최경환 부총리, 교원ㆍ간호인력 등 공공부문 중심 청년고용 확대
최경환 부총리 겸 기획재정부 장관은 지난 달 20일 "교원, 간호인력, 어린이집ㆍ유치원 교사 등 공공 부문을 중심으로 청년 채용을 늘릴 계획"이라고 밝혔다. 최 부총리는 이날 충남 천안 소재 한국기술교육대 제2캠퍼스를 찾아 청년고용 간담회를 열고 "단기간 내에 청년 일자리 확보 여력이 있는 분야를 발굴하고자 한다"며 이같이 말했다. 그는 "청년들을 둘러싼 고용 여건이 녹록치 않다"면서 "베이비붐 세대의 자녀 세대인 '에코 세대'가 올해부터 2019년까지 노동시장으로 대거 진입하는 것과 더불어 내년부터 정년연장이 시행되면서 고용절벽의 우려가 커지고 있다"고 설명했다.

특히, "청년들이 제 때 일자리를 찾지 못하면 그 부작용은 개인을 넘어 사회와 경제 전반에 영향을 미친다"며 "올 초부터 청년들과 다양한 대화를 나누면서 이들의 어려움과 좌절감을 직접적으로 느껴 왔다"고 토로했다. 최 부총리는 이어 "정부 정책도 청년고용 친화적으로 재편하겠다"며 "세대 간 상생고용 지원을 통해 임금피크제를 확산하고, 노동시장 개혁과 서비스산업 활성화를 통해 청년고용 창출 능력을 높이겠다"고 밝혔다. 또한 "대학 전공별 인력수급 전망을 통해 학사구조를 개편하고 고용 서비스 전달 체계를 수요자 중심 및 원스톱으로 고쳐 학교와 고용 현장 간 거리를 좁혀 나가겠다"고 강조했다. 아울러 "청년일자리 사업은 중견기업 인턴과 대기업 직업훈련 제도를 새로 도입해 규모를 각각 5만명으로 확대하는 한편, 취업 연계형으로 재설계하고 인센티브를 차등화 함으로써 고용 효과가 극대화되도록 하겠다"고 덧붙였다.

최 부총리는 "최근 스타벅스, 월마트, 마이크로소프트 등 미국 17개 대기업이 청년 일자리 10만개 창출 프로젝트를 발표했다"며 "관건은 기업이 청년에게 양질의 일자리를 제공하는 것인 만큼, 기업도 정부와 한마음으로 일자리 마련에 나서 달라"고 당부했다. 

최경환 부총리, 국회가 협조하면 8월부터 추경 집행 가능
최경환 부총리 겸 기획재정부 장관은 지난 달 6일 "국회가 적극적으로 협조해 준다면 추가경정예산안이 국회를 통과해 8월부터 집행할 수 있을 것"이라고 말했다. 최 부총리는 이날 대구 소재 자동차부품 제조업체인 평화정공을 찾아 관계자들과 '수출 제조업 경쟁력 강화 간담회'를 열고 "이번 추경이 효과를 내려면 신속한 집행이 매우 중요하다"며 이같이 밝혔다. 정부는 이날 메르스와 가뭄 극복, 서민생활 안정, 지역경제 활성화에 역점을 둔 11조8000억원 규모의 추경안을 국회에 제출했다. 추경안 11조8000억원에 기금 변경 3조1000억원, 공공기관ㆍ민자 투자 확대 2조3000억원, 금융성 지원 4조5000억원 등을 더하면 정부의 재정보강 규모는 약 22조원에 달한다. 최 부총리는 추경 예산안에 대해 "수출입은행 출자, 무역보험공사 출연, 신용보증기금ㆍ기술보증기금 출연 등으로 수출 애로기업에 대한 보증ㆍ보험ㆍ여신을 모두 4조5000억원 확대했다"고 설명했다. 그러면서 "수출 부진에 대응해 마케팅 지원 등으로 수출기업의 현장 애로를 해소하고, 주력 수출품목 경쟁력 강화 및 차세대 수출 유망품목 육성 등을 통해 국내 기업의 체질을 개선하겠다"고 강조했다. 특히, "해외증권투자와 인수합병(M&A) 등 해외투자 활성화를 통해 외환수급 불균형을 해소하는 데에도 힘쓰겠다"고 덧붙였다. 최 부총리는 환경 변화에 대응한 국내 제조업의 경쟁력 제고 또한 중요한 과제라고 강조했다. 앞서 최 부총리는 이날 경북 구미 소재 휴대전화ㆍ노트북 디스플레이 모듈 제조업체인 KR EMS를 방문해 LED 생산라인 등을 둘러봤다. 이어 대구 서문시장을 찾아 메르스 사태로 어려움을 겪는 상인들을 격려했다. 

Choi, expanding youth employment in public sector
Deputy Prime Minister and Minister of Strategy and Finance Choi Kyeong-hwan said on 20 last month that he would increase the number of youth employment in public sector including teachers, nurses and nursery school teachers. Choi visited the second campus of Korea University of Technology and Education in Cheonan City and said that he would find the fields that could create jobs within a short period of time for young people. He said that there were not many jobs available for young people and the extension of retirement age would further discourage the job market for them.

He continued that high unemployment rate of young people could affect our society and national economy and the government would review the related policies on the benefit of young people, expand salary peak system, reform labor market and activate service industry. He added that he would also reform the structure of university systems to create more jobs through a closer industry-academic cooperation and exchange, introduce more internship programs of SMEs and vacational training systems of major companies to create 50,000  jobs, and apply differentiated incentives. Choi also mentioned that 17 of the major companies in the US such as Starbucks, Wallmart and Microsoft announced to create 100,000 more jobs for young people and the point was to offer quality jobs and environment rather than quantity. 

Choi, "execution of supplementary budget can be done from August with the quick support of National Assembly"
Deputy Prime Minister and Minister of Strategy and Finance Choi Kyeong-hwan said on 6 last month that if the National Assembly passes the budget swiftly, the supplementary budget would be executed from this August. Choi visited Pyeong Hwa Automotive in Daegu City and held a meeting with the officials to strengthen export competitiveness and said that the National Assembly's rapid process of the budget was very important to maximize the effect. The government has submitted the budget bill worth US $11.8B focusing on activating regional economy. The scale of the budget reaches to approximately US $22B when added $3.1B of change of fund, $2.3B of expanded investment from both private and public and $4.5B of financial support.

Choi said "we expanded indemnification/insurance/loan by $4.5B for the companies with difficulty in export  through investment from Export-Import Bank and contribution from Korea Trade Insurance Corporation, Korea Credit Guarantee Fund and Korea Technology Finance Corporation. We will support export enterprises through marketing support in the field and strengthen the competitiveness of related companies and promote promising export products. Especially, we will give more support in solving the unbalance of foreign exchange through foreign securities investment, M&A and activation of foreign investment." He also emphasized on the importance of securing the competitiveness of domestic manufacturing industry. Lastly, Choi made a visit to a mobile phone and laptop display module manufacturer 'KR EMS' in Gumi City and had a look around the LED production lines which was followed by another visit to Seomun Market in Daegu City to encourage small business owners who had financial difficulty due to the recent hit of MERS.
