대한민국 통신서비스 시장의 건강함을 외치다

언제부터인가 우리 삶에서 빼 놓을 수 없는 부분이 바로 핸드폰이다. 핸드폰은 이제 5700만명 이상의 가입자 수를 보이며 어린아이에서부터 노인 계층까지 전연령대에 스며들고 있는 필수품으로 자리매김하고 있다. 하지만 통신 3사의 독점구조로 형성돼 통신비가 비싸더라도 소비자들은 아무런 대안이 없다는 구조적인 문제를 안고 있다. 이렇듯 정부에서도 정책적인 부분에서 고전하고 있을 때 통신 소비자들의 권리를 찾기 위해 통신서비스와 단말기 공동구매, 통신비 인하, 그리고 알뜰폰을 국민들에게 알리며 통신 시장의 건강함과 변화를 만들어 내고 있는 전국통신소비자협동조합(이하 통신협) 이용구 상임이사를 만나 통신비의 문제점과 개선점에 대한 이야기를 들어보았다. 

통신 소비자들의 권익을 위한 움직임
통신협은 통신시장의 독과점에 대항해 통신소비공동체를 구성, 공동구매를 통한 통신비와 단말기의 인하 등 소비자들의 권익향상을 위해 전국 최초로 인천에서 2011.4.19일 발족되었다. 이후 2012년 협동조합으로 승인 받아 인천시에서 1호 협동조합으로 승인받았다. 현재 4,000여명의 회원과 함께 통신서비스 시장의 변화와 개선을 위해 다양한 움직임을 보이고 있다. 이용구 상임이사는 “정부에서 정책을 잘만들어야 하는  부분도  중요하지만 국민들에게 도움이 되는  부분들이 제대로 현장에 전달되지 않아  실제 생활속에서  적용되지 못하는 것이 현실이다. 알뜰폰 같은 경우도 이전부터 존재했지만 정확한  정보와 인식이 부족했다. 이런 부분을 집중 부각시켜 2013년 1월 8일 프레스센터에서 기본요금 70%로 인하하는데 성공했고 공중파와 각종 언론매체를 통해 알뜰폰의 존재와 장점에 대해  적극적인 홍보를 했기에 지금의 알뜰폰이 정착될수 있었다.”며 “올바른 정보를 알리고 이를 삶의 현장 속에서 시민들을 이해시키고 적용시켜 나가는 것이  건강한 시민단체들이 할 일”이라고 전했다. 

얼마 전 통신협은 단말기유통법 체제 아래서 고가 출시되는 최신 단말기들의 가격적인 부담감을 개선할 수 있는 새로운 시스템을 고안해내 통신사를 긴장시켰다. 지난 4월에 공개한 이 방법은 소비자들이 통신협에 가입해 조합비 만원을 출자하고 각자 1인 대리점을 개설한 후 각자 서로의 고객이 돼 발생하는 판매장려금을 소개수수료 형태로 지급받는 것이다. 이 시스템은 1인당 2년간 최대 80만원까지 받을 수 있고 원리는 대리점이 판매점에 제공하는 판매장려금을 조합에서는 소비자에게 소개수수료로 환원하는 방식이었다. 이 시스템으로 소비자들은 단말기 출고가의 부담을 크게 덜 수 있게 되어 정착된다면 이전의 서비스를 뒤바꾸는 색다른 계기가 될 것으로 보여 졌다. 이 밖에도 단말기유통법(이하 단통법)의 대안으로 최신 단말기 렌탈 서비스를 통해 이용하는 ‘중고폰 선보상 제도’를 통신사들보다 먼저 고안해 냈고 ‘공짜 아이폰 6 프로젝트’ 등을 추진하며 소비자를 위한 다양한 방법을시도해 왔다. 이용구 상임이사는 “단통법의 출범 이후 중고폰이나 약정이 지난 핸드폰을 사용하는 이들에게 단말기 지원금에 상응하는 요금할인이 12%에서 20%로 인상되었다. 이는 단말기유통구조개선법에 포함된 분리요금제로 미래창조과학부와 방송통신위원회가 잘만든 정책으로 소비자들의 통신비를 크게 절감시킬수 있는 방안”이라고 말했다. 

