After half a year’s laying the groundwork for municipal administration, mayor of Changwon city is making his first full year of the 6th popular election, ready to make a city full of economic vitality and volition. With increased quality of life for common people and the middle class, the city is establishing the basis for a solid leap with civic administration for citizens with the aim of ‘people-oriented welfare,’ ‘economic growth through rich culture,’ and ‘harmonious coexistence in vitality,’ which were focally covered by Power Korea Monthly here. 

1. This July will mark one year of your term as mayor after inauguration. What has been the result so far? 
The 2nd period of integrated Changwon started with the aftereffect of loosened integration and the worsened fiscal soundness and major local pending problems interrupting administrative propulsion. From the beginning of inauguration, I improved on civic administration anew with daring innovation and reform. It has been a meaningful year when I presented the future picture of sustainable Changwon focused on the elevation to the rank of Changwon metropolitan city and its developmental strategy. With two-track strategy of high-tech industry and tourism to lead economic growth for strengthening Changwon’s municipal competitiveness, we are driving forward the strategy of aggressive tourism industry by establishing a tourism section, launching the tourism promotion committee, MOU for promoting tourism industry with Inchon International Airport and reorganizing the expanded Seoul investment attraction office. 

2. Would you explain why Changwon needs to be elevated to metropolitan city and what are its possible effects? 
First of all, I think that Changwon’s elevation to a metropolitan city is well within our reach. It is the way for our city and I am pushing ahead with it thinking that this year is the first year of the long march. The key policy objective ‘A new period of leap, big Changwon” refers to Changwon metropolitan city itself. The foremost reason is that the citizens are wishing for a metropolitan city. Another reason is for securing educational autonomy. We can create more stable and better-quality educational effect by installing Metropolitan Education Office and enlarging educational investment, and establish each kind of special schools to relieve the gap in education which is currently behind other large cities as well as the Metropolitan area. 

3. What are the present condition of tourism industry in Changwon city and its future strategy? 
Tourism is a future industry in the highest limelight that can create new jobs and inspire vitality in local economy. That is why the central and local governments around the country are working hard on tourism industry. But Changwon is nothing more than a wasteland for tourism though it has natural tourist attraction, rich marine, historical and cultural resources. It has been pushed out in priority for machine industry, a leader in municipal growth so far. So we are promoting Joonam reservoir, a global seasonal home for migratory birds inland Changwon, and hot spring complex on Mt. Mageum at Bookmyeon attempting cultural tourism, too, on the theme of figures and their works representing Changwon, such as Lee Eun-sang, Kim Dal-jin, Cheon Sang-byeong, Lee Won-soo, Cho Doo-nam, Moon Shin (literary persons) and Cho Soo-mi (vocalist). Now Changwon is going to be a city of both high-tech and tourism industries representing Korea. 

4. You have settled the problem of ballpark site which was a prolonged pain in the neck for Changwon. Now what is your drive plan in the future? 
A new ballpark to put on Masan Sports Complex will break ground in the former half next year and be completed in September 2018 if administrative proceedings in our city’s plan is going on smoothly. From 2019 pro-baseball season, it is possible to watch the home games of NC Dinos at a new ballpark. Recently, we have entered in public subscription for basic design of ‘Changwon New Ballpark Construction project,’ which is the first footstep we took for the earnest propulsion of this project.  

 
5. What is your plan about fostering high-tech industry as a root for the local economy? 
While recently the focus of our country’s manufacturing production is moving to IT, such as semiconductor, parts and materials, and automobiles, production of machinery, steel and shipbuilding, which are major sectors of Changwon Nation Industrial Complex, is showing a little slump. To strengthen competitiveness of this old industrial complex, the government is pushing for making convergence locations by selecting innovative industrial complex and beefing up innovation capability of accumulating innovative institutions within the industrial complex. Changwon city will focus on restructuring Changwon Nation Industrial Complex to make it anew by making a collected complex for high-tech industries and spaces through accumulating convergence, sophisticating technology such as R&D Center for innovative capabilities and using internet of Things and coexistence of workplace, school and playground. 

6. You know ‘Integrated Changwon city’ is seeing the 5th anniversary of launch. Do you have any specific plans for balanced development? 
So far, our city has focused on developing every policy for balanced development between three old city regions. From this year, we will build up a new balanced development system earnestly as a strong buildup belt based on three regions of Jinhae, Masan and Changwon. For Changwon area, we will earnestly proceed with advanced structure for Changwon Nation Industrial Complex and Changwon Highway R&D Belt Drive project including Science and Technology Promotion, Gyungnam TP, Industrial Convergence Camp and other projects for convergence complex. We will enlarge the function of a state-run think tank focusing on Korea Electrotechnology Research Institute, Korea Institute of Materials Science and Defense Agency for Technology and Quality and build it into a high-tech industry city of Korea by improving urban planning and developing Mt. Mageum spa tourist resort. 

7. Do you have anything further to tell the citizens for accomplishing ‘A time for leap, Big Changwon’? 
Five years ago, Integrated Changwon city was launched as the first self-rule integrated city of Korea. For the past time, as Changwon’s basis for high-tech production, Masan’s history and culture and Jinhae’s marine tourism and harbor logistics infrastructure combined gathering the citizens’ wisdom and capability to make a big difference in Changwon city’s competitiveness and social status. I will by any means make my native place Changwon a prestigious city in the whole country and throw in every capability in me accumulated through a longtime experience of national administration for its elevation to Changwon Metropolitan City. I believe that every citizen will make efforts together with a dream, hope and conviction that this elevation can be accomplished without fail.
