국내 유일 교육위원회를 대표해 제주도민 참교육의 기틀 다져
“제주를 균등한 학습기회, 사회공헌 인재 배출이 이루어지는 교육도시로 만들겠다.”

제주특별자치도에는 국내에 하나뿐인 교육위원회 제도가 있다. 다른 시·도에는 이 제도가 일몰제로 사라졌지만 제주도에는 제주특별법에 규정된 교육위원회가 여전히 존속되고 있으며 앞으로 이 교육위원회 제도가 계속 유지될지 여부에 귀추가 주목되고 있고 교육계 안팎의 관심이 집중되고 있다. 풀뿌리 교육행정의 상징으로 교육전문가 출신 행정가의 모범을 보이는 제주특별자치도의회 오대익 교육위원장을 만나 도민들의 신뢰를 얻은 그간의 의정 활동에 대해 정리해 보았다. 

41년 교육인생 바탕으로 교육시스템 개선, 제주 유일 무투표 재선에 성공
오대익 제주특별자치도의회 교육위원장은 20대 때 교사가 되어 만 41년 간 남원초·토평초  교장, 장학사, 학생문화원장, 서귀포시교육장, 도교육청 기획실장 등 제주도 교육계의 주요 직책을 모두 거쳤다. 제주도의 교육 경력자 중에서 교육의원을 선출하여 교육위원회를 구성·운영하는 특별법이 시행되면서, 정년퇴임 후 관계자들과 도민들로부터 교육의원 0순위로 꼽혔던 오 위원장은 지난 9대 의회에 입성해 4년의 임기를 마치고, 10대 의회 교육의원에  다시 출마하여 제주도에서 최초이자 유일하게 교육의원 무투표 재선에 성공했다. 오 위원장은 교육 정책에서 주민 의견을 수렴하여 민심을 받드는 교육위원장이라는 평가를 받고 있다. 중앙 정부와 도교육청에서 강력하게 추진하는 소규모 학교 통폐합 정책에 맞서 ‘학교는 농촌마을을 지탱하는 문화의 중심’임을 역설하며, 통폐합에 반대하는 주민들의 입장에 섰다.

“제주도의 작은 학교 3개교의 통폐합을 결사적으로 막아 지역주민들로부터 박수갈채를 받기도 했다. 학교운영을 경제적 논리로 접근해서는 아니 되며 경제적으로 손실이 있을지라도 농촌마을을 살리는 데 학교를 유지하는 것 만한 게 없다는 것이 그의 변함없는 생각이다. 단 1명의 학생이 있다 해도 폐교추진보다는 학교를 살릴 수 있는 방안을 먼저 강구해야 한다는 그의 주장은 많은 동료의원들의 지지를 이끌어 냈고 결국 계획대로 이루어졌다” 오 위원장은 제주도에 귀농 귀촌 붐이 일면서 작은 농촌들이 살아나는 것을 포착해 정책에 반영했다. 작은 학교를 살린 후에는 농촌 교육을 도시 교육과 뒤떨어지지 않도록 지역 간·계층 간 교육격차 해소를 위해 혼신의 노력을 기울이고 있다. “제주 교육은 지금 갈림길에 서 있다. 선거범위가 너무 넓어 타 시·도에는 교육의원 제도가 폐지되었고 일반 도의원들이 교육 상임위원회를 구성하고 있다. 교육의원을 선출하여 교육위원회를 구성하는 기존의 방식은 특별법이 유효한 제주도에서만 존속되고 있다. 제주도의 성공사례가 다른 시도의 교육위원회 제도를 살리는 불씨가 될 수도 있기에 헌법에 규정된 교육의 자주성을 지키기 위해 교육 전문가로서 임무를 다하고 있다” 오 위원장은 우리나라 교육 발전에서 보강해야 할 부분을 ‘인성교육’이라고 말하면서 일류대학 입학자 숫자가 고등학교의 위상을 결정하고 평가하는 현 입시 제도를 보완하고, 사회 공헌하는 인성을 지닌 학생들에게 많은 기회를 주는 교육시스템을 개발하기 위해 국가차원의 획기적인 노력과 결단이 있어야 한다고 덧붙였다. 

도민들의 선택에 보답하는 교육균형발전과 농촌진흥으로 소임 다할 것
교육위원회 안에서는 농촌과 도시의 교육시스템 격차를 해소하고, 제주도의 원로 지식인으로서 농촌의 발전을 꾸준히 모색하는 오 위원장은 제주도 내 교육균형을 잡는 데 큰 몫을 담당했다. 제주특별자치도교육청과 외국 지방자치단체와의 교류협력을 이뤄내고 영국의 명문 학교를 비롯한 세계의 주요 학교들을 섭외, 유치하여 제주 영어교육도시 조성 기획을 해 냈으며, 2012년에는 학원이 많은 도심지에 비해 상대적으로 사교육에 취약할 수밖에 없는 농촌 지역의 학생들을 위해 온라인 자기주도학습의 기회를 주는 ‘제주특별자치도 사이버학습 활성화에 대한 조례’ 제정에 앞장섰다. 2013년 농어촌 소규모학교 통폐합 정책에 대항해 내놓은 ‘제주특별차치도 농어촌유학 지원 조례’에서는 도시에 사는 초·중교 학생들이 일정기간 농어촌에서 유학하는 제도를 고안해 학생 수를 증가시키고 문화를 교류하게끔 하여 농어촌의 발전을 유도했다.

