이번 메르스 사태에서 볼 수 있듯이 전염병 발생 초기에 확산을 막을 수 있는 가장 핵심적인 방법이 바로 방역이다. 민간단체로서 하기 어려웠을 결정을 내리고 기꺼이 봉사의 길을 택한 김성환 대표의 업적이 소중한 것은 바로 이 때문이다. 앞으로 협회와 방역 업계의 발전을 위해 노력하겠다는 김성환 대표의 웃음에서 안전하고 행복한 대한민국을 이끌어갈 믿음직한 리더의 자세가 느껴졌다.

ST Pest Control to lead prevention of MERs spread in Gyeonggi and Pyeongtaek

Preventing the rapid spread of MERs recently can ascribe to mature civic awareness and private pest control firms. Located in Jisan-dong, Pyeongtaek, ST Environment & Pest Control (CEO Sungwhan Kim) played a great role to eradicate MERS in the region by leading a large scale private voluntary control. Korea has rarely experienced an outbreak like recent MERS and both the government and the public were taken aback at first. On 7 June, Kim received a contact from local community health center to bring up prevention measures. But it was difficult for Kim to manage and control 2,500 facilities alone. So he organized a volunteer group with the support of the Korea Pest Control Association Gyeonggi Branch and other 12 local pest control firms. It was the first time in the region that such a large scale privately organized voluntary control had been done. Kim says “Pest control has two functions: to eradicate diseases and to give psychological stability to residents. I and the control team felt really proud that we took a great part to prevent a further spread of MERS.”

Related seminars and training much needed
CEO Kim established Songtan Pest Control (now ST Pest Control) in 1983 and has provided pest control services especially in the areas damaged by flood. Kim is a member of the Korea Pest Control Association and they provided a helping hand when the disastrous earthquake hit Nepal and tsunami in Japan. Kim also completed a 6 month specialist course at Korea University with the support of the association and built his knowledge on virus and diseases. Meanwhile, Kim’s another firm ST Environment provides cleaning services for buildings, water tanks, home furniture and children’s playground. For his contribution in eradicating MERS, Kim received a citation from Mayor of Pyeongtaek on 20 September and ‘2015 Korea Social Contribution Award’ on 30 October. Kim says “As there is an increased demand for public health & safety in the Korean society, I hope the association and the Ministry of Health & Welfare work together to promote related seminars and training programs. Many pest control firms are suffering from manpower shortage and lack of professional knowledge. Providing training programs, for this reason, is especially urgent.” An effective pest control is one great way of preventing diseases at first hand and Power Korea is looking forward to seeing more of Kim’s energetic activities in the field.
