어린이 식품안전 도시 조성의 선도기관
친절과 미소로 어린이들의 영양과 위생을 책임질 터

맞벌이 부부의 증가로 보육시설에서 많은 시간을 보내는 어린이들에게는 그 어느 때보다 전문적인 영양 및 위생관리가 시급한 실정이다. 이에 식품의약안전처와 포항시는 어린이 식생활안전관리특별법 제 21조에 의거, 소규모 어린이 급식시설에 대한 전문적이고 체계적인 관리를 위해 포항시 어린이급식관리지원센터를 설치했다. 2014년부터 한동대학교(장순흥 총장)가 위탁운영하고 있으며, 각종 교육 프로그램을 체계적으로 지원해 보육시설 급식에 대한 신뢰도를 크게 향상시키고 있다.

어린이 식생활교육의 가이던스
포항시 어린이급식관리지원센터(이하 포항센터)는 영양사의 고용의무가 없는 급식인원 상시 1회 100명 미만의 어린이집, 유치원 등을 대상으로 집단 급식소의 위생 및 영양을 체계적으로 관리·지원하는 업무를 수행하고 있다. 센터장은 식품위생 분야의 전문가인 도형기 교수(한동대 생명과학부)가 맡고 있으며 영양사, 위생사 자격을 가진 전문 인력들이 효율적인 영양관리와 안전한 위생관리 등 급식 운영 전반에 대한 맞춤 서비스를 제공하고 있다.

올해 포항센터는 무엇보다 어린이들의 식생활에 있어 위생관리를 주목하고 있다. 현재 지역사회 어린이 식품안전 인식개선을 위한 어린이급식 식중독예방활동을 추진 중에 있으며, 이를 위해 포항센터 위생팀은 미생물실험실과 전략실을 구성해 ‘FOCUS ON 위해미생물 프리컨설팅’ 사업을 특성화했다. 도형기 센터장은 “미생물인지교육 후 채소용 도마와 칼의 상태가 단계별로 개선된 곳은 각각 23%(‘14)와 19%(’15)로 조사되었습니다”라고 설명했다. 포항센터가 눈에 보이지 않는 위해미생물에 대한 교육과 자발적인 위생실천도를 향상시킨 결과다. 

또한 포항센터 영양팀은 센터 내 설치된 ‘신나는 영양나라 대탐험 교육장’에서 센터자체 캐릭터를 이용한 창작동화인 ‘힘찬이와 깔끔이의 식중독예방수칙 3가지’ 인형극을 기획·제작·녹음해 140개 회원대상 보육시설의 약 2,500명 어린이를 대상으로 올바른 식생활교육도 함께 진행하고 있다.     

경북지역 거점센터로서의 역량 강화
포항센터는 어린이급식관리에 대한 독자적인 노하우를 갖고 있다. 특히 전국 최초로 개발한 아이들을 위한 이상적인 소규모 급식소 주방인 ‘아이들 키친(Ideal Kitchen)’은 이상적인 주방 현장을 재현한 것으로 전국 센터에서 많은 관심과 운영사례를 배워가고 있다. 이처럼 포항센터의 우수한 운영사례를 벤치마킹하기 위해 2014년부터 지금까지 약 70여 개 기관에서 다녀갔으며, 포항센터는 상생발전을 위해 우수 자료를 오픈·공유하고 있다.   
현재 경북지역에는 포항센터를 포함해 총 15개의 센터가 운영되고 있으며 앞으로 약 7개의 지역에 추가 설치될 예정이다. 도형기 센터장은 “아직 어린이급식관리에 대한 사각지대가 분명히 존재하며, 센터의 지원사업 및 신규센터의 확대는 반드시 필요합니다”라고 강조했다. 그는 앞으로 지역 내 센터들과의 활발한 소통을 통해 ‘어린이 급식안전 경상북도’를 위한 시너지 효과를 창출하는 중심 허브의 역할을 충실히 수행할 것이라고 덧붙였다.

끝으로 도 센터장은 어린이들의 올바른 식생활 교육지도를 위해 미래지향적이고 창조적인 활동을 전개해 나갈 수 있도록 보육시설 관계자 및 학부모, 지자체의 많은 관심과 협조를 당부했다. 경북지역 어린이급식관리 지원사업을 선도적으로 이끌어 가고 있는 포항시 어린이급식관리지원센터의 열정과 노력에 박수를 보낸다.

Promoting healthy eating habit for children
Center For Children's Foodserivce Management in Pohang City is systematically supporting and managing nutrition and hygiene of children in kindergartens and day care centers which have less than 100 children. The center is led by Professor of Life Science at Handong University Hyung-Ki Do and the staff of the center are all qualified nutritionists and/or hygienists and they provide customized healthy, safe and effective nutrition management. 

The center, particularly paying attention to health control. For this, Do and his team are carrying out 'Children Food Poisoning Prevention Campaign' supported by its microorganism laboratory and strategic room. The Hygiene Team of the center launched 'FOCUS ON Harmful Microorganism Free Consulting Project' as part of this effort. Do said "after our Microorganism recognition training, 14 places (23%) showed an improvement in using cutting board for vegetables and 15 places (19%) in the hygienic state of knives." This is a great result of the center's providing professional training about harmful microorganism and Do and his team attracted voluntary participation. Meanwhile, the Nutrition Team of the center is promoting healthy eating habit to 2,500 children from 140 member nursery facilities through the puppet show made by the team called 'Himchan and Kalkum's Three Food Poisoning Prevention Rules' in the Exciting Nutritional World Adventure Education Hall at the center. 

Strengthening capabilities in leading the regional hygiene education center
Center For Children's Foodservice Management has its unique know how. Korea's first children's kitchen called 'Ideal Kitchen' of the center realized a kitchen where the cooks put health and food hygiene regulation into practice. As a result, approximately 70 centers nationwide have visited the center to benchmark the kitchen and Do is sharing his materials with them for co-development. Currently, 15 centers are run in North Gyeongsang Province and 7 more centers are planned to be added. Do said "more centers need to be open and more support projects should be provided as there are still many children who are excluded from health and food safety regulation. For this reason, we will exert our utmost effort to be the hub of the centers and create synergy effects by working together." Do also asked a support from the officials of nursery facilities, school parents and local governments so that more children can receive the benefit from the centers.
