지난 달 11일 서울 용산구 전쟁기념관 뮤지엄웨딩홀에서는 사단법인 대한민국병역명문가회의 창립 4주년 기념식 및 정송학 신임 중앙회장 취임식이 성대히 개최되었다. (사)대한민국병역명문가회는 “충실한 병역의무 이행으로 국가안보와 발전에 기여했다는 자부심을 갖고 나눔실천 및 봉사정신을 통해 정의롭고 공정한 사회를 구현하여 평화통일 기반조성에 앞장선다”는 비전 달성의 일환으로 2004년부터 현재까지 전국의 병역명문가 2,871가문 13,953명을 선정하였다. 초대 허재도 이임 회장에 이어 2대 회장을 수행하게 될 정송학 중앙회장의 역할이 다시 한 번 강조되고 있다.

병역명문가 중 모범적인 세 가문에 표창 수여
11일 오전 10시 30분 전쟁기념관 뮤지엄웨딩홀에서 진행된 이번 이․취임식은 이른 아침에 행사가 진행되었음에도 전국 각지에서 일찍 행사장을 찾은 인파로 인해 준비된 자리가 부족할 정도였으며, 국방TV를 비롯한 각종 매체에서 행사장을 방문해 취재 열기도 남달랐다. 이번 이․취임식은 나라에 대한 애국심과 충성심을 가진 병역명문가가 모인 (사)대한민국병역명문가회의 새로운 출발을 의미함으로써 각별히 중요한 의미를 가졌다.

이 날 행사에서는 국민의례와 내빈 및 명문가 참석자 소개, 설립취지문 낭독과 병역명문가 영상물 상영이 있은 후 허재도 전임 회장의 기념사 및 이임사가 있었다. 그는 "병역을 자랑스럽게 생각하고 또 병역자진이행을 유도하는 과정을 만들기 위하여 병역명문가문을 발굴하여 선양사업을 시작한 지 12년이 되었다. 많은 성원과 동참으로 우리 회가 큰 발전이 될 수 있도록 협조를 부탁드린다"고 말했다.

이어 안희주, 안희경, 심재춘 씨 가문을 최근 12년 간 선정된 병역명문가 중 가장 모범적인 세 가문으로 선정해 표창을 수여했다. 박창명 병무청장은 격려사에서 "대한민국의 자랑스러운 호국안보단체로서 병역의무를 성실히 이행한 사람이 존경받고, 축하받고, 우대받는 병역이 자랑스러운 사회 분위기를 조성하고 건강한 병역문화 정착에 선도적 역할을 다하여 국민으로부터 사랑받는 대한민국 병역명문가회로 발전하여 주시기를 기대한다"고 말했다.

정의화 국회의장, 정두언 국방위원장 등 축사 이어

국정감사 일정상 직접 참석하지 못한 정의화 국회의장은 영상 축사에서 "호국의 결연한 자세와 애국심의 표본인 대한민국병역명문가회의 기상과 애국정신이 온 국민에게 널리 퍼지길 기대한다"는 메시지를 남겼으며, 정두언 국방위원장 역시 "숭고한 애국정신을 바탕으로 우리 사회 저변에 공정한 병역의무 이행이 확고히 뿌리내릴 수 있도록 앞장서 주시기 바란다"는 메시지를 보냈다.

이 밖에도 김형오 전(前) 국회의장은 "나라를 위해 몸을 던진 사람들, 병역명문가들이 대한민국 곳곳에 있다는 것이 자랑스럽다. 그 정신이 오늘의 대한민국을 지켜왔고, 대한민국의 내일을 뻗어가게 할 것이다"라는 축사를 남겼으며, 김태영 전(前) 국방부장관은 "멀지 않은 미래에 대한민국의 모든 가정이 병역명문가가 되고, 이에 힘입어 (사)대한민국병역명문가회가 더욱 발전하기를 기원한다"는 말을 남겼다.

