크쉬슈토프 마이카 주한 폴란드 대사
중앙유럽의 최대 경제 협력국으로서 협력과 교류에 최선 다할 것
‘아시아-태평양 국제 프레데릭 쇼팽 피아노 콩쿠르’, ‘폴란드, 천년의 예술’ 전시회등 문화교류도 활발
폴란드는 과거 소련의 일부였던 공산권 국가로 외교관계가 발전하기 힘들었던 나라들 중 하나였다. 그러나 소련해체 이전인 1953년부터 스웨덴, 스위스와 함께 중립국감시위원단에 소속되어 한국정전협정 등 한반도와 관련한일을 함께하며 우호적인 관계를 유지하고 있었다. 1988년 하계 서울올림픽과 소련해체 이후인 1991년부터 폴란드와 한국은 많은 교류를 이어왔다. 월간 파워코리아는 성북동에 위치한 크쉬슈토프 마이카 주한 폴란드 대사의 대사관저에서 양국관계의 발전전망 등에 관한 이야기를 들을 수 있었는데, 이날의 인터뷰에는 마이카 대사의 부인 조피아 마이카 여사도 함께 자리해 폴란드의 전통차, 전통술, 초콜릿 등을 대접하며 화기애애한 분위기 속에서 인터뷰를 이어갔다.
1989년부터 교류시작, 한국의 중유럽 최대 경제 협력국
1989년부터 시작된 폴란드와 한국의 경제협력은 25년간 꾸준히 발전해 중유럽국가 중 한국의 가장 큰 경제협력국으로 성장했다. 89년 양국의 투자 교역협정을 시작으로 무역, 관세, 비자등에 대한 협정이 꾸준히 진행 되었으며, 2013년 서울에서 열린 정상회담에서 ‘전략적동반자관계’를 도출하고 2014년 ‘2014~2016 전략적동반자관계실천방안’에 서명했다. 이는 경제, 정치, 문화, 과학 분야의 미래발전방향과 공동의 목표를 제시하는 로드맵으로서의 역할을 할 것 으로 기대되었다.
또한 2014년 12월에는 폴란드 회사 HSW와 삼성의 테크윈(techwin) 사가 사업협력에 서명했다. 2015년 3월에는 경제, 보건 분야에 대한 장관급 회의가 있었고 부총리가 이끈 폴란드 국방인사들과 경제계 인사들의 한국방문도 있었다. 6월에는 폴란드 문화부 장관의 한국방문이 예정되어 있다. 폴란드의 경제는 현재 유럽에서 꾸준한 성장세를 보이고 있어 향후 발전 전망이 기대되는 유럽국가중 하나다.

“한-EU FTA가 시장 개방성 높이기 기대”
폴란드가 이처럼 빠른 성장을 보일 수 있었던 비결에 대해 물었을 때 마이카 대사는 “폴란드는 동유럽 국가들과 교역하기 좋은 장소에 위치해 있어 내수시장의 흡수력이 좋고, 제품에 대한 요구도 높다. 하지만 경기변동에는 잘 영향을 받지 않아 사업하기에 더없이 좋은 나라”라고 밝혔다.
폴란드는 중유럽에서 화장품과 제약분야를 선도하는 국가로 한국에서 활동하는 폴란드 회사들도 지아자(Ziaja), AA 오셔닉(AA Oceanic), 닥터 일레나 엘리스(Dr Irena Eris), 닥스 코스메틱(DAX Cosmetics), Eveline and Bielenda등 화장품 관련 업체들이 많이 진출해있다. 또한 ‘유럽의 곡창지대’ 라 불릴 정도로 식품산업이 발달해 있어 한국과의 협력이 기대되고 있다. 마이카대사는 “한국의 시장은 OECD 국가 중 가장 닫혀있는 시장 또는 보호되고 있는 시장이다. 하지만 2011년 체결한 EU-한국 FTA가 이를 점차적으로 해결하리라본다”는 전망을 내놓기도 했다.

