업계 벤치마킹 대상 되는 ‘선진 택시 문화’ 마련해
“택시는 고급교통으로 거듭나야”

언제 어디서나 간편하고 빠르게 목적지에 도착할 수 있는 택시. 지하철과 버스 등 저렴한 가격에 이용할 수 있는 대중교통의 빈틈을 메워주는 많은 시민들의 발이 바로 택시다. 그러나 최근 장기화된 경기침체와 경직된 사회 분위기 등으로 이용자들이 지갑을 잘 열지 않게 되었을 뿐 아니라 늦게까지 회식을 이어가는 문화도 줄어들어 택시 이용 건수가 현저히 줄어든 것이 사실이다. 그러나 이런 어려움 속에서도 답은 있는 법. OK택시(주)의 대표이자 현 서울특별시택시운송사업조합 부이사장을 맡고 있는 김충식 대표는 택시업계 최초로 기사들에게 유니폼을 지급하며 택시 서비스의 혁신을 가져왔다.

전 직원 유니폼 갖추고 체계적 교육 실시해

김충식 대표는 ‘직접 운전하는 사장’으로 유명하다. 그는 한 달에 1~2회는 꼭 자신이 직접 차를 몰고 나가 손님들을 맞아 본다. 단순히 차를 몰아보는 것이 다가 아니라 손님들과 이야기도 나눠보고 기사들이 현장에서 어떤 문제와 맞닥뜨리고 있는지도 알아본다. 택시 회사를 오랜 기간 운영하면서 김 대표에게는 “이 사업을 운송업으로 생각해서 수익을 올리는 것이 우선이 아니라 서비스업으로서 손님들을 즐겁게 맞을 수 있어야” 한다는 지론이 생겼기 때문이다. 이런 김 대표의 노력 덕분에 OK택시는 ‘친절한 택시’로 이용객들 사이에서 널리 알려졌다.

지금의 결과가 하루아침에 이루어진 것은 아니다. 김 대표의 부친이 1969년부터 운영하던 ‘양지교통’에 그가 대표이사로 취임하게 된 것은 1998년 1월 1일, 그로부터 17년의 세월이 지난 지금까지 오는 길이 쉽지만은 않았다. 김 대표가 경영을 시작한 초반부터 그는 부친이 갖고 있던 기존의 패러다임에서 커다란 혁신을 시도했다. 기사들에게 유니폼을 입게 하고 인사법을 비롯해 체계적인 교육을 통해 믿고 탈 수 있는 택시, 기분 좋은 택시를 추구한 것이다. 그뿐 아니라 한양대학교 동문 후배들의 도움을 받아 CIP(기업통합이미지)도 만들어 OK택시라는 브랜드를 친숙하게 알렸다. 그 결과 한국관광공사 선정 ‘친절한 택시회사’로 꼽히는 한편 최근에는 서울지방경찰청에서 경찰행정 발전에 기여한 공을 인정받아 감사장을 받았고, 전국택시공제조합에서 ‘사고감소 우수업체’ 표창을 받기도 했다.

수험생 수송봉사 등 사회공헌도 열심
20년 가까운 세월 동안 고객 만족을 위해 노력한 김 대표의 성과를 보고 많은 곳에서 강의 요청이 들어오기도 한다. 김 대표는 경희대학교 사회학부, 금천구 보건소 등에서 CS(고객만족) 강의를 열고 그의 노하우를 보여주었을 뿐 아니라 평소 ‘친절’과 ‘안전’을 최우선으로 삼아온 것에 걸맞게 교통안전공단에서도 강사로 초빙되어 대구, 부산, 강원도 등 전국 각지에서 교통안전 관련 강의를 진행했다.

뿐만 아니라 2002년 월드컵 당시 BBC방송에서 OK택시의 3개국 음성안내서비스, 영어교육 등의 서비스를 취재했고 2013년에는 북경 소재 15개 택시회사의 대표가 한국의 선진 택시문화를 배우고자 OK택시를 찾았다. 또 같은 해 11월에는 카자흐스탄 교통부 대표단이 OK택시를 방문해 대중교통 인프라 및 시스템 시정견학의 자리를 가졌다. 택시회사로서 체계적인 시스템을 갖추려 노력했던 김 대표의 의지가 빛을 발한 것이다.