정송학 회장은 취임사에서 “영국 왕실의 해리왕자나 미국의 유명 정치 가문인 케네디가(家) 등 선진국에서는 지도층이 군복무에서도 솔선수범하는 노블레스 오블리주의 사례를 자주 볼 수 있다”면서, “향후에도 병역명문가 선양사업이 더욱 활성화되어, 우리 사회 전반에 노블레스 오블리주 정신이 정착되기를 기원하며, (사)대한민국병역명문가 회장으로서 그 역할을 다하겠다”고 소감을 밝혔다.

민선4기 광진구청장으로서 눈부신 행보
오랜 기업 생활의 노하우 구정에 접목해
(사)대한민국병역명문가회 정송학 신임 회장은 코리아제록스(주) 임원, 한국후지제록스(주) 등기임원, 후지제록스호남(주) 대표이사 등 민간 CEO 출신으로, 2006년 지방선거에서 민선4기 광진구청장을 거쳐 대통령소속 사회통합위원회 서울지역협의회 의장, 한양대 공공정책대학원 특임교수, 19대 광진갑 새누리당 국회의원 후보 등 다양한 분야에서 활동하였으며 현재 한국자산관리공사 상임감사와 (사)공공기관감사포럼 회장을 맡고 있다.
정송학 회장은 2006년 민선4기 광진구청장으로 당선되어 임기를 마치는 4년 동안 오랜 기업 생활의 노하우를 구정에 접목해 3주체 만족-주주(구민), 고객(민원인), 종업원(공무원)-과 3S행정혁신-Speed(빠르고), Simple(간편하고), Satisfaction(만족스럽게)-정신을 실천한 바 있다. 이에 따라 정부, 서울시, 전문기관 등의 대외평가에서 전 분야에 걸쳐 125회 최다 수상의 쾌거를 기록하였으며 구 재정력지수를 20% 끌어올리는 성과를 냈다. 또한 퇴임 이후에도 광진구의 발전에 지속적으로 기여하고자 광진희망포럼을 설립하여 회원 간 세미나와 캠페인, 봉사활동 등을 통해 광진 비전을 달성하는 일에도 직접 뛰어들었다.

한국자산관리공사 상임감사 등 다양한 활동
성실한 병역의무 이행이 국가 발전에 기여한다는 인식 함양할 것
정송학 회장은 또한 한국자산관리공사 상임감사로서 방만 경영 활동의 유형을 분석하고 위험요소를 사전에 발굴해 이를 근절했을 뿐 아니라 사전예방 차원의 컨설팅․코칭 감사를 적극적으로 단행해 경영목표 달성을 도운 바 있다. 이러한 활동 덕분에 정 회장은 공공기관 감사협의체인 (사)공공기관감사포럼 회장으로 선출되기도 했다. 그는 한양대공공정책대학원 특임교수로서 활동할 때 도시경영론, 지방정부경영혁신론, 지방자치지도자론 등의 강의를 진행했다. 2011년에는 대통령소속 사회통합위원회 서울시지역협의회 의장으로서 세대 간 계층 간 지역 간의 갈등문제, 빈부격차 해소, 중소기업과 대기업간의 마찰 해소 등 산제된 문제 해결을 위해 활동한 적도 있다.

이러한 그가 올해 대한민국병역명문가회의 회장으로 취임하게 된 데에는 특별한 인연이 있다. 정 회장은 2012년 한양대 교수로 재임할 당시 전국에서 301가문, 서울에서 67가문이 선정된 자랑스러운 병역명문가 중 한 명으로 선정되었는데, 특히 정치인 출신으로서 병역명문가에 선정되기는 극히 드문 일이었다고 한다. 정송학 회장은 향후 (사)대한민국병역명문가회의 적극적 홍보를 통해 성실한 병역의무 이행이 국가 발전에 기여한다는 인식을 전 국민에게 함양시켜 나갈 예정이다. 우리 손으로 직접 만들어낸 자랑스러운 대한민국을 바로세우기 위한 (사)대한민국병역명문가회와 정송학 신임 회장의 행보에 다시 한 번 큰 기대를 모으며 월간파워코리아는 그에게 무한한 응원을 보낸다.