한편 폴란드는 탄탄한 문화적 배경으로 한국과 교류하고 있기도 하다. 폴란드는 방사능 연구의 선구자인 물리학자 마리 퀴리등 과학 분야 외에도 작가이자 시인, 평론가인 체스와프 미워시, 여류 시인 비스와바심 보르스카등 다수의 문학가들이 노벨상을 수상하기도 한만큼 폴란드의 발전한 문화에 대해 한국인들이 갖는 관심도 점차 커지고 있다.
이에 폴란드 대사관 에서는 한국의 대학 및 문화단체들과 연계해 다양한 문화행사를 진행 하고 있다. 그중 가장 유명한 행사가 ‘아시아-태평양 국제 프레데릭 쇼팽 피아노 콩쿠르’ 로 이번 5월12일에서 21일까지 계명 대학교와 바르샤바 프레데릭 쇼팽 음악대학의 공동주최로 제3회 행사가 열렸다. 또한 국립중앙박물관에서는 ‘폴란드, 천년의 예술’ 전시가 열릴 예정이다. 폴란드의 17개 박물관으로부터 온 14세기부터 20세기까지의 예술작품들(약250점)이 전시될 예정인데, 이는 폴란드 밖에서 치러지는 전시 중 가장 규모가 크다.
폴란드는 전통음식도 매우 발전된 나라로 쇠고기 또는 닭고기와 양배추, 셀러리와 부추에 이르기까지 다양한 야채와 보리나 메밀을 넣어 만든 폴란드 보리 스프로 불리우는 “크루프닉”, 오스치펙(훈제 양젖 치즈) 등 맛좋은 전통음식과 벌꿀 술 등 다양한 전통음식들이 입맛을 자극한다. 이 날 인터뷰에서 맛본 폴란드의 전통 음식 벌꿀 술은 물속에 녹인 벌꿀 용액 을 발효시켜 만든 것으로 달콤 쌉싸름한 맛이 일품이었다.

마이카 대사는 “2012년 기준 세계관광기구에 의하면 폴란드는 세계에서 17번째로 많은 관광객들이 방문하는 나라이다. 특히 한국인들은 비자 없이 90일간 체류 할 수 있고 폴란드 정부에서는 관련기관과 연계해 관광객들의 편의를 도모하고 있다. 또한 폴란드 항공인 LOT가 내년에 바르샤바와 서울을 잇는 직항로 개설을 준비 중이다”라며 한국 관광객들이 폴란드의 아름다움을 느낄 수 있기 바란다고 했다.
이제 대사 생활 4년에 접어드는 마이카 대사는 “한국은 역동적이다. 아내와 함께 4년 전 한국에 왔는데 4개월 밖에 흐르지 않은 기분이다. 나는 한국인들의 근면함과 어른들에 대한 공경심, 그리고 가족을 소중히 여기는 점 등을 존경한다. 많은 나라에서 이런 가치들이 사라지고 있는 실정을 감안하면 한국은 대단한 나라라고 생각 한다”고 전했다. “폴란드에 살고 있는 아들과 손녀들이 태권도를 좋아해 큰 손녀는 다양한 대회에서 몇 개의 메달을 따기도 했다. 내가 서울에 있는 폴란드 대사라고 한다면 폴란드에 있는 우리 가족은 태권도 명예대사라고 부를 수 있을 것이다”고 하는 마이카 대사는 앞으로도 한국과 폴란드 양국 간의 협력과 교류를 위해 최선을 다할 것 이라고 이야기 했다.

Poland, as Korea's biggest economic partner in Central Europe
Active cultural exchanges through Asia-Pacific International Fryderyk Chopin Piano Competition and “Polish Art: Enduring Spirit” exhibition
Poland used to be one of the countries in the Communist bloc which made it difficult to build diplomatic relations. But Poland has been involved in security agenda on the Korean peninsula, manifested through its activity in the NNSC since 1953 (Neutral Nations Supervisory Commission) currently together with the Swedish and Swiss military missions. After the 1988 Summer Olympics in Seoul and the collapse of Soviet Union in 1991, ROK and Poland have been actively engaged in cooperation and exchanges in various fields. Power Korea has met Krzysztof Majka, Ambassador of Poland, at the official residence of the Ambassador in Seongbuk-dong, Seoul, and heard about the development prospects between the two countries. The interview on the day was amicable throughout by Mrs. Majka's warm and kind introduction of traditional Polish teas, liquor and chocolate.
From diplomatic ties in 1989 to be the biggest economic partner in Central Europe
The diplomatic ties between ROK and Poland were established in November 1989. For the last 25 years, both countries have been steadily developing the economic cooperation and Poland has now become Korea's biggest economic partner in Central Europe. Numerous agreements were signed in the fields of trade, tariff and visa, followed by the Summit Talk in 2013 in Seoul which drew 'Declaration of the Establishment of Strategic Partnership between Poland and Korea', and signing the '2014-2016 Action Plan for the Implementation of the ROK-PL Strategic Partnership' in 2014. The latter document indicates the details of the future course of actions leading to facilitating consultative channels, high-level exchanges and developing new cooperation projects in the areas of economy, politics, culture, science and security. Also, the Polish company HSW and Samsung Techwin signed a contract in December 2014 to generate more business cooperation in the future. A minister-level talk in health care was held in March 2015 and there was a visit of the Polish Deputy Prime Minister accompanied by the representatives of the Polish Army and business sector. The visit of the Minister of Culture & National Heritage to Seoul is also scheduled in June this year. Currently, the Polish economy shows the steady growth in Europe and the country's development prospect in the future, therefore, is very bright.