하지만, 이러한 정책의 가장 큰 수혜자가 될 수 있는  어르신들은 이러한 내용에 대해 전혀 모르고 있다.  정부의 정책을 알리고 직접 적용시켜 통신비까지 내려드리는 ‘어르신 통신비 내리기 운동’이 최근 몇년동안 통신협을 통해 실천되어 오고 있다. 지금도 통신협은  인천시 계양구의 한 노인복지관에서  약정이 지난 지역 어르신들게 통신환경의 변화를 설명해 드리고 요금을 20% 씩  내려드리고 있다. 앞으로 인천시는 물론 서울시를 비롯해 전국적으로 본격적인 어르신 통신비 내려 드리기 운동이 현장에서  실천된다면 역대 어느 정부도 쉽게 해결하지 못한 큰 숙제를 풀수 있게 될 것이다. 

단순한 통신비 인하가 아닌 플랫폼 사업으로 세계적인 조합 꿈꿔! 
전국적으로 통신 소비자들의 권익을 위해 활동하는 통신협이지만 더 나아가 새로운 꿈에 도전하고 있기도 하다. 바로 미래의 산업으로 불리는 플랫폼 사업이다. 이용구 상임이사는 “통신협 자체가 네트워크로 이뤄졌기에 공동구매와 단말기 렌탈이  유통 플랫폼으로 자리 잡아 소비자의 가격부담을  줄일 수 있다면 이는 핸드폰 단말기뿐 아니라 다양한 제조업체들로  제품군을 확대시킬 수 있을 것”이라며 “그렇게 된다면 생산자 위주의 유통구조가 소비자 위주의 유통구조로 전면적으로 바뀔 수 있고 소비자의 협동과 단결을 통해 인류의 보편적 가치를 실현해 나간다면  해외로의 확장도 충분히  가능하다”고 밝혔다. 

통신 소비자들의 권익을 위해 정진하고 있는 통신협. 이용구 상임이사의 예상대로 물질만능주의와 신자유주의의 병폐를 극복하며 인류애라는 보편적 가치 지향이 국경을 넘어  합리적인 시스템으로만 완성된다면 세계적인 글로벌 통신소비자협동조합이라는 미래의 성장동력으로서의 플랫폼 탄생도  기대할 수 있는 부분이다.

Keeping the rights and interests of consumers
NCCC was established for the first time in Korea in Incheon on April 19, 2014 to counteract monopoly of the communication service firms in the hope of protecting the rights and interests of consumers. The organization was approved as a cooperative in 2012 and as the first cooperative in Incheon and it currently has 4,000 members. Lee says "it's important for the government to make related policies but equally important is that the policies have to reach the consumers effectively. Budget mobile phones, for example, have been existed for a long time but the information and recognition were not effectively provided.  For this, we pointed out the problem and reduced the existing phone bill by 70% as a result (Press Center on January 8, 2013) and actively spread the existence of budget mobile phones and their advantages. It is our (as a civil group) job to spread right information and to correct wrong practices of the business."

Lately, they brought up a new system (last April) and suggested a reasonal price of mobile phones and, as a result, made telecommunication companies to the stretch. The idea is that consumers register to LCCC with a $10 investment, open a one-man agent and use sales incentives as an introductory commission. With this system, one person can get up to $800 for two years. If the system is nicely settled, consumers can significantly reduce the store price (or factory price) of mobile phones. As an alternative of the Mobile-phone Distribution Law, they also introduced 'used mobile phone pre-compensation system' through a mobile phone rental service, as well as 'free iPhone 6 project'. Lee says "after the law was introduced, the service fee discount was increased to 20% from 12% for those who use used-mobile phone or the phone with finished contract. This is government's new policy called 'separated tariff system' and it is a really good policy as consumers can reduce the service fee considerably." 

However, older people who can be best benefited from the policy still do not know about the policy. For this, LCCC is spreading the information to older people. For example, they reduced the service fee by 20% for the older people who use the mobile phone with finished contract in Gyeyang District, Incheon. Currently, they are planning to expand this activity nationwide.

Promoting LCCC as a global platform operator 
Lee is not only passionate in counteracting monopoly of the telecommunication service firms but promoting LCCC as a global platform operator. Lee says "LCCC is well networked which makes us easily form a group buying or mobile phone rental distribution platform. With this platform, we can not only reduce consumers' financial burden on using mobile phones but also we can expand the platform to other manufacturing companies. This eventually can change the manufacturer-centered distribution system to consumer-centered distribution system both home and abroad in the future.
