질병 없는 건강한 농촌 구현에 앞장서다
감염성 질환 예방 및 관리 위한 통합감시체계 구축

농업인구의 고령화 문제가 갈수록 심각해져 가고 있다. 통계청이 지난 4월 발표한 ‘2014년 농림어업조사’ 자료에 따르면 전체 농가인구 중 만 65세 이상 고령층이 차지하는 비중은 39.1%인 것으로 나타났다. 이 같은 농업인구의 고령화는 생산력 저하와 함께 재해와 질병 등의 문제 또한 함께 야기하고 있다.

농업인 질환 연구 및 교육의 선도기관
농업인구 고령화에 따른 문제를 해결하고자 정부는 ‘농어업인 삶의 질 향상 및 농어촌지역 개발촉진에 관한 특별법’을 제정, 농업인의 건강문제를 조사·연구하고, 농업안전보건 교육과 홍보 등을 수행하기 위해 농업안전보건센터를 지정·운영하고 있다. 지난 2014년부터 농림축산식품부에 의해 지정·운영되고 있는 동국대학교 농업안전보건센터는 ‘농업인 감염성 질환 연구센터’로서 감염성 질환의 예방·관리를 목적으로 한 조사와 연구, 교육, 홍보를 수행하고 있다.

임현술 센터장은 “저희 센터는 농업인에게서 흔히 발생하는 질환인 인수공통감염병 등을 조사·연구하고, 이를 토대로 교육과 홍보 활동을 펼쳐 건강한 농촌사회를 구현하고자 노력하고 있습니다”라고 설명했다. 특히 재배농업인에게서 많이 나타나는 쯔쯔가무시증, 렙토스피라증, 신증후군출혈열 등과 축산농업인에게서 나타나는 브루셀라증, 큐열, 결핵 등을 검사해 어떤 작업에서 감염이 이뤄지는지 위험요인 파악에 힘쓰고 있다. 또한 각종 인수공통감염병에 대한 통합감시체계를 구축해나가는 한편, 질병 예방을 위한 교육과 홍보 활동도 다채롭게 펼치고 있다.

지역밀착형 시스템 통해 적극적 예방에 힘쓸 터
지난해 총 773명의 농업인을 대상으로 설문조사와 검진을 실시하는 등 인수공통감염병 실태조사와 예방에 힘써온 동국대학교 농업안전보건센터는 지역의 질병 발생 동향을 실시간으로 감시하고 효율적으로 통제 및 예방하기 위한 시스템 구축에 매진하고 있다. 센터는 그간 질병관리본부의 통계 자료 및 농림축산검역본부, 경북 농업기술원, 가축위생시험소를 통해 정보를 취합하는 한편, 각 마을 지도자와 연계한 밀착형 자료 수집체계와 지역 병원감시체계를 구축했다. 또한 리플릿, 포스터, 동영상 등의 각종 교육·홍보자료와 함께, 현재 특허출원을 진행 중인 ‘이동식 미디어 체험 모듈’을 개발해 각 마을에서의 예방교육 및 홍보 활동을 수행하고 있다.

임 센터장은 “농민을 대상으로 하는 교육이나 연구는 시간과 계절적 영향, 접근 제한 등 어려움이 많은 것이 사실입니다. 하지만 저희 활동이 계속되면서 주민 분들과의 이해와 소통이 이뤄져 많은 도움과 협조를 받고 있습니다. 앞으로도 센터는 적극적인 조사·연구와 교육·홍보를 통해 인수공통감염병으로부터 자유로운 농촌을 구현하는 데에 앞장서겠습니다”라고 밝혔다. 이에 덧붙여 오는 가을철은 쯔쯔가무시증, 신증후군출혈열, 렙토스피라증 등의 질환이 많이 발생하는 계절이므로 임 센터장은 농업인들의 각별한 주의를 당부했다. 질병 없이 건강한 농촌, 일하는 것이 행복한 농촌을 만들기 위해 오늘도 연구와 예방활동에 매진하고 있는 동국대학교 농업안전보건센터의 노력이 더 나은 결실로 돌아오게 되기를 기대한다.

A leading research institute for farmers' zoonotic diseases
The government introduced 'Special Act on Improving The Quality of Lives of Farmers and Fishermen' and is running 'Centers For Farmers' Safety and Health' which carries out researches on farmers' health and safety. The center at Dongguk University was chosen as one of the centers in 2014 by Ministry of Agriculture, Food and Rural Affairs and it has been working on farmers' infectious diseases and their prevention, management, education and campaign. The head of the center Hyun-Sul Lim said "we research on various diseases including common infectious diseases which often hit farmers and develop treatments as well as various education and campaign for healthy life of farmers." Lim and his team are especially focusing on scrub typhus, leptospirosis and hemorrhagic fever with renal syndrome which commonly occur to farmers who grow vegetables and fruits, brucellosis, Q fever, tuberculosis and severe fever with thrombocytopenia  syndrome occurring to livestock raisers. The center is also building an integrated surveillance system to prevent infectious diseases. 

Preventing diseases through regional-based surveillance system
The center carried out various surveys and examinations of 773 farmers on common infectious diseases last year and is building an integrated surveillance system to prevent and manage the infectious diseases. The center gathered related information and materials from Korea Centers for Disease Control and Prevention, Animal and Plant Quarantine Agency, Gyeongsangbuk-do Agricultural Research & Extension Services and Gyeongsangbuk-do Veterinary Service Laboratory and has built a regional intelligence gathering system and regional hospital surveillance system. The center also has developed 'Itinerant Media Experience Module', with which Lim has applied for a farmer, alongside a campaign by publishing related leaflets, posters and video images.

Lim said "researches and education for farmers are affected greatly by time, season and the restricted areas. The key to make this job easier is to communicate with the farmers effectively which my team already has built in certain areas. With our knowledge and know-how in the field, we will do our best to prevent and manage various farmers-related diseases." Lim also gave an advice to farmers that they need to take care of themselves as the season now is good for activation of scrub typhus, leptospirosis and hemorrhagic fever with renal syndrome.