ROK-EU FTA to create stimulus for Polish food exporters to come to Korea
When asked about the reason Poland showed the rapid economic growth, H.E. Krzysztof Majka said "Poland is ideally located in Central Europe which makes it easier to trade with nearby Eastern Europe as well as other countries in the region. We have an absorptive internal market with a steady demand for products and our economy is less sensitive to economic fluctuation which is an important advantage, especially in the times of crisis."
Poland is a leading producer of cosmetics in Central Europe and numerous companies such as Ziaja, AA Oceanic, Dr Irena Eris, DAX Cosmetics, Eveline and Bielendaare are currently active in Korea. Poland also is Europe's leading food producer and is often called as a “bread basket of the European Union”, and therefore, enhanced cooperation in the food sector between the two countries is highly expected.
Meanwhile, H.E. Krzysztof Majka pointed out "the Korean market is still rather closed. It is most protected market among OECD countries. We hope that the ongoing implementation of EU-ROK FTA may help to streamline our bilateral trade and business contacts."

Asia-Pacific International Fryderyk Chopin Piano Competition and exhibition “Polish Art: An Enduring Spirit” to promote Polish culture in Korea
With its strong cultural background, Poland is actively engaged in cultural exchanges with Korea. Poland produced many notable people including Maria Skłodowska-Curie who was the pioneer & physicist in the study of radioactivity, a poet and prose writer Czesław Miłosz, and a poet, essayist, translator Wisława Szymborska to name a few. As the Korean's interest in Polish culture is ever increasing, the Polish Embassy in Korea is carrying out various cultural events in cooperation with Korean universities and cultural organizations throughout the year. Asia-Pacific International Fryderyk Chopin Piano Competition in particular is very popular and famous and the 3rd competition was recently organized and hosted by Keimyung University in Daegu in cooperation with Uniwersytet Muzyczny Fryderyka Chopina, Warsaw from 12 May to 21 May. Also, the exhibition title das “Polish Art: An Enduring Spirit” is scheduled to be held in the first days of June 2015 at the National Museum of Korea and the Polish Minister of Culture & National Heritage is to attend the grand opening. This exhibition presents Polish art from the Middle ages(14th-15th century) to the 20th century and it will consists of approximately 250 works of art gathered from 17 Polish museums. This is the largest collection of Polish art ever held outside Poland.
Polish food also is second to none. Polish barley soup or “krupnik”, a soup made of barley or buckwheat groats with beef or chicken and vegetables ranging from cabbage to celeriac and leek, 'Oscypek', a smoked cheese made of salted sheep milk exclusively in the Tatra Mountains region of Poland, and the mead are just a few of many fantastic Polish food. The mead (honey liquor) Mrs. Majka kindly yet enthusiastically served for us during the interview was made of fermented honey mixed with water and its bitter sweet taste was an absolute heavenly treat!

H.E. Krzysztof Majka said "according to World Tourism Organization (UNWTO) announced in 2012, Poland is the 17th most visited country in the world by foreign tourists. Every year, Poland is visited by 15 to 16 million tourists and the number of visitors is steadily increasing. Koreans in particular can stay 90 days without a visa and we are currently running specialized tourist agencies and organizations to promote Polish tourism. The good news is that Polish national air carrier LOT is planning to start direct flights between Warszawa and Seoul in the next year and I hope more Korean tourists will visit and experience Poland."
When asked about the life in Korea, H.E. Krzysztof Majka said "Korea is a dynamic country. We came to Seoul 4 years ago but we feel like it has only been 4 months. We respect Korean's diligence, reverence for parents and strong family bonds. Considering the fact that these values are disappearing in many countries nowadays, Koreans are great." H.E. Krzysztof Majka and Mrs. Majka kindly added "our son and granddaughters living in Poland are ardent fans of Taekwondo and the older granddaughter has even won few medals in various competitions. If I am the Polish Ambassador in Seoul, my family can be called as an honorary ambassador of Taekwondo in Poland."
H.E. Krzysztof Majka closed the interview with his determination that he will exert his utmost effort in promoting active cooperation between Poland and ROK.