또한 김 대표는 회사 차원에서 사회공헌에도 열심이다. 매년 10여대의 택시차량을 동원해 회사가 위치한 금천구청역 근처 대입수능 수험생들을 수험장까지 데려다 주는 수송봉사뿐 아니라, 연말마다 사내 나눔바자회를 열고 금천구청 사회복지과를 통해 그 수익금을 지역의 소년소녀가장 및 불우이웃에게 전달한다. 또 한 해 동안 수고한 기사님들을 위해 노사한마음잔치를 열어 뷔페식당에서 우수사원을 포상하고 한 해를 마무리하는 행사를 갖기도 한다. ‘친절’과 ‘안전’, ‘건강’을 모토로 OK택시를 운영해온 김 대표는 “회사가 기사들을 생각하고 기사들이 회사의 건강을 생각할 수 있으면 윈윈이 된다”고 자신의 영업철학을 이야기했다.

김 대표는 또한 서울특별시 택시운송사업조합 부이사장의 역할을 맡아 최근 더욱 심각해지고 있는 택시업계의 불황 타계를 위한 혁신의 움직임을 만들어가고 있다. 지난 2013년 12월 택시요금 인상 이후 장기적인 불황 등으로 택시업계의 평균 가동대수는 기존의 60% 대로 조정되었다.

이에 따라 서울특별시 택시운송사업조합에서는 모바일 웹 서비스를 통해 “빠르고 편리하게 이용할 수 있는 고급교통”으로 거듭나기 위한 준비에 들어갔다. 최근 사회적으로 문제가 되었던 우버택시의 불법운영은 운송사업법상 유상운송행위가 불가능한 자가용을 이용해 개인과 개인이 연결되는 것이었기 때문에 택시 시장이 위축되는 결과를 낳았다. 그러나 한편으로 우버택시는 고급운송시장과 합리적 요금체계에 대한 수요를 확인하게 해줬고, 서울특별시 택시운송사업조합은 (주)다음카카오, (주)한국스마트카드와 업무협약을 체결한 후 본격적으로 고급택시 시장에 대한 투자를 시작했다.

기존의 콜택시는 업체와 이용자를 연결해주는 센터가 존재해 업체 입장에서는 인건비 지출 비중이 높았고 이용자 입장에서는 택시 한 대를 잡기까지 오랜 시간이 걸리는 불편이 있었다. 그러나 어플리케이션을 통해 택시를 부르게 되면 출발지와 도착지를 미리 선택해 가까운 곳에 위치한 기사부터 차등적으로 부를 수 있어 훨씬 많은 시간을 절약한다. 또한 기사들의 수익 증대뿐 아니라 승차거부도 줄어들어 택시문화 개선에도 긍정적 영향을 미친다. 또한 서울특별시 택시운송사업조합에서는 고급교통으로의 이동을 위해 탄력적 요금제를 요구하고 있는데 “손님이 많고 적음에 따라 요금제를 조절할 수 있다면 개개인의 손님을 위해 기사가 최선을 다할 수 있는 환경이 마련된다는 점에서 긍정적”이라는 것이다.

“택시기사들에게 비전 마련해줘야, 패러다임 변화 필요해”
김 대표가 최근 택시 시장의 개선을 위해 주목하고 있는 것은 ‘기사 수급 총량제’다. 서울시의 택시 약 7만 대 중 개인택시의 비중이 1:2로 상당히 높아 서울시와 지방 중소도시의 인구변화에 따른 택시 가용대수 조절이 불가능하다는 것이다. 이에 대해 김 대표는 “기사 분들이 열심히 봉사하고 있는데 수익이 따르지도 못하고 버스에 비해 소외감을 많이 느낀다. 예전에는 열심히 하면 개인택시를 받는 비전이 있었는데 지금은 비전이 없다. 열심히 해서 개인택시를 받든지 임대주택이나 여러 정부적 혜택도 대책마련이 필요하지 않을까 생각이 든다”는 의견을 표시했다.