전라북도와 서귀포시에서의 성공사례를 바탕으로 기획하여 실질적 프로그램과 정부 차원의 지원을 촉구해 좋은 결과를 얻었던 것이다. 그 외에도 지난 1월에는 교육위원회에 속한 손유원 의원과 함께 도교육청 차원에서 교육 불균형 해소를 위해 실질적 전략과 실태조사에 나섰다. 그 결과 정책개발의 필요성을 절감하고 ‘제주도 교육 균형발전 지원조례’를 내놓아 예산을 편성하고 학교를 육성하고 있다. “의정활동과 조례발의에서 젊은 정치인들 못지않게 열정을 발휘하고 있다. 학생의 인성과 정서함양을 뒷받침하는 청소년 특기활동에 관심이 많다. 그래서 지난 4월에는 강익자 의원과 공동발의로 도내 청소년 교육과 안전을 위한 ‘청소년활동 진흥조례’를 제정하여 정부가 추진하는 청소년수련활동인증제도의 미비점을 보완하고 보다 다양한 수련, 문화여가, 자원봉사활동에서의 안전을 보장하고 청소년들의 수련활동을 활성화시킬 계획이다” 이 외에도 오 위원장은 교육청의 진보 교육감과 일선 교육계의 정책적 의견차를 좁히고 적절한 견제와 감시를 강화하여 제주교육발전에 기여하는 의정활동을 펼치겠다고 덧붙였다.

“대한민국의 교육 시스템은 일반적으로 잘 되어있다. 그럼에도 교육격차 해소에 있어서는 제주는 물론 서울에서도 강남/강북간의 차이가 극명하고 기타 각 시·도에서도 교육격차는 해소되지 못하고 있다. 원인을 분석해 해결하는 것이 옳다고 본다. 생활수준의 차이가 교육환경의 차이로 이어진다는 것을 지난 41년간의 교육자 경험으로 체득했고, 도의원에 입성하면서부터는 교육과 지역 발전이 불가분의 관계라는 것을 충분히 인지하고 있다” 그래서 오 위원장은 (사)제주복지포럼의 창립 이사장과 남원읍 어린이 합창단의 단장을 맡은 경험을 살려 지난 9대 임기에서 농촌을 교육/문화적으로 활성화시킨 것을 가장 큰 업적으로 꼽는다. 지난 10월 그간의 공로를 인정받아 ‘제9회 대한민국 교육산업대상’을 수상한 오 위원장은 앞으로도 도민들의 여론을 적극적으로 수렴하면서 교육특별자치도로서 제주도의 긍지를 이어갈 것이라는 포부를 밝혔다.

41 years of devotion in education to improve educational system in Jeju
Chairman Oh became a teacher when he was in the 20s and has devoted his life in education for 41 years by taking various roles including principal of Namwon Elementary School and Topyong Elementary School, school inspector, Director of Jeju Student’s Cultural Center and Head of Planning at Jeju Special Self-Governing Provincial Office of Education. Jeju introduced a special law to appoint local educators to form and run Jeju Education Committee and Chairman Oh was selected as the 10th Chairman of the committee without a vote in a row after successfully fulfilling 4 years of his previous term. He is highly praised for listening residents’ opinions and reflecting them in the policies. He defended small village schools from being closed or merged with other schools with his philosophy ‘Schools are the center of local culture’.

Chairman Oh said “I and the residents of Jeju defended the closure or merger of 3 schools as we believed that schools should not be a means of making profits. A school should keep open even if there is only one student.” Taking the trend of city dwellers’ returning to country side including Jeju, Oh promoted policies to improve the quality of local schools to city level and to reduce the educational gap. He said “Education in Jeju is standing at a crossroads at the moment. Many provinces gave up running an education committee due to the wide range of election but formed a standing committee consisted of members of provincial assembly. In this respect, Jeju is the only province running a traditional education committee consisted of selected committee members. I hope more provinces take our case as a role model and we will keep doing our best to secure educational autonomy stipulated in the constitution.” Oh emphasized on ‘personality education’ if we are to have an advanced educational system and criticized the current ranking system of high schools which is based on the number of students entering top universities. He said a systematic change for entrance exam is much needed at the national level and more opportunities should be given to students who contributed to society with right personality. 

Balanced rural development
Chairman Oh has exerted his utmost effort in promoting balanced rural development. He promoted exchanges and cooperation between Jeju Office of Education and overseas local governments, invited prestigious foreign schools to Jeju to create an English town and take the initiative to introduce ‘Ordinance for Jeju Cyber Learning’ which is an online-based self learning in 2012 for rural students. In 2013, Oh introduced ‘Ordinance for Jeju Farming and Fishing Village Study Experience Support’ as the countermeasure for school closure or merger and it invited city students for cultural exchange and increased the number of students in rural area. Oh used successful cases of North Jeolla Province and Seogwipo City backed by practical programs and government support for this. Also, Oh and a committee member Yuwon Sohn carried out a research on improvement of unbalanced educational practices last January. As a result, they introduced ‘Ordinance for Jeju’s Balanced Educational Development Support’ and allocated a budget needed for it. Chairman Oh said “I’m particularly interested in promoting youth specialty activities. For this, I and a committee member Ikja Kang introduced ‘Ordinance for Youth Activity Promotion’ last April to improve the government’s youth activity certification system and to promote safety issues.”

Meanwhile, Oh is determined to narrow down the educational circle’s difference on policy making as well as strengthen surveillance. Oh said “Korea’s educational system overall is good. But there are gaps between districts and regions. If we are to narrow down these gaps, it is a must to promote the development of regional economy and education at the same time.” In his 9th term, Oh significantly contributed to developing rural education in cultural terms. Oh also served as director of founding committee of Jeju Welfare Forum and head of Namwon City’s Children Choir. For his contribution, Oh received ‘The 9th Korea Education Industrial Awards. Oh said that he would do his best to create a better Jeju through education and promoting balanced regional development.
