박근혜 대통령, 오바마 대통령과 정상회담
박근혜 대통령이 지난달 16일(현지시각) 오바마 대통령과 정상회담을 가졌다. 이번 정상회담에서 박근혜 대통령과 오바마 대통령은 ‘강력하고, 진화하는, 역동적인’ 한·미 동맹 관계를 재확인하고, 북핵과 북한 문제, 동북아 지역 협력 문제에 대해 의견을 나눴다. 뿐만 아니라 북핵·북한 문제에 특화된 한·미 정상 차원의 최초 공동성명인 ’2015 북한에 관한 한·미 공동 성명’을 채택했다.

북한에 관한 한·미 공동성명에서 우리나라와 미국은 유엔에 의해 금지된 북한의 핵·미사일 능력의 지속적인 고도화에 깊은 우려를 공유하며, 북핵문제를 최고의 시급성과 확고한 의지를 가지고 다루기로 합의했다. 또한, 양국 정상은 긴장을 고조시키거나 유엔 안보리 결의들을 위반하는 북한의 어떠한 행동에도 반대한다고 명시했다. 동시에 북한을 신뢰할 수 있고 의미 있는 대화로 가능한 조속히 복귀시키기 위해 중국 및 여타 당사국들과의 공조를 계속 강화해 나갈 것이라고 밝혔다.

박근혜 대통령과 오바마 대통령은 견고한 한·미 동맹 기반 위에 협력의 새로운 지평인 사이버, 우주, 기후변화 및 글로벌 보건 등에 대해서도 파트너십을 발전시켜 나가기로 했다. 양국은 에볼라 완전종식, 보건시스템 복구, 서아프리카에서의 글로벌보건안보구상(GHSA) 목표 달성 및 국제보건규약의 완전한 이행을 위해 지속적으로 노력할 것을 약속했다. 양국은 사이버안보 협력이 한·미 동맹 전반에 중요하다는 점을 인정하고 사이버방어 관련 교훈과 모범사례를 공유함으로써 사이버안보 협력 강화를 모색할 것이라고 전했다. 또한, 기존의 긴밀하고 포괄적인 사이버 협력을 보다 강화하고 보완하기 위해 청와대-백악관 간 사이버 조정 채널을 수립하기로 했다.

이번 정상회담에서 박근혜 대통령과 오바마 대통령은 북핵 등 한반도 문제에 대해 심도 있게 논의하고, 범세계적 문제 공동 대응을 위한 글로벌 파트너십을 강화해 나가기로 뜻을 모았다. 뿐만 아니라 공고한 한·미 동맹을 기반으로 새로운 분야에서의 협력을 확대하며 한·미 동맹의 지평을 확대했다.

박근혜 대통령과 오바마 대통령은 이어 백악관 이스트 룸으로 이동해 공동기자회견을 가졌다. 박근혜 대통령은 지난 2년 반 동안 조건에 기반을 둔 전작권 전환 합의와 43년 만의 원자력협력협정 개정 등 민감한 현안들이 모두 창의적으로 해결된 것에서 보듯이 한·미 동맹은 과거 그 어느 때보다도 강력하다고 언급했다. 뿐만 아니라 한·미 동맹이 안보 동맹과 경제 동맹을 넘어, 포괄적 글로벌 동맹으로 진화하고 있다고 밝혔다.

이어 박근혜 대통령은 오바마 대통령과 함께 한반도와 동북아의 평화·안보에 최대 위협이 되고 있는 북한의 도발 위협 및 핵 능력 고도화와 관련하여 많은 점에서 인식을 공유했다고 밝혔다. 이번 한·미 정상회담에서는 북핵·북한문제에 대해 심도 있게 논의하고, 북핵·북한 문제에 특화된 한·미 정상차원의 최초 공동성명인 ‘2015 북한에 관한 한·미 공동성명’을 채택했다.

박근혜 대통령, `요아힘 빌헬름 가우크` 독일 대통령과 정상회담
‘요아힘 빌헬름 가우크’ 독일 대통령이 우리나라를 국빈 방문했다. 2014년 3월 박근혜 대통령이 독일을 방문했을 때 ‘가우크’ 대통령을 방한 초청했었다. 박근혜 대통령과 가우크 대통령은 청와대 대정원에서 열린 환영식에 참석해 의장대의 사열을 받으며 이동했다. 정상회담에 앞서 박 대통령과 가우크 대통령은 기념촬영을 함께하고, 방명록에 서명을 했다.

이번 정상회담에서 박근혜 대통령과 가우크 대통령은 작년 3월 구축된 양국 간의 다면적 통일 관련 협의체가 활발하게 운영되고 있는 것에 대해서 평가하고, 통일문제와 관련해 독일과의 협력을 더욱 강화해 나가기로 했다. 뿐만 아니라 양국 정상은 우리 정부의 대북 정책을 일관되게 지지해온 독일과 함께 대북 공조를 위해 협력해 나가기로 했다.

또한, 두 정상은 양국의 미래 지향적인 창조경제 파트너십을 더욱 발전시켜 나가자는데 의견을 같이했다. 특히 양국 정상은 작년 3월 정상회담 시 논의했던 중소기업 공동 R&D 연구와 제조업 혁신 방안, 산업 기술 개발 분야와 연구기관과 기업의 유기적 협조 체제인 산학연 분야에서의 협력도 확대해 나가기로 했다. 또한, 양국 간 직업교육 훈련 분야에서의 협력이 활발하게 이루어지고 있는 만큼 청년들의 교류는 물론 청년 취업을 지원하는 현장 실습 등 관련 분야에서의 협력도 더욱 활성화해 나가기로 했다.

The ROK-US summit
President Park had a summit talk with US President Barack Obama on 16 last month. Both leaders reaffirmed strong, productive and dynamic ROK-US Alliance and discussed on North Korea’s nuclear problems and regional cooperation in South East Asia. At the end of the talk, they adopted ‘United States-Republic of Korea Joint Statement on North Korea’ which will handle denuclearization of the Korean peninsula and North Korean provocations. The two leaders showed a deep concern about North’s capability of nuclear missiles and stated that they would oppose North’s any attempt against UN mandate. They also mentioned that they would do their best in cooperation with China and involved countries to bring North Korea to the negotiating table.

The two leaders agreed to strengthen the partnership in the areas of cyber, space, climate change and global health and promised to faithfully implement the eradication of Ebola, restoration of health system, achievement of GHSA’s goal in West Africa and the fulfillment of International Covenants on Health. They shared the importance of cyber security cooperation in ROK-US Alliance and agreed to promote related information and best practices and to build a comprehensive cyber adjustment channel between the two countries. During a joint news conference, Park praised high that the transfer of wartime operational control and the revision of atomic energy agreement in 43 years had been smoothly settled down. She added that the bilateral relationship between the two countries had developed to a level of global alliance over political and economic cooperation. 

The ROK-Germany summit
German President Joachim Gauck officially visited ROK on October 12 in response to President Park’s invitation when she visited Germany on March 2014. He was greeted by a Korean Army honor guard at the Blue House, took a photo with Park and signed on visitor’s book. The two leaders highly rated for active operation of unification organizations opened on March last year by the two countries and reaffirmed strengthened cooperation in the field as Germany has been consistently supporting ROK’s policies on North Korea. They agreed to further develop future-oriented creative economic partnership especially in the sectors of joint SME R&D and manufacturing innovation, industrial technology development and industry-academic cooperation which were discussed on March last year in the summit talk. In addition, the two leaders agreed to give more support for youth exchange and employment as well as work experience.
