박근혜 대통령, ‘도날드 투스크’ EU 상임의장과 정상회담
우리나라와 EU는 깊은 인연이 있다. 한국은 국제사회에서 유일하게 EU와 정무 분야의 기본협정, 경제 분야의 자유무역협정, 글로벌 안보 분야의 위기관리활동참여 기본협정 등 주요 협정을 모두 체결한 유일한 나라다. 박근혜 대통령은 지난달 15일 청와대에서 ‘도날드 투스크’ 유럽연합(EU) 정상회의 상임의장과 제8차 한·EU 정상회담을 가졌다.

이번 정상회담을 통해 양 정상은 한국과 EU 간 전략적 동반자 관계를 포괄적이고 호혜적이며 미래지향적인 관계로 더욱 발전시켜 나가기로 합의했다. 정상회담에 앞서 ‘도날드 투스크’ EU 상임의장은 방명록에 서명한 뒤 박근혜 대통령과 함께 기념촬영을 했다.

이번 정상회담을 통해 한국과 EU는 산업·과학기술·ICT·해양 등 협력분야를 다변화하기로 협의했다. 먼저 ‘산업 분야’에서 양측은 2013년 정상회담에 따라 신설된 ‘한-EU 산업정책대화’ 채널을 통해 한-EU간 산업기술협력을 강화하기로 했다. 이러한 협의로 한-EU 간 미래 성장 동력의 발굴·구축, 기업가정신 및 공동 기술 개발 확산, 상호 투자기회 확대 등을 통해 우리의 산업경쟁력을 강화하는데 기여할 것으로 기대된다.

또한, ‘과학기술·ICT 분야’에서는 양측이 금년부터 진행 중인 나노·바이오·에너지·ICT 등 4개 전략 분야 공동연구를 심화 및 확대해나가기로 했다. 나노분야에서는 향후 반도체 융합기술인 나노전자 등으로 협력분야를 확대해 갈 예정이고, 바이오 분야에서는 감염병 발생 초기 효과적 대응을 위한 방안을 공동연구와 함께 향후 신약 및 의료기기 분야로 협력 확대할 예정이다. 또한, 에너지 분야에서는 온실가스를 감축하는 기술인 이산화탄소 포집·저장(CCS) 분야 공동연구를 16년부터 추진할 예정이다.

그리고 ICT 분야는 차세대 이동통신 기술인 5G, 사물인터넷, 클라우드 컴퓨팅 등 분야에서 내년부터 공동연구가 추진될 예정이며, 이를 통해 신시장 창출, 기술 경쟁력 확보뿐 아니라 국제표준화, 주파수 정책 등 다양한 ICT 분야 협력으로 확대될 것으로 기대된다.

박근혜 대통령, ‘압둘라 2세’ 요르단 국왕과 정상회담
‘압둘라 2세’ 요르단 국왕이 우리나라를 공식 방문했다. 요르단은 중동 레반트 지역의 지정학적 허브국가로서 사우디, 이집트, 이라크, 시리아, 이스라엘, 팔레스타인과 국경을 접하고 있다. 현재 유엔 안전보장이사회 비상임 이사국으로 중동의 이해를 대변하고 있어, 우리의 대중동 진출의 중요한 협력 파트너로 주목받고 있다.

박근혜 대통령이 지난달 11일 ‘압둘라 2세’ 요르단 국왕과 정상회담을 갖고 한·요르단 양국 간 통상·투자 등 협력 증진 방안에 대해 논의했다. 정상회담에 앞서 요르단 국왕은 방명록에 서명을 한 뒤 박근혜 대통령과 기념촬영을 함께했다. 정상회담장에 들어선 박근혜 대통령과 요르단 국왕은 양국의 협력이 보다 더 강화될 수 있기를 희망했다.