김 대표는 택시업계와 관련된 일 외에도 사회발전을 위한 봉사직으로 대한스키자지도연맹 상임이사, (사)한국워킹협회 상임이사, 서울시 축구협회 상임이사, 서울시 장애인 스키협회 회장 등 다수의 직함을 맡아 생활체육 및 프로스포츠의 발전을 위한 행보 역시 계속하고 있다. “우리 택시업계의 인프라 구축, 네트워크는 세계 최고입니다. 향후 종사자 분들의 패러다임 변화가 필요할 것이며, 손님들도 함께 고민할 수 있는 문화가 마련되는 것이 중요하다”고 이야기하는 김충식 대표는 택시의 고급교통화 정착을 위해 앞으로도 모든 노력을 다해갈 예정이다.

Kim is famous for a CEO who drives taxi himself. Once or twice a month, he takes the wheel to engage with passengers and see what problems most taxi drivers are encountering in the field. After running a tax company for a long time, Kim's idea now is that taxi is a service industry not a transport industry. Thanks to this idea, OK Taxi is rather famous for its excellent services. Of course this was not achieved over a night. Kim took over his father's company 'Yangji Gyotong (transportation)' established in 1969 and inaugurated as CEO on January 1, 1998. Kim had to go through a tough road ever since he too the position. Kim tried to innovate the company by introducing uniform and providing courtesy training for the drivers. He also introduced Corporate Image identity Program with the help of his university juniors and launched a new brand name: OK Taxi. As a result, Ok Taxi was chosen as 'kind taxi company' by Visit Korea and Kim also received a citation of 'Excellent Enterprise for Reduced Accident Rate' from Seoul Taxi Association and a letter of appreciation from Seoul Metropolitan Police Agency

Kim's innovation and implementation encouraged many organizations to call him to give a lecture regarding customer services. He gave a lecture in the Department of Sociology at Kyung Hee University and at Geumcheon District Public Health Center. He was also invited by Korea Transportation Safety Authority and gave a lecture nationwide including Daegu, Busan and Gangwon Province. Also, BBC covered OK Taxi's three language services and English training during 2002 World Cup, the representatives of 15 taxi companies in China visited OK Taxi in 2013 to learn advanced taxi culture and the Ministry of Transportation delegation from Kazakhstan visited OK Taxi in November 2013 to learn about public transportation infrastructure and its system. 

Kim values social activities as high as the innovation in management. 10 of OK Taxis provide a free test-taker transportation service around Geumcheon District and holds an in-company bazaar to raise donations and send to the children of families without parents and the needy through Geumcheon District's Social Services Department. He also holds a labor-management unity party and reward prizes for excellent employees at the end of the year. 'Kindness'. 'safety' and 'health' are the three things of company's motto and Kim says that if management takes care of employees and the employees the management, both parties become winners.

Currently, Kim is serving as Deputy Director of Seoul Taxi Association and doing his best to overcome depression in the taxi industry. The average number of taxis operating was adjusted around 60% due to prolonged slump since the raise of taxi fares in December 2013. For this, the association is preparing to introduce a new concept: 'fast, convenient and premium transportation services'. The recent issue of Uber Taxi, which private drivers use their car for a means of transportation, was resulted in contraction of the market. But Uber taxi proved about the market demands for reasonable price and premium services. This actually encouraged the association to invest in the same level services in cooperation with DaumKakao and Korea Smart Card. The existing system was relatively expensive due to high labor cost caused by third parties such as call center which connect a passenger to a taxi and a long waiting time. But the new smart phone add makes it possible to reduce fares and waiting time through its efficient system by calling the taxi nearest to the passenger. It also increases driver's profits while reducing the rate of refusal of passengers. The association is also considering to introduce 'flexible fare' that can charge fares to each passenger so that the driver can equally takes care of all passengers. 

New vision and paradigm for a change
Kim is focusing on 'maximum load system of drivers' to improve the taxi market. This is because the adjustment of number of usable taxis is impossible as the ratio of company taxis and private taxis among 70,000 taxis in Seoul is 1:2 and the ratio between Seoul and provincial cities based on population changes is not that easy to figure out. Kim said "many taxi drivers feel frustrated as they cannot earn as much money as they work. They could get a private taxi certificate if they worked really hard in the past but there's no vision as such now. This is the point that the government needs to take some measures to improve the situation." 
Meanwhile, Kim is playing various roles such as Chief Director of Korea Ski Leaders Association, Executive Director of Korea Walking Association and Seoul Football Association, and Director of Seoul Ski Association for Disabled. Kim added "OK Taxi's service and network is global level. We will keep doing our best to build premium transportation services.
