충청권 산학협력의 주축, 기업지원의 선도모델 창출
All-set 기업지원 시스템으로 대학과 기업의 동반성장을 꿈꾸다

산학협력선도대학(LINC)육성사업이란 지역대학과 산업의 공생 발전을 위해 다양한 산학협력 선도모델을 창출·확산하고, 지역산업 발전에 필요한 우수인재를 양성·공급하기 위해 추진하는 교육부의 지원사업이다. 충남대학교는 산학협력의 특성화 분야를 ‘의약바이오·에너지융합’으로 하고 창의적 기술인재 및 혁신적 연구 인력 양성과 원천·혁신기술 개발 및 사업화 지원을 목표로 충청광역권 산학협력의 중추적인 역할을 해오고 있다.

체계적인 기업지원 시스템으로 가시적 성과 창출
충남대학교는 지역의 거점대학으로서 지난 2012년 3월, LINC 사업단을 설립하고 충청권의 선도 산업인 의약바이오, 차세대에너지, New IT 융합기계부품 산업을 특성화 분야로 설정, 산·학·연·관 네트워크 기반의 공동과제 수행을 통해 특허등록, 기술이전 및 사업화 등 우수한 성과를 창출하고 있다. 특히 사업단을 이끌고 있는 송규용 단장은 지난 2014년 10월, 서울 코엑스에서 개최된 ‘2014 산학협력 EXPO-LINC 페스티벌’에서 산학협력 유공자로 교육부장관상을 수상하는 등 성공적인 사업단 운영 성과를 높이 평가받아왔다.
송 단장은 “충남대학교 LINC사업단은 산학협력 친화형 대학체제의 구현과 산학공동기술개발을 통한 기술이전 및 상품 개발로 지역산업체와 동반성장을 견인하는 산학협력의 중추적 역할을 담당해 왔습니다”라고 밝혔다. 지난해 5월에 교육부의 산학협력선도대학 육성사업 1단계평가에서 우수대학으로 평가받은바 있는 사업단은 3차년도 사업에서 기업 맞춤형 지원사업의 일환으로 ‘CNU-COMES All-set 기업지원’ 운영지침을 제정, 700여개 가족회사를 대상으로 기술개발, 기술상용화, 기업역량강화 등 기업지원을 위한 시스템체계를 갖추고 있으며, 이러한 다양한 시스템을 4차년도 사업에 계속적으로 확산시켜 최대의 성과를 창출할 각오를 갖고 있다. 

이 가운데 충남대학교 LINC사업단만의 가장 독창적인 시스템인 ‘1교수 20사’, ‘1교수 1기관’ 전담제를 통하여 기족회사와 학교, 유관기관과 학교, 가족회사와 유관기관 간의 전략적인 네트워크 활동으로 연계협력을 강화해 나가고 있다. 이를 통해 가족 회사들과 전면적인 관계형성도 개선되어 가족 회사들의 애로사항 및 지원수요내용에 대한 충분한 인식을 할 수 있고, 실질적인 협력관계를 만들어 갈 수 있기 때문이다. 또한 학교의 지원만으로는 불충분한 부분을 기업지원 유관기관들과의 협력관계 유지·발전을 통해 공동으로 대처하기 위해서이기도 하다. 이의 성공사례로 꼽히는 ㈜평화식품의 경우 2013년 법인설립 당시 충남대로부터의 기술이전과 함께 1년여 간의 끊임없는 자문컨설팅과 All-set 기업지원(시제품 제작)을 바탕으로 보증기관으로부터 시설/운영자금 17억 원의 지급 보증서를 발급받아 생산시설을 확충하는 등 올해 중국시장에 50억 원 이상의 수출계약이 실현되어 향후 6개월 이내에 수출이 실현될 것으로 전망되고 있다. 또한 가족회사인 ㈜고려흑삼생활건강은 충남대 보유 특허기술인 새로운 흑삼 제조기술을 이전받아 창업을 하였으며, 9천만 원의 기술이전료 실적을 달성함과 함께 산업체기술지도 5회, 공공기술개발 및 All-set 지원으로 디자인 및 시제품 제작을 지원  하였다. 이를 통하여 생산된 제품을 국내의 경우 전국 10여개의 대리점과 홈쇼핑, 온라인 유통 등을 통하여 판매할 예정이며, 중국, 동남아, 미국 등을 대상으로 대리점 계약 및 수출 추진(‘15. 8월 미국 GBG Life Wellness Inc사와 2만불의 수출계약 완료)으로 연간 30억 원 규모의 매출을 달성할 수 있을 전망이다.