박근혜 대통령은 양국이 경제적으로 상호보완적인 요소가 많음을 감안해 에너지·건설·의료 등 향후 시너지 효과를 거둘 수 있는 분야에서 많은 협력 사업이 발굴되기를 기대한다고 밝혔다. 이를 위해 요르단 국왕은 240억 불에 달하는 프로젝트를 출범시키려고 한다면서 발전 분야, 신재생에너지 분야 등에서 우리 기업이 많이 참여해 주기를 요청했다.
이어 박 대통령은 최근 요르단 정부가 추진하고 있는 신재생에너지 분야 투자 정책을 평가하고, 이번에 체결되는 전력·에너지 분야 협력 MOU를 토대로 기술과 지시 공유, 인력교류와 교육훈련이 더욱 활발하게 이루어져서 요르단의 에너지 산업 발전에 도움이 되기를 기대했다.

또한, 양국 정상은 협력 분야 다변화를 통한 양국 간 경제 교류 확대에 뜻을 함께했다. 특히 보건·의료 분야의 협력을 확대하기로 했다. 박근혜 대통령은 요르단은 우수한 의료시설과 경쟁력 있는 서비스를 갖춘 중동의 대표적인 의료 허브 국가임을 평가하고, 앞으로 의료서비스와 제약, 의료기기와 같은 분야에서 호혜적인 협력을 기대했다. 이에 대해 요르단 국왕은 요르단은 2016년까지 원력진료와 전산화를 완료할 예정이라며, 한국이 수준 높은 의료기술을 보유하고 있는 만큼, 이 분야에서도 한국의 진출이 있기를 바란다고 전했다.

Park holds summit talk with Donald Tusk, President of EU
ROK has a deep connection with EU. Korea is the sole country which signed various agreements with EU in various fields including politics, trade and global security. President Park held the 8th ROK-EU Summit with Donald Tusk, President of EU, on 15 last month at the Blue House. Both leaders agreed to strengthen the strategic partnership between ROK and EU. Before the summit, Tusk signed his name on the visitor's book and took a photo with Park. 

Both parties agreed to diversify the cooperation in industry, science technology, ICT and ocean. In the field of industry, the two leaders agreed to strengthen ROK-EU Industrial Technology Cooperation through ROK-EU Industrial Policy signed at 2013 Summit. It is expected to contribute to enhancing Korean companies' competitiveness through promoting future growth engine and joint R&D and investment. In the science and ICT field, both parties agreed to expand joint R&D in nano, bio, energy and ICT. Nano in particular will be expanded to nano electronics and the bio sector will prepare for counter measures to infectious diseases which will lead to develop new medicine. Regarding the energy, both parties agreed to launch a joint research on CCS (Carbon Dioxide Capture and Storage) from 2016. 

For ICT, joint research in 5G, IoT and cloud computing is scheduled and it is expected to boost a new market, technology competitiveness, international standard and frequency policy. 

Park holds a summit talk with Abdullah II of Jordan
Abdullah II of Jordan officially visited Korea. As the hub of the Middle East, Jordan is bordered by Saudi Arabia, Egypt, Iraq, Syria, Israel and Palestine. The country speaks for the Middle East as a non-permanent member of the Security Council and is regarded as an important partner by Korea. For this reason, President Park held a summit talk with Abdullah II of Jordan on 11 last month and discussed on cooperation in trade and investment. Before the meeting, Abdullah signed his name on the visitor's book and took a photo with Park. Both leaders hoped that the bilateral relationship between the two countries would be strengthened. Park said that she expected cooperation in various fields as the two countries have many complimentary parts.

Abdullah said that Jordan would launch $24B worth projects and asked Korean companies' active participation in the fields of power plant and new renewable energy. Park said that the MOU in the electricity and energy will greatly contribute to Jordans' energy industry through active exchanges in technology and manpower. Both leaders also agreed to expand cooperation in publish health and medicine. Park valued Jordan's excellent medical facilities and service and asked active and friendly cooperation in the field. Abdullah said that Jordan would complete remote medical examination and treatment and its computing system by 2016 and asked top Korean medical companies' participation in the field.