Three families of KVFO to receive citation
The ceremony was held at the War Memorial of Korea on September 11. It attracted a mass of visitors from whole nation and reporters from K-Force Media and other various media. The pledge of allegiance, introduction of guests, the purpose of the foundation, video images and former chairman Jaedo Huh’s congratulatory and farewell speeches were all taken place in the event. Huh said “KVFO was established 12 years ago in the hope of encouraging voluntary military service and I hope more people support and participate in our good will.” KVFO chose Heeju Ahn, Heegyeong Ann and Jaechun Sim families as role families and awarded citation. Changmyeong Park, commissioner of Military Manpower Administration said in his words of encouragement “I hope KVFO will take the initiative in creating an atmosphere where patriots who boldly carried out their military service get respect.”

Congratulatory speeches from Yuiwha Jeong and Duun Jeong

In his video-imaged congratulatory speech, Yuiwha Jeong, the speaker of the National Assembly, said “I expect the good will and spirit of KVFO will be spread to the whole nation.” The speech was followed by Duun Jeong, commissioner of National Defence Committee, “I hope KVFO will play a great role to encourage people with nobel patriotism.” Former speaker of the National Assembly Hyungoh Kim also made a speech “I am really proud that there are many patriotic families and their representative organization in Korea. The Republic of Korea was built on their sacrifices and they are the driving force of our future”, which was followed by yet another speech from former Minister of National Defense Taeyoung Kim “I hope all of Korean families will be joining in KVFO in the future and I wish KVFO a tremendous success.” 

In his inauguration speech, chairman of KVFO Jeong said “Advanced countries like the UK and the US, the royal family and the Kennedy family take the initiative and set an example by taking military service. Likewise, I sincerely hope that ‘noblesse oblige’ culture will firmly settle down in the Korean society and KVFO will do its best to lead and support it.”

Serving as mayor of Gwangjin District
Jeong’s knowhow in business shines up in public administration
KVFO chairman Jeong worked as a board member of Korea Xerox, registered board member of Korea Fuji Xerox, CEO of Fuji Xerox in Jeolla Province, the 4th mayor of Gwangjin District in Seoul, chairman of Presidential Social Integration Committee Seoul, special professor of Graduate School of Public Policy at Hanyang University and 19th Senuri Party candidate for the National Assembly. He is currently also serving as KAMCO (Korea Asset Management Cooperation) chief auditor and chairman of Public Organization Audit Forum. While serving as mayor in 2006, he applied his business knowhow to administrative policies and introduced 3 Main Agents (residents, civil petitioners, public servants) and 3 Administrative Innovation (speed, simple, satisfaction). As a result, the district won 125 prizes in various assessments and Jeong increased the district’s fiscal capacity index by 20%. After retirement, he established Gwangjin Hope Forum in order to continuously contribute to the development of the district through various campaigns, seminars and voluntary services. 

Serving as KAMCO auditor 
“Military service is a great way to serve the nation”
As a KAMCO auditor, Jeong analyzed the patterns of mismanagement to prevent risk factors and provided active consulting and coaching. Thanks to his effort, he was elected as chairman of Public Organization Audit Forum. When active as professor, he taught students City Management, Administrative Innovation of Local Governments, and Leaders of Local Governments. In 2011, he served as chairman of Presidential Social Integration Committee Seoul and helped to solve many issues such as generation gap, regional conflicts, rich-poor gap and discord between SMEs and major corporations. 

But the connection with KVFO came rather as surprise. While he was working as a professor at Hanyang University in 2012, Jeong’s family was chosen as one of 67 honorable families in Seoul and of 301 in the whole nation by KVFO. It was particularly a rare case that a political family was chosen as such. Now serving as chairman of KVFO, Jeong is determined to spread the good will and spirit of KVFO to the whole nation and Power Korea firmly supports it.