산학협력 친화형 대학체제 구축으로 지역산업 발전 이끌다
충남대 LINC 사업단은 지역특화사업을 중심으로 산·학·연·관 네트워크 기반의 교수-학생-산업체가 서로 소통하는 플랫폼을 확산하고(3S CONNECT), 산학협력 성과를 가족기업에 이전 또는 기술창업을 확대하는 기술사업화로 연계하는 산학협력 성과의 학내외 확산을 추구하며(3C CONNECT), 산학협력 성과를 학교에서 지역으로 선 순환시켜 지역의 스타기업을 발굴하고, Hidden Champion 기업으로 육성하여 지역산업의 특성화 분야로 선정하는(THE CONNECT) 프로그램을 운영하고 있다. 또한 산학협력 친화형 대학체제 개편과 산학협력 인프라 확충, 인력양성 및 취업·창업지원, 기업 맞춤형 교과과정 운영, 기술개발 및 기술지도, 정보통합관리 등의 다양한 산학연계 프로그램도 운영하고 있다.
특히 지난달 9월23일부터 24일까지 2일간에 걸쳐 개최된 ‘제12회 WTA 대전 하이테크페어 및 산학협력 비즈니스 컨퍼런스’는 LINC사업단이 추구하는 ‘충청권 창조경제를 위한 글로벌 산학협력 HUB’을 성공적으로 구현한 산학협력 모델로 크게 호평받기도 했다. 이 행사는 충남대 가족기업의 기술전시회, 해외바이어 비즈니스 상담, 투자유치설명회, 유관기관과 애로기술·경영상담, 충남대 보유기술전시, 캡스톤디자인(15점) 및 창업아이템(15점) 옥션마켓 등 다양한 프로그램으로 구성됐으며, 이 중 투자유치설명회는 작년에 이어 두 번째로 실시된 것으로 6개 가족회사와 2개의 창업동아리 창업기업이 참여하였고, 하나금융투자IB팀, 삼호그린인베스트먼트, 한화금융네트워크, 키움인베스트먼트 등 7개 벤처캐피탈이 초청돼, 그 가운데 4개의 기업이 3~4개의 벤처캐피탈로부터 우선협상 대상자로 선정되었으며, 특히 B기업의 경우에는 현장에서 개인투자가 7명으로부터 10억 원의 투자의향서를 교부받는 성과를 이뤄냈다. 또한 창업동아리 창업기업 비밀(Bee Meal) 대표 김동준(행정학과 3학년)은 4백만원, 그리고 상용화 준비단계인 제이브릿지 대표 전현일(경영학과 3학년)에게는 현금 1백만원의 투자가 현장에서 개인 투자가들로부터 이루어 졌다. 행사기간 중 대학원생의 캡스톤디자인 및 창업동아리 작품 3건에 대하여 300만 원에 성공적으로 기술 이전되는 결과도 낳았다.

사업단은 교육과정 개편 체제 구축을 통한 창의적 융합인재 양성에도 매진하고 있다. 학생들의 창업교육과 창업동아리 발굴 및 지원을 총괄하는 창업교육센터를 설치해 창업경쟁력을 강화하는 한편, 학생들의 현장실습 참여확대를 통한 실무능력 강화와 취업경쟁력 강화를 이끌어갈 현장실습지원센터를 운영하고 있다. 송 단장은 “사업단에서는 ‘1사5인’ 가족기업 업무참여 프로그램을 운영하며 학생들이 해당 분야에 실무경험을 축적하고, 기업 맞춤형 인재로 성장할 수 있도록 하고 있습니다. 또한 학생과 교수 간의 1:1 취업 컨설팅과 취업역량강화를 위한 다양한 프로그램을 운영해 학생들이 취업에 대한 자신감을 갖고, 진로 및 취업에 대한 구체적인 정보를 확보할 수 있도록 돕고 있습니다.”라고 설명했다. 그밖에도 사업단은 공동실험실습관을 통해 공용장비 활용 네트워크를 구축하며 산업체의 비용절감과 기술 개발을 지원하고 있으며, 국내외 특허 등록 지원과 기술이전 및 사업화, 산업체 기술 개발관련 업무를 총괄하는 기술사업화센터를 운영해 기술교류의 선순환 체계를 구축하고 있다. 

