박근혜 대통령, 카터 美 국방장관 접견, 2015 광주 하계 유니버시아드 보고회 참석
박근혜 대통령은 지난달 10일 오전 청와대에서 애쉬턴 카터 美국방장관, 동행한 美측 인사들을 접견하고 공고한 한미동맹, 북핵문제, 한미 사이버 안보 및 우주분야 협력 등에 대해 의견을 교환했다. 카터 장관은 장관 취임 후 처음으로 동북아 주요 동맹국을 순방하고 있는 중으로  2박 3일의 일정으로 한국을 찾은 카터 장관에게 박 대통령은 환영의 뜻을 전하며, 한반도 문제와 관련해 정통한 전문가가 美국방장관이 된 것을 기쁘게 생각한다고 언급했다. 

이에 카터 장관은 박근혜 대통령의 환대에 대한 감사의 인사를 전하며 특히 리퍼트 대사 피격 시 한국민이 보여준 돈독한 우정과 한국정부가 아덴만 해역에서 임무 중이던 청해부대 왕건함을 투입하여 예멘에 있던 미국인 2명의 철수를 지원해 준 것에 대해 감사의 뜻을 전했다.

먼저 카터 장관은 지금과 같이 공고한 한미동맹은 유래를 찾아 볼 수 없는 최강의 상태라고 의미부여하며, 양국 관계가 글로벌 동맹으로 진화하여 정치, 경제 분야 등 다방면에서 세계 평화와 안정을 위한 중요한 축이 되도록 협력해 나가기를 바란다고 말했다. 박 대통령은 북한의 핵개발, 장거리 미사일 발사, 사이버 공격 등이 한국과 전 세계의 위협이 되고 있다고 언급하며, 조건에 기초한 전작권 전환과 공고한 한미동맹 유지 등을 통해 북한을 제압하는 ‘부전승’이 최상의 전략이라며 한미동맹의 중요성에 대해 강조했다. 이에 카터 장관은 한반도 평화가 지속적으로 유지될 수 있는 것은 굳건한 한미동맹 덕분이라고 화답했다.

카터 장관은 한미동맹에 있어서 도발에 보상하지 않는다는 원칙고수가 필수적이라고 강조하며, 진정한 한미동맹은 동맹에게 제약을 가하는 것이 아니라 스스로의 운명과 미래를 개척하겠다는 동맹국인 한국의 한반도 평화 통일 의지를 환영하는 것이라고 강조했다. 박근혜 대통령은 美소니사 해킹, 한수원 해킹 공격 등 북한의 사이버 공격 위협에 대해 한ㆍ미간 사이버 안보협력이 필수적이라고 강조하며 특히 한ㆍ미간 국방우주협력이 활성화 될 수 있도록 카터 장관의 적극적인 관심을 당부했다. 

카터 장관은 최근 안보위협이 우주와 사이버 영역으로 확대되고 있다며 한ㆍ미간 사이버, 우주분야에 대한 양국의 긴밀한 협조 필요성에 공감했다. 끝으로 박 대통령은 카터 장관에게 오바마 대통령에게 따뜻한 안부 인사를 전해줄 것을 당부했고 이에 카터 장관은 박 대통령의 금년 내 방미를 오바마 대통령과 함께 고대할 것이라고 화답했다.

2015광주하계유니버시아드, ‘지역과 나라가 함께 도약하는 기폭제’
박 대통령은 이에 앞선 지난 달 1일 광주광역시 서구 김대중컨벤션센터에서 열린 ‘2015광주하계유니버시아드 준비상황 보고회’에 참석해 현재까지의 준비상황과 정부합동 지원 대책을 보고 받았다. 박 대통령은 준비 상황을 보고 받고 광주하계U대회가 호남권에서 열리는 최대 규모의 국제행사로 지역 발전뿐만 아니라 대한민국의 국제적 위상을 높이는 계기가 될 것을 고려해 성공적인 개최 준비를 위해 힘써달라는 당부의 말을 전했다.

더불어 박 대통령은 이번 대회를 통해서 광주가 명실상부한 아시아의 문화중심지로 자리를 잡아서 지역과 나라가 함께 도약하는 기폭제가 될 수 있도록 노력해 주길 바란다며 지속적인 관심을 갖고 꼼꼼하게 대회를 준비해 줄 것을 재차 강조했다. 이어 광주 유니버시아드 대회의 효과를 극대화하기 위해서 정부의 지원과 함께 지자체 간의 협력도 매우 중요한 만큼, 지속적으로 소통하고 협력해줄 것을 당부했다.

박 대통령은 이번 광주 하계 유니버시아드 대회에서도 안전관리와 대회 운영에 미흡함이 없도록 치밀하게 점검해 달라고 거듭 당부했다. 이어 아무리 훌륭한 시설과 경기력을 인정받는다고 하더라도 안전사고 하나가 모든 노력을 물거품으로 만들 수 있는 만큼 남은 기간 동안 국민안전처, 국정원, 경찰서, 식약처를 중심으로 철저한 안전대책을 수립해 줄 것을 요청했다.

Park held a meeting with Ashton Carter, the United States Secretary of Defense on 10 last month to exchange opinions on Korea-US alliance, nuclear issue of the North, Korea-US cyber security and cooperation in the space industry. The newly appointed US Secretary of Defense Mr. Cater embarked on a tour to allied nations in North East Asia and stayed Korea for two nights and three days. Park gave congratulations to Mr. Cater and said that she was pleased with the fact that he is a specialist in the issues of the Korean Peninsular. Mr. Cater in response showed his gratitude for kind hospitality and said that many Koreans showed their support and friendship when Mark Lippert, the US Ambassador to ROK, was attacked, and also the Korean government dispatched a fleet to support two American citizens to withdraw from Yemen.

Mr. Cater continued that the current US-Korea alliance is stronger than ever and hoped that the two countries together would contribute to building peace and stability in the world. Park said that the North's nuclear development, launching long range missiles and cyber terror are becoming a great threat to world peace and emphasized on building strong Korea-US alliance to tackle the issues. Mr. Cater gave his consensus to Park and said that Korea's firm will to unite the country in a peaceful way is actually what the alliance is for. Park said that the cooperation in cyber security is a must between Korea and the US in order to tackle the North's cyber terrorism and asked his support to activate space cooperation between the two countries.

Mr. Cater in response said that security threat nowadays is expanding to cyber and space areas and agreed with Park on the cooperation. Park asked Mr. Cater to send her kind regards to President Obama and Mr. Cater in response said that Mr. Obama and he would be looking forward to seeing her in the US within the year. 

Gwangju Summer Universiade 2015 to be a catalyst for spreading the region and the nation to the world
President Park attended Gwangju Summer Universiade 2015 briefing session on 1 last month held at Kim Dae-jung Convention Center and was reported about the preparation and measures of support of the event. Park said that the Universiade is the biggest international event held in the region and asked officials to do their best as the event would contribute to promoting the region and the nation to the world. Park continued that the event should be a catalyst for Gwangju to become the cultural center in Asia and meticulous preparation in all areas therefore is a must to achieve this goal. She added that the government level support and cooperation would also be provided in order to maximize the effect of the event. For this, Park asked the officials of Ministry of Public Safety and Security, National Intelligence Service, National Police Agency and Ministry of Food and Drug Safety to make sure of the safety of the event.
