“지역주민의 건강과 함께하는 한의사회가 되겠습니다”
건강하고 안전한 한의약 알리는 다양한 지원 사업 추진

최근 저출산·고령화에 따른 노동인구 감소 현상은 국가경쟁력을 저해하는 중대한 사회문제로 부각되고 있다. 이에 따라 정부는 물론 각계각층에서는 다양한 출산장려 사업을 통해 문제 해결에 적극 동참하고 있는 추세다. 울산광역시한의사회는 이러한 국가적인 과제에 한의약이 공공의료에 기여할 수 있는 역할을 적극 모색하고, 이를 지원하기 위한 사업을 펼쳐왔다.

산모의 건강회복 위한 첩약 지원사업
젊은 층의 출산기피현상은 맞벌이와 경제적인 어려움 탓도 있지만, 허약체질, 35세 이상의 노산, 출산과정에서의 난산 등에 의한 산모의 건강악화도 주된 이유 중 하나로 꼽히고 있다. 일반적인 분만 과정에서 산모는 많은 출혈과 체력소모로 인해 몸 상태가 크게 악화된다. 또한 임신 중 뱃속의 무거운 태아로 인해 혈액순환이 원활하지 못하고, 출산 시 출혈로 응어리진 혈액 찌꺼기가 혈액순환을 방해하기도 한다. 이에 더해 기력이 떨어진 상태에서의 모유수유는 산모의 건강회복 뿐 아니라 아기의 영양보충에도 좋지 않다. 산후 산모의 기력보충이 무엇보다 중요한 것은 이 때문이다.

울산광역시한의사회는 산후 산모의 건강회복에 도움을 주고자 지난 2011년부터 둘째아 이상 출산여성에 대한 ‘한약50% 할인지원’ 사업을 펼쳐왔다. 출생신고시 주민센터 및 동사무소에서 발급하는 쿠폰을 지참하고 한의원에 내원하면 20만 원 이하의 산후조리용 첩약 2주일분을 10만원에 지원받을 수 있다. 지난 5년간 이 사업을 통해 조제된 첩약건수는 2014년 기준 1,149건에 달한다. 울산시한의사회의 이영태 회장은 “평소 건강했던 산모라 하더라도 출산 후에는 팔목이나 무릎, 어깨, 허리 등의 통증과 저림 증상을 호소하곤 합니다. 이는 기력이 많이 떨어졌기 때문으로 저하된 체력을 회복시키기 위한 과정이 꼭 필요합니다. 더욱이 산후보약은 모유의 영양분을 더욱 알차게 구성해주어 태어난 아기의 건강에도 좋은 효과를 발휘합니다.”라고 설명했다. 

산모첩약 지원 사업은 출산 여성을 위한 지원 사업인 동시에 국민들의 한약에 대한 인식을 제고하고 한약재의 안전성을 더욱 널리 알리기 위한 것이기도 하다. 이영태 회장은 “최근 몇 년간 일부 약재상에 의해 불거진 안전성 논란이 한의약 전반으로 확산되며 국민들의 불신이 높아지고 있습니다. 저희 한의사회에서는 한약에 대한 이미지를 개선시키고, 한의학계의 위상을 재정립하기 위해 노력하고 있습니다”라고 밝혔다.

한의학의 이미지 제고에 힘쓸 터
1997년 9월 창립된 울산광역시한의사회는 지난 18년간 울산시 한의약의 발전과 지역주민의 건강증진을 위해 힘써왔다. 난임 여성을 대상으로 한 한의약 지원 사업은 지난 2014년 7명 임신의 성과를 낳았으며, 오는 9월부터 2016년 2월까지 펼쳐질 어린이집 주치의 시범사업은 어린이집 원아와 학부모 대상의 건강검진 및 강의를 바탕으로 한의약의 미래 고객이라 할 수 있는 젊은 계층에게 한의약의 장점과 안전성을 알려나갈 예정이다. 또한 울산 중구청 주관으로 지난 7월부터  시범적으로 진행되고 있는 ‘경로당어르신 건강지킴이 사업’은 정기적으로 경로당을 방문, 의료취약계층인 노인들에게 지속적이고 체계적인 의료서비스를 제공하고자 하는 것으로 향후 구체적인 사업 추진방안을 수립해 진행해나갈 계획이다.