산학협력선도대학 육성사업이 시행된지도 4년차를 맞이하고 있다. 정부의 슬로건인 ‘창조경제’와도 맥을 같이하며 새로운 도약을 꿈꾸는 지역경제와 대학의 원동력이 되고 있는 이 사업에 충남대학교 LINC 사업단은 보다 창의적이고 역동적인 모범답안을 제시하고자 한다. 지역산업체와 대학의 긴밀하고 유기적인 협력관계를 통해 눈부신 성과를 창출하고 있는 충남대 LINC 사업단의 앞으로의 행보를 기대해보자.

Systematic industry support to create substantial results
Chungchnam National University opened LINC on March 2012 to promote the regional industries of biomedical, next generation energy and new IT fusion machine parts through industry-academic cooperation in accordance with related public institutions. The core projects include obtaining patents, technology transfer and commercialization of research results. Director Song of LINC won the Education Ministerial Prize at ‘2014 Industry-Academic Cooperation EXPO-LINC Festival’ held at COEX on October 2014 for his contribution to the LINC project. Song said “Chungnam National University’s LINC has boosted up an efficient cooperative environment, co-development of technologies and their transfer as well as the growth of regional economies.”

The university was chosen as an excellent LINC at the first evaluation carried out by Ministry of Education in May last year. On its third year of the project, the university’s LINC introduced ‘CNU-COMES All-set Business Support’ and built a network which connects 700 family companies through technology development, commercialization and strengthening corporate capabilities and the LINC is planning to further enhance the system it has built. The most unique program of the LINC is ‘1 Professor for 20 Companies’ and ‘1 Professor for 1 Organization’. The purpose is to strengthen the ties between the university, businesses and organizations for practical support and cooperation. ‘Peace Food’, for example, received technology transfer, continuous advisory consulting and All-set Business Support from the LINC for 1 year from the time it was established. The company then received operational and management fund of $1.7M from Korea Technology Finance Corporation. The company currently is expecting to export goods to China worth $5M within 6 months.

For another example, a family company ‘Korea Black Ginseng Life Health’ could be able to start the business thanks to the LINC’s transfer of black ginseng manufacturing technology. The company paid back the technology transfer fee of $90,000 in full and provided various supports for industry technology training (5 times), public technology development and All-set Business Support. Currently, the company is planning to supply the goods to 10 branches, home shopping channels and online nationwide and pushing forward to pioneer the markets in China, South East Asian and the US (signed a contract worth $20,000 with GBG Life Wellness Inc on August 2015) with the goal of achieving $3M annual sales. 

The LINC to lead the development of regional industry
Currently, the LINC is running ‘3S CONNECT (professors – students – industries)’, ‘3C CONNECT (technology transfer)’ and ‘THE CONNECT (promotion of excellent regional companies)’ as well as improvement of university system, securing infrastructure, fostering talented students, startup support, industry-based curriculum, technology development and support and total information management. The LINC received an excellent feedback at ‘The 12th WTA Daejeon High Tech Fair and Industry-Academic Cooperation Business Conference’ for successfully realizing global industry-academic cooperation HUB. The event had various programs including ‘technology exhibition of family companies of Chungnam National University’, ‘foreign buyers business consultation’, ‘investment briefing’, ‘management consultation for related organizations and technical difficulties’, ‘Chungnam National University technology exhibition’, ‘capstone design (15 items)’, ‘startup ideas (15 items)’ and ‘auction market’. The investment briefing in particular was the second time this year and 6 family companies and 2 startup club companies participated.

Also, 7 venture capitals were invited such as Hana Financial Investment IB Team, Samho Green Investment, Hanwha Finance Network and Kiwoom Investment. Four companies were chosen for preferential negotiations from 3 to 4 venture capitals and B company in particular was offered a suggestion of $1M investment from 10 private investors. In addition, a startup club company Bee Meal (CEO Dongjun Kim, third year student in administration) received $4,000 investment and JBridge (CEO Hyunil Jeon, third year in management) $1,000 investment during the event. 3 works of startup club and capstone design from graduate school also successfully transferred technologies worth $3,000. Meanwhile, the LINC is actively fostering talented students with Startup Training Center and Field Experience Support Center within the LINC. Song said “We are running ‘One Company for Five People’ family business participation project in order for students to have field experience and work capability as well as other various programs such as 1:1 customized job consulting and employment capability.” Other activities of the LINC include providing research tools through the Communal Experiment Room, support for cost reduction, technology development, patent registration, technology transfer and commercialization as well as running the Technology Commercialization Center. It has been four years since the government started the LINC project. And Chungnam National University’s LINC has significantly contributed to the Park government’s creative economy policy and it will further enhance the industry-academic cooperation to a new level.
