Chairman Daeik Oh of Education Committee of Jeju Special Self-Governing Provincial Council

41 years of devotion in education to improve educational system in Jeju
Chairman Oh became a teacher when he was in the 20s and has devoted his life in education for 41 years by taking various roles including principal of Namwon Elementary School and Topyong Elementary School, school inspector, Director of Jeju Student’s Cultural Center and Head of Planning at Jeju Special Self-Governing Provincial Office of Education. Jeju introduced a special law to appoint local educators to form and run Jeju Education Committee and Chairman Oh was selected as the 10th Chairman of the committee without a vote in a row after successfully fulfilling 4 years of his previous term. He is highly praised for listening residents’ opinions and reflecting them in the policies. He defended small village schools from being closed or merged with other schools with his philosophy ‘Schools are the center of local culture’.

Chairman Oh said “I and the residents of Jeju defended the closure or merger of 3 schools as we believed that schools should not be a means of making profits. A school should keep open even if there is only one student.” Taking the trend of city dwellers’ returning to country side including Jeju, Oh promoted policies to improve the quality of local schools to city level and to reduce the educational gap. He said “Education in Jeju is standing at a crossroads at the moment. Many provinces gave up running an education committee due to the wide range of election but formed a standing committee consisted of members of provincial assembly. In this respect, Jeju is the only province running a traditional education committee consisted of selected committee members. I hope more provinces take our case as a role model and we will keep doing our best to secure educational autonomy stipulated in the constitution.” Oh emphasized on ‘personality education’ if we are to have an advanced educational system and criticized the current ranking system of high schools which is based on the number of students entering top universities. He said a systematic change for entrance exam is much needed at the national level and more opportunities should be given to students who contributed to society with right personality. 

Balanced rural development
Chairman Oh has exerted his utmost effort in promoting balanced rural development. He promoted exchanges and cooperation between Jeju Office of Education and overseas local governments, invited prestigious foreign schools to Jeju to create an English town and take the initiative to introduce ‘Ordinance for Jeju Cyber Learning’ which is an online-based self learning in 2012 for rural students. In 2013, Oh introduced ‘Ordinance for Jeju Farming and Fishing Village Study Experience Support’ as the countermeasure for school closure or merger and it invited city students for cultural exchange and increased the number of students in rural area. Oh used successful cases of North Jeolla Province and Seogwipo City backed by practical programs and government support for this. Also, Oh and a committee member Yuwon Sohn carried out a research on improvement of unbalanced educational practices last January. As a result, they introduced ‘Ordinance for Jeju’s Balanced Educational Development Support’ and allocated a budget needed for it. Chairman Oh said “I’m particularly interested in promoting youth specialty activities. For this, I and a committee member Ikja Kang introduced ‘Ordinance for Youth Activity Promotion’ last April to improve the government’s youth activity certification system and to promote safety issues.”

Meanwhile, Oh is determined to narrow down the educational circle’s difference on policy making as well as strengthen surveillance. Oh said “Korea’s educational system overall is good. But there are gaps between districts and regions. If we are to narrow down these gaps, it is a must to promote the development of regional economy and education at the same time.” In his 9th term, Oh significantly contributed to developing rural education in cultural terms. Oh also served as director of founding committee of Jeju Welfare Forum and head of Namwon City’s Children Choir. For his contribution, Oh received ‘The 9th Korea Education Industrial Awards.
