Since the establishment of diplomatic relations between ROK and the Philippines in March 1949 and the opening of diplomatic offices in 1954, the two countries have maintained a close cooperative relationship. Korea’s top bilingual magazine Power Korea met H.E. Raul S. Hernandez, Ambassador of the Philippines at the Embassy building in Itaewon, Seoul and heard about the prospect and vision of bilateral relationships.

ROK and the Philippines to consolidate diplomatic ties through close cooperation
“The foundation of our 66-year partnership was forged by blood when the Philippines sent 7,420 troops during the Korean War. Since then, our two nations have stood side-by-side not only as staunch defenders of freedom and democracy, but as steadfast partners in development and prosperity,” Ambassador Hernandez said. Indeed, safety and security cooperation has been one of the four pillars of the bilateral partnership, which also includes trade and investment, development cooperation, and people-to-people relations. When the super typhoon Haiyan hit and devastated the Philippines in November 2013, South Korea provided assistance comprising a US$5M comprehensive aid package, the dispatch of the Korean Disaster Relief Team (KDRT) composed of 40 medical and rescue personnel and the provision of US$20M additional assistance, through ODA, for the reconstruction and rehabilitation of the affected areas.

APEC Economic Leader’s Meeting to strengthen economic cooperation
ASEAN Economic Community to be an opportune time for Korean companies to invest in the Philippines 

President Park and Philippine President Benigno S. Aquino III have held two summit meetings. President Aquino officially visited Korea on 17-19 October 2013 followed by his second visit for the ASEAN-ROK Commemorative Summit held in Busan on 11-12 December 2014, which provided impetus for the strengthening of economic cooperation between the Philippines and South Korea in areas of mutual interest relating to trade in goods, services and investments. The Philippines looks forward to welcoming President Park on her first visit to the Philippines on the occasion of the 23rd APEC Economic Leaders’ Meeting (AELM) which will be held in Manila from 18 to 19 November 2015 for enhanced economic cooperation.

H.E. Hernandez said “South Korea is one of the key economic partners of the Philippines. The Philippines has sought to expand its economic ties with South Korea by increasing access for Philippine agricultural products to the Korean market and by encouraging foreign direct investments (FDI) from South Korea to the Philippines. On a practical level, we need to do more in terms of business matching and information exchange to encourage greater trade and investment.” Meanwhile, the Philippine Public-Private Partnership Centre (PPP) has major projects in the pipeline that are open to Korean investors. Also, the establishment of the ASEAN Economic Community (AEC) in 2015 will be an opportune time for Korean companies to explore the possibility of establishing manufacturing and marketing operations in the Philippines.

“Korean government’s active support is needed for Philippine SMEs”

There are several Philippine companies operating in the Korean market including Metrobank and BDO in banking and finance and Philippine Airlines and Cebu Pacific in tourism. The Philippines is currently enjoying an upsurge of foreign investment including Korea. The country received US$1.07 billion in FDI in 2010 and it reached to US$6.2 billion in 2014. The Korean company Hanjin, for example, is operating a large shipyard in Subic Bay and Shinhan and IBK are both in the process of setting up their first branches in the Philippines. Numerous other Korean companies are investing in power, infrastructure, light manufacturing, agribusiness and electronics. Interestingly, the largest number of travel agencies operating in the Philippines is also Korean.

Regarding the Korean government’s support for Philippine companies in Korea, H.E. Hernandez said “The Korean government’s active support for Philippine SMEs, especially in market research and initial setup, will be of a great help. It might also be a good idea that the government establish Business Support Center for foreigners that can help foreign investors in terms of language/translation, market research and industry information, and provide initial start-up and physical support via a Business Incubation Facility.”

Philippine Embassy to hold various events to promote its culture

Philippine Embassy is holding various events to promote its culture in Korea. They participate in Seoul Friendship Fair held in every May and display a variety of traditional handcrafts, costumes, food and tropical fruit. The Embassy opened the Philippine Tourism Information Center and Showroom in front of Seoul City Hall in 2012 to allow Seoulites a chance to see Philippine traditional display items and souvenirs.

To celebrate Philippine Independence Day, the Embassy organizes the Philippine Food Festival in a five-star hotel in Seoul to showcase traditional Filipino dishes. Currently, the Embassy, together with members of the Filipino and Korean academia, is preparing for the opening of Sentro Rizal, a Philippine culture center. H.E. Hernandez said “I once worked as spokesman for the Department of Foreign Affairs for almost three years and I value considerably the work of media in letting the public know about the details of cooperation between the two countries. For my part, I will carry out my duty faithfully during my term in order to strengthen our cooperative relationship.” Power Korea firmly believes that ROK and the Philippines, with the effort of H.E. Hernandez, will deepen its diplomatic ties.