이영태 회장은 “현재 한의약계에 맞이하고 있는 가장 중대한 현안과제는 한의약에 대한 홍보 강화라고 생각합니다. 한의약은 우리나라 고유의 전통의학으로서 유구한 역사 속에 발전·계승되어 왔습니다. 최근에는 많은 연구자들에 의해 한의약의 효과를 과학적으로 검증하려는 노력이 이어지고 있으며, 그 성과도 뚜렷하게 드러나고 있습니다. 세계적으로도 동양의학에 대한 관심이 높아지고 있는 이때에 한의약이 흐름을 주도하기 위해선 먼저 국민들의 신뢰를 회복하는 일이 무엇보다 중요하다고 생각합니다”라고 강조했다. 울산시한의사회는 지난 8월 30일 ‘X-Ray 초음파 등 한의사의료기기 사용 지지를 위한 한의약 열린음악회’를 개최하며, 보다 많은 사람들이 한의학에 관심을 갖고 알아갈 수 있는 자리를 마련했다. 또한 이날 의료기기 사용 100만 서명에 동참한 시민들에게는 한약제로 제작된 향낭주머니를 나눠주며 많은 관심과 호응을 받았다.

뿐만 아니라 지난 2003년 인도를 시작으로 카자흐스탄, 스리랑카, 라오스, 스리랑카, 우즈베키스탄 등에 해외의료봉사를 펼치며 한의약의 우수성을 세계에 알리는 한편, 창립 이후 매주 월요일 저녁마다 지역 영세민과 노인, 소외계층을 대상으로 한 한의약 의료봉사를 시행하며 지역주민의 건강을 보살피는 일도 소홀히 하지 않고 있다. 지난 6월에는 한의사회 소속 24개 한의원과 함께 매달 일정액의 기부금을 전달하는 ‘착한 한의원’ 협약을 울산사회복지공동모금회와 체결하고, 네팔지진 피해 돕기 성금 200만원을 전달하기도 했다.

울산시 한의약의 발전을 선도하고, 소외된 이웃과 더불어 건강한 삶을 누릴 수 있도록 최선의 노력을 다하겠다는 이영태 회장. 그와 울산시한의사회의 노력이 더 나은 내일을 위한 밑거름이 되어주기를 기대한다.

Mother's health support project
More and more young women do not want to be pregnant due to financial difficulty. But there is another reason: fear of weak constitution, delivery in their old age and birth trouble. In fact, a pregnant woman loses a quantity of blood during delivery which makes her body very weak. The weight of the baby affect the blood circulation of the mother and the grounds of clotted blood also prevents the circulation. Weak mother's breast feeding is not recommendable for both herself and her baby. Therefore, mother's health after giving birth to a baby is very important. 

Ulsan Oriental Doctor's Association has been carrying out '50% discount project' for mothers who gave a birth to her second baby since 2011 to help them recover their health. If you are one of the mothers, go and get a coupon from your community center and claim a 50% discounted Korean medicine at 100,000 won (about $100) - originally worth 200,000 won - at 25 Korean medical clinics in the city. Total of 1,149 Korean medicines were distributed for the last 5 years up to 2014. Chairman Youngtae Lee said "Healthy mothers complain of pains in leg, shoulder and waist after giving birth. This is because they lost a lot of energy during pregnancy and delivery. The Korean medicine we provide is highly nutritional and good for both mother and baby."

But distributing discounted Korean medicine also has a purpose of spreading the excellence of Korean medicine to people. Lee said "The recent malpractice of Korean medicine dealers caused negative images about the industry. I hope people understand that those dealers are just a few but most Korean medicine doctors and our association are doing our best to provide quality Korean medicine."

Improving public recognition about Korean medicine
Established in September 1997, Ulsan Oriental Doctor's Association has exerted its effort in improving public health. 'The Korean medicine support project', for example, enabled 7 infertile women to be pregnant in 2014. Also, 'Family doctor pilot project for children' from September this year to February next year is expected to spread the advantage and safety of Korean medicine to both mothers and children. In addition, 'Elderly people health support project' sponsored by Ulsan Jung District started from last July is providing free itinerant medical services for elderly people.

Not only this, the association provides free medical services for people in need regardless sex and age every Monday evening. Chairman Lee said "The most important task for the association is to improve public recognition about Korean medicine. It is our traditional medicine which has come down to generations to generations. Recent research papers prove that traditional Korean medicine is scientifically effective and western people's interest in oriental medicine is also increasing. We have to make the most of this chance to spread safety and excellence of Korean medicine to the world." As part of this effort, the association held a concert on August 30 to promote public recognition and support Korean medical equipment such as 'X-Ray ultrasonic waves. Those who signed on '1 million signature movement' in the event received a free incense pouch.

Starting in India in 2003, the association also carried out overseas volunteer services in  Kazakhstan, Sri Lanka, Laos and Uzbekistan. Meanwhile, the association signed an agreement with Community Chest of Korea Ulsan last June and 24 Korean medical clinics in the city are donating part of their profits every month to the chest. The association also notated 2 million won (about $2,000) to earthquake stricken Nepal. Power Korea hopes that the association will play a great role to spread Korean medicine to the world over Korea.
