다시 사회의 문을 열다! 시니어 세대의 New Life
“노인일자리 창출로 행복하고 보람 있는 노년을 제공하겠습니다”

대한민국은 노령화 사회에 접어들었다. 7~80년대 대한민국의 고도 성장기를 이끌었던 베이비붐 세대가 노령화함에 따라 전체 인구 중 60세 이상 연령층이 급증했기 때문이다. 하지만 격동의 시대를 살아낸 이들에게 아직 은퇴는 먼 이야기인 것 같다. 사회 각계각층에서 이들은 오랜 시간 쌓아온 경험과 지혜를 바탕으로 현역 못지않은 놀라운 활동력을 보여주고 있다. 바야흐로 ‘시니어 시대’의 개막이다.

일하는 모습이 아름다운 ‘시니어’
원주시니어클럽은 원주시의 노인일자리 전담기관으로서 만 65세 이상의 노인들을 대상으로 노인사회활동지원 사업을 개발 및 운영하는 기관으로 일자리 제공을 통해 노인복지를 실현하고 있다. 원주시니어클럽의 정운경 관장은 “노인사회활동지원 사업의 종류는 ‘공익형’과 ‘취업·창업형’ 두 가지로 나뉩니다. 저희는 공익형 9개 사업 675명과 취업·창업형 3개 사업 55명, 총 730명의 어르신을 고용하고 있으며, 그중에서도 어르신들이 직접 서비스 제공이나 생산에 참여하여 수익을 창출하고, 그 수익금으로 급여를 지급하는 이른바 취업·창업형 사업을 중점적으로 운영하고 있습니다”라고 설명했다.

원주시니어클럽의 사업 성과는 여타 지역의 시니어클럽과 비교해도 눈에 띌 정도로 뛰어나다. 2010년 동네방앗간사업단을 시작으로 2012년 황태사업단, 2013년 동네미용실사업단을 차례로 창업하며 꾸준히 새로운 시장진입형 사업을 개발, 운영하고 있다. 특히 동네방앗간 사업은 빠른 매출액 신장으로 보건복지부에서 우수사업단으로 선정되는 등 우수한 성과를 보이고 있으며, 깨끗하고 위생적인 제조시설과 투명한 원재료 사용으로 신뢰감을 얻고 있는 사업이다. 또한 단위 매출로는 꾸준히 매년 1억 7천만 원을 달성하며 전국 시니어클럽 내에서도 벤치마킹을 위해 견학할 정도로 성공적인 사업으로 평가받고 있다. 

지역사회와 함께하는 기쁨
원주시니어클럽은 성공적인 수익을 창출하고 있는 취업·창업형 사업 외에도 거리환경지킴이, 꽃길조성, 하천환경지킴이, 스쿨존교통안전지킴이, 급식도우미, 도서관도우미, 실버금연지킴이, 무인발급기도우미 등의 공익형 사업을 진행하며 일하고자 하는 노인들에게 사회참여와 사회공헌활동의 기회 또한 제공하고 있다. 정운경 관장은 “공익형 사업은 어르신들게 사회에 기여하고 공헌하는 기쁨과 성취감을 드리고 있습니다. 특히 스쿨존교통안전지킴이 사업은 어린 학생들의 안전한 등교를 책임지며 학교측과 학부모들에게 매우 호응이 높습니다”라고 밝혔다.
노인일자리 사업은 일하고자 하는 건강한 노인들에게 알맞은 일자리를 제공함으로써 사회참여 기회를 확대하고, 노인의 삶의 질을 높이고자 하는 국가 정책사업이다. 특히 단순한 취업알선이나 소일거리가 아닌, 노인이 스스로 경제문제를 해결하고, 근로에 대한 욕구를 해소하며, 일하는 보람과 건강을 찾을 수 있다는 점에서 높게 평가받는다. 이제 더 이상 노인은 지역사회가 해결해야할 문제가 아니다. 스스로 자립하고 지역사회에 기여하는 시니어 세대. ‘일하는 100세, 아름다운 시니어’를 만들어가는 이들의 노력에 응원의 박수를 보내자.

Career seniors! Your name is 'beautiful'
Wonju Seniors Club is a specialized organization for creating jobs for senior citizens aged over 65 and they develop and run various projects. Jung says "our projects are divided into two types: public type and employment & self-employed type. We currently hired 675 seniors in the 9 former type projects and 55 in the 33 latter type projects which make a total of 730 senior citizens. Some seniors participate in production and some in services and we run the projects with the profits from their participation." Compared to other regions, Wonju Seniors Club shows excellent performance. Starting with Village Mill Project in 2010, Braised Dried Pollack in 2012, and Village Hair Salon Project in 2013, the club is carrying out various marketable projects. Village Mill Project in particular showed a rapid sales growth which was resulted in winning the title 'Excellent Project' from the Ministry of Health and Welfare for their use of hygienic manufacturing facilities and fresh ingredients. Not only this but the project achieved an average yearly sales of $170,000 and the project has become a role model for benchmarking. 

The pleasure of sharing
Apart from their main projects of providing jobs for senior citizens, Wonju Seniors Club also is carrying out various social contributions such as cleaning the streets, creating flowery roads, maintaining rivers and streams, campaigning for keeping safe traffic around school zones, serving school lunch, library helper, anti-smoking campaign and automatic dispenser guide. Jung says "involving in public services provides seniors a sense of accomplishment and pleasure to help others. School zone campaign in particular is receiving positive feedback from both school parents and schools." These projects are closely related to state policies and it is meaningful that the club provides appropriate jobs for elderly people in the hope of increasing their quality of lives. But it is not about just providing jobs but it helps them to be socially independent and to live their own lives.
