대통령, 4차 핵심개혁과제 추진상황 중간점검
박근혜 대통령은 6일 오전 4차 핵심개혁과제 점검회의를 주재하고 「농수산업의 미래성장산업화」,「창조경제 핵심성과 창출」등 2개 과제의 각 부처별 상반기 추진상황을 점검하고, 하반기에 정책성과를 조기에 거두기 위한 추진전략을 논의했다. 이 날 회의는 농식품부·해양수산부·미래창조과학부 등 과제 소관부처 장관, 청와대 관계 수석, 그리고 부처 실무 간부(담당 실장, 국장, 과장)까지 참석한 가운데 관계 부처 장관 보고 후 자유토론 방식으로 2시간 50분간 진행되었다.

박근혜 대통령은 개방시대를 맞아 농수산업을 ICT 등 첨단과학기술로 융합해서 한 단계 더 발전시켜야 하고, 국내 시장을 넘어 세계 속에서 길을 찾는 수출산업으로 키워나가야 함을 강조했다. 특히, 농수산업은 우리에게 먹을거리를 제공하는 기초산업이며, 식품산업이 IT보다 더 유망한 시장인 만큼, 모두가 열정과 의지를 갖고 풍요로운 농어촌을 만들기 위해 최선의 노력을 기울여 줄 것을 당부했다.

박근혜 대통령은 농식품부, 해수부 실무자와의 대화도 가졌는데, 농식품부 김정희 농촌정책과장은 미래성장산업화를 위해 무엇보다 인력양성이 중요하며, 지역별 창조경제혁신센터와도 연계해서 젊은이들이 농업분야에 안정적으로 정착할 수 있도록 최선의 노력을 다하겠다고 다짐했다. 해수부 김종실 수출가공진흥과장은 한·중 FTA를 기회로 활용하기 위해 지난 6월에 중국 시장조사를 했는데 수출 가능성도 밝아서 어업인들의 기대가 크다고 보고했다. 회의를 마무리하면서 박 대통령은 최근 외국에 창조경제모델을 수출하고 G20정상회의에서 한국의 창조경제 정책이 우수하게 평가받는 등 창조경제 방향이 잘 잡혀져 가고 있으므로 이제는 성과창출을 본격화해야 할 때임을 강조하면서, 혁신센터 중심으로 관계부처, 민간창업지원기관 등의 자원과 역량을 종합적으로 연계하여 효과적으로 지원하는 체계를 만들고, 생태계 확충을 위한 제도개선 등을 확실히 추진해 줄 것을 당부했다.

한국 최고의 관광명소인 제주는 ‘제주 한달살이’라는 신조어가 등장할 정도로 우리 국민들이 가장 살고 싶어 하는 지역 가운데 하나로 꼽히고 있다. 뿐만 아니라 문화, 소프트웨어, 에너지신산업 분야에서도 엄청난 잠재력을 보유하고 있어 소프트웨어와 IT 기업의 이전이 줄을 잇고 있으며, 문화 이주민을 중심으로 한 문화창조 공간 또한 급속히 확대되고 있는 추세다. 이러한 제주에 ICT를 문화와 관광에 접목하고 전기차와 스마트그리드를 사업화해서 세계 최고의 ‘스마트관광 섬’이자 ‘에너지 자립섬’으로 거듭나기 위해 창조경제혁신센터가 출범했다.

박 대통령은 제주 창조경제혁신센터가 우수한 거주환경을 기반으로 제주도와 전국, 나아가 동아시아 IT기업 등 문화․소프트웨어 분야 혁신 주체간 연결과 융합을 추진해 창업 분야의 혁신을 이뤄낼 것이라고 말했다. 이를 위해 문화․소프트웨어 분야 창작, 창업가들에게 체류지원과 네트워킹, 멘토링을 패키지로 지원할 계획이라고 밝혔다. 혁신센터 공간 외에도 제주 원도심의 빈집, 게스트하우스를 작업과 체류공간으로 제공하고 서울 문화창조융합센터와 연계한 공동작업 프로그램도 운영할 것이라고 말했다.

또한 박 대통령은 국립생태원, 제주관광공사 등과 협업하여 관광 창업사관학교를 개설하고 IT, 생태, 힐링, 문화와 연계한 관광콘텐츠 개발과 사업화도 지원하겠다고 말했다. 끝으로 박근혜 대통령은 제주도가 전기차․신재생에너지의 중심지로 거듭날 수 있도록 창조경제혁신센터에서는 관련 벤처기업의 창업지원과 개발기술 테스트 등 창업프로세스 전 과정을 도울 계획이라고 밝혔다. 박 대통령은 창조경제혁신센터가 오픈하면서 전역에 위치정보 기반의 비콘이 설치될 예정이라는 관계자의 설명을 들은 후, 관광도 IT가 접목되면 굉장히 풍부한 콘텐츠를 갖게 될 것이라고 기대감을 표하며 관계자들을 격려했다.

Park, reviewing the implementation of the 4th Core Reform Agenda 
President Park held a meeting to review the implementation of the 4th Core Reform Agenda on July 6. Park checked on performance of 'Industrialization of Agriculture & Fisheries for Future Growth' and 'Results of Creative Economy' in the first half of the year and discussed on the implementation plan for the second half. The meeting was participated by Minister of Agriculture, Food & Rural Affairs, Minister of Oceans & Fisheries, Minister of Science, ICT and Future Planning, top officers of the Blue House and the heads of each related departments. Park said that we need to combine agriculture and fishery industries with ICT to promote them as an export industry.

She continued that agriculture and fishery industries are the very basic industry in our lives and the food industry would be more promising than IT in the future. Jeonghee Kim, Head of Rural Policy Bureau said that fostering manpower was most important to make the industry to be a future growth engine and they would do their best to implement the plan in cooperation with the center. Jeongsil Kim, Head of Export Manufacturing Promotion Department said that they carried out market research last June on the occasion of Korea-China FTA and fishermen were very happy as export potential was promising. Park said Creative Economy Policy was well received both in Korea and abroad (including G20 Summit) and we now needed to harvest its results in earnest. For this, Park asked the officials to work together and do their best.

Jeju probably is the place that the most Korean people want to live a month once in their life time. With its fantastic scenery, the island has a great potential in culture, software and energy industries. Many IT companies already moved their bases to Jeju not to mention a bunch of people to settle there. To respond to this demand and trend, Creative Economy Innovation Center Jeju was launched in order to combine ICT with culture and tourism and to commercialize electric vehicles and smart grid in the hope of making the island as the hub of 'Smart Tourist Jeju' and 'Energy Independent Jeju'. Park said that the center would make a history in the fusion industry that covers from IT, culture to software not only in Korea but in East Asia. For this, the government is planning to support the start-ups in the island through a package deal which includes networking and mentoring. The Jeju island, on the other hand, is providing empty houses and guest houses as workshop and living spaces and running a cooperative creation program in connection with Culture Creative Fusion Center Seoul.

Park continued that she would open Tourism Start-up Academy (tentative name) in cooperation with National Institute of Ecology and Jeju Tourism Organization and would support development of cultural contents such as IT, ecology, healing and culture. Park added that the center would help start-ups and support technology development especially in relation with electric vehicles and new renewable energy. After hearing from an official that beacons would be installed to locate one's location, she encouraged related officials.
